An Alphataxonomic Revision Of Extinct And Extant Razorbills (Aves, Alcidae): A Combined Morphometric And Phylogenetic Approach, N. Adam Smith, Julia A. Clarke
Ornithological Monographs
Alca (Aves, Alcidae) has a comparatively rich fossil record with respect to other Charadriiformes, consisting of thousands of specimens. Despite the abundance of fossil material, species richness in this clade has remained poorly understood, primarily because of the paucity of associated specimens. To address this issue, a combined morphometric and apomorphy- based method was developed that would allow referral of fragmentary and isolated specimens, which constitute ~97% of the Alca fossil record. Measurements of multiple variables from >2,000 Alca fossils were categorized by hierarchical cluster analysis and resulted in the recognition of "species clusters." A Multivariate Stochastic Hybrid Model With Switching Coefficients And Jumps: Solution And Distribution, D. P. Siu, G. S. Ladde

In this work, a class of multidimensional stochastic hybrid dynamic models is studied. The system under investigation is a first-order linear nonhomogeneous system of Itô-Doob type stochastic differential equations with switching coefficients. The switching of the system is governed by a discrete dynamic which is monitored by a non-homogeneous Poisson process. Closed-form solutions of the systems are obtained. Furthermore, the major part of the work is devoted to finding closed-form probability density functions of the solution processes of linear homogeneous and Ornstein-Uhlenbeck type systems with jumps.

The City of Austin is proposing to undertake two projects in Barton Springs Pool: repair of the concrete bypass culvert along the northwest bank of the Pool and minor repairs to the downstream dam. The City holds U.S. Fish and Wildlife Service 10(a) permits (10(a)1(A) #TE833851-2 and 10(a)1(B) #PRT-839031) in conjunction with a Habitat Conservation Plan for protection of the endangered Eurycea sosorum, the Barton Springs Salamander. The U.S. Fish and Wildlife Service has informally determined that these permits are also protective of candidate species Eurycea waterlooensis, the Austin Blind Salamander, because it inhabits the same springs as E. sosorum. …

The study of communication has come a long way since Aristotle's conceptualization of persuasion in Rhetoric from the 4th century B.C. Today, scholars conceptualize communication in much more comprehensive ways than did those Greek Aristotelian philosophers. Still, much of the discipline of communication focuses on the way that messages have an impact on individuals or societies. Since the late 1970s a small group of communication scholars, greatly influenced by their peers in other social-science disciplines (i.e., psychology) began to direct their attention to the way that communication influences and is influenced by processes in the human body. HIV and AIDS
Most-at-risk populations (MARPS), including men who have sex with men (MSM) and injecting drug users (IDUs), represent only 1 percent of Nigeria’s population yet account for 38 percent of new HIV infections. Despite their elevated risk, MSM and IDUs are less likely than the general population to access HIV prevention and sexual health services because of stigmatization. There is a dearth of data on prevalence of HIV and sexually transmitted infections (STIs) among MSM and IDUs because their behaviors make them difficult to be reached programmatically and engaged in research. In recent years, the number of nations which have banned the anonymous character of gamete donations has increased, including nations that once strongly supported such a position. This shift in national legislative policy worldwide has aided a growing recognition of the right to know one's origins in international law and gives a wider effect to this fundamental right. In Canada, while there has been discussion about the importance of the right to know one's biological origins, this right has not been universally guaranteed through legislation, either to adoptees or to the donor-conceived. Introducing The Next Class Of Bastard: An Assessment Of The Definitional Implications Of The Succession Law Reform Act For After-Born Children, Courtney Retter

After-born children are anachronistic aberrations. Defying any commonsense notion of procreation, an after-born child is conceived after the death of its parent. While a remarkable feat for reproductive medical science, posthumously conceived children push the boundaries of existing laws, creating problems previous generations of lawmakers did not need to consider. This article examines the challenges posed by after-born children in the area of intestate succession law. More specifically, using the province of Ontario as a case study, this article argues that the definitions of "child" and "issue" in the Succession Law Reform Act ["SLRA"] subject after-born children to …

Over the past decades, the Court has systematically denied constitutional protection to new groups, curtailed it for already covered groups, and limited Congress’s capacity to protect groups through civil rights legislation. The Court has repeatedly justified these limitations by adverting to pluralism anxiety. These cases signal the end of equality doctrine as we have known it. The end of traditional equality jurisprudence, however, should not be conflated with the end of protection for subordinated groups. The Court’s commitment to civil rights has not been pressed out, but rather over to collateral doctrines. Most notably, the Court has moved away from …

The long-anticipated decision in Bilski v. Kappos was supposed to end uncertainty regarding the patentability of process claims (or, at the least, business method claims). Instead, the opinion featured a series of anomalies: The Court emphasized strict construction of the Patent Act, but acknowledged three judgemade exceptions to patentability. It disapproved State Street, the Federal Circuit case that had upheld business method patents, but could muster only four votes for the proposition that business methods are in fact unpatentable. But even though the Court upheld business method patents, it invalidated all of Bilski's hedging claims. And while the Justices agreed …

This paper explores and defends Irish Travellers’ efforts to push the Republic of Ireland to recognize them as an ethnic minority group under law. Irish Travellers are a small indigenous minority group who have lived primarily in Ireland for centuries. They rank at the bottom of Irish society in rates of poverty, unemployment, life expectancy, infant mortality, health, education levels, political representation and access, and living conditions. In order to fathom the theoretical shape of the American national security constitutional system, and to appreciate how that system should be shaped in the future, it is vital to conceptualize the legal field of American national security law as the interaction of four constitutive dimensions. Initially the factual context involves two overarching general concerns: first, the maintenance of the Nation’s strategic advantage over challengers, competitors, and threats to America’s future; and second, the remarkable strategic responsibility of presidents of the United States to deftly shift from one serious, potentially catastrophic, crisis to the next. This study examined the gene transfer efficiency and toxicity of 2-kDa polyethylenimine conjugated to gold nanoparticles (PEI2-GNP) in the human cornea in vitro and rabbit cornea in vivo. PEI2-GNP with nitrogen-to-phosphorus (N/P) ratios of up to 180 exhibited significant transgene delivery in the human cornea without altering the viability or phenotype of these cells. Similarly, PEI2-GNP applied to corneal tissues collected after 12 h, 72 h, or 7 days exhibited appreciable gold uptake throughout the rabbit stroma with gradual clearance of GNP over time. Transmission electron microscopy detected GNP in the keratocytes and the extracellular matrix of the rabbit corneas. …

Lakes within fluvial networks may affect dissolved organic matter (DOM) dynamics in streams by dampening spring DOM snowmelt flushing responses and/or by increasing summer DOM production. We assessed the temporal variability of dissolved organic carbon (DOC) concentration and DOM characteristics (specific ultraviolet absorbance (SUVA254); DOC:dissolved organic nitrogen (DOC:DON)), as well as DOC export in seven paired lake inflows and outflows in the Sawtooth Mountain lake district, Idaho. We hypothesized that lakes would decrease stream DOM temporal variability and increase DOM export as a result of autotrophic production. Health literacy is a major issue in American health. Health literacy pertains to how patients obtain, understand, and use health information, as well as how medical professionals communicate medical information to their patients and the public. The economic costs of health literacy are conservatively estimated at over $70 billion annually in the United States. With recent alterations to the JCAHO standards, as well as pressure from new medical reimbursement legislation, the economics of health communication are only increasing in importance.
