The City of San Joaquin 2040 Community Plan was prepared by a group of 15 Graduate Students and one professor in the City and Regional Planning Department at California Polytechnic State University, San Luis Obispo, between September 2010 and March 2011. The Plan, which embodies seven months of research on the existing conditions and future direction for the City of San Joaquin, California, was completed as a component of the graduate degree requirements to obtain a Master of City and Regional Planning degree from the University. The plan represents a collaboration between the City and University.

The first step in managing large-scale (national) collaborations and networks is to consider and address how a group and a potential partnership may match up (Luther, 2005). To explore this concept and many other collaborative concepts, the National Integrated Drought Information System (NIDIS) hosted a workshop, “Building a Sustainable Network of Drought Communities,” which was facilitated by the National Drought Mitigation Center (NDMC) in Chicago, IL, June 8-9, 2011.

The EDAPTS (Efficient Deployment of Advanced Public Transportation Systems) system is designed to facilitate the public transportation system, making it even easier for San Luis Obispo residents and guests to use. We have upgraded the web component of the system adding a tool that makes it simple for non-programmers to add, edit, and delete routes. Furthermore, we have modified the front end web code to read from a central MySQL database containing all the route information created using the new, user-friendly tool.

Strictly Business: Teacher Perceptions Of Interaction In Virtual Schooling, Abigail Hawkins, Michael K. Barbour, Charles R. Graham

This study explored the nature of teacher-student interaction from the perspective of eight virtual school teachers in an asynchronous, self-paced, statewide, supplemental virtual high school. Teacher interviews revealed the majority of interactions were student-initiated and instructional in nature. The main procedural interactions focused on notifications sent to inactive students. Social interactions were minimal and viewed as having little pedagogical value. Institutional barriers such as class size and an absence of effective tracking mechanisms limited the amount and types of interaction teachers engaged in. Study implications and future research are discussed.

Broadening Extension's Capacity—Comparing Extension Agents' And Environmental Educators' Perceptions Of Needs And Barriers, Dave Smaldone, Deborah A. Boone, Steve Selin, Amanda See

Conservation and environmental education share similar goals with Extension and thus holds partnership potential for Extension. The study reported here compared the needs and barriers faced by environmental educators and Extension agents in West Virginia using a mail survey. Results indicated there were both similarities and differences in the needs and barriers of the two groups. It was also noted that EE groups and Extension agents were unaware of each other's programs and did not view each other as important sources of information. This represents an opportunity for the groups to network and connect in new ways.

The City of McFarland, CA is in the process of updating its General Plan and identified updating the land use element as the first step in this process. This land use element consists of a land use diagram, land use standards, and goals, policies, and programs. These components of the document are based upon community feedback as well as upon analysis of case studies and state and regional guidelines. The final plan accommodates for increased residential densities, a mixture of adjacent land uses, a greenbelt, and large areas of land adjacent to Highway 99 for commercial and industrial use.

To achieve the greenhouse gas (GHG) reduction targets that are required by California’s global warming legislation (AB32), the state of California has determined that recent growth trends in vehicle miles traveled (VMT) must be curtailed. In recognition of this, Senate Bill 375 (SB375) requires regional governments to develop land use and transportation plans or Sustainable Community Strategies (SCSs) that will achieve regional GHG targets largely though reduced VMT. Although the bill requires such a plan, it does not require local governments to adopt general plans that conform to this plan. In California, it is local, not regional, governments that have …

Niche agricultural products are growing in economic importance. This growth is driven mainly by the increased demand for more healthy, nutritious, fresh and locally grown food products. Two of these Millennium Development Goals (MDG’s) are directly related to maternal, neonatal and child health. Reading Levels Of Rural And Urban Third Graders Lag Behind Their Suburban Peers, Suzanne E. Graham, Christine Teague

This brief examines the complex interplay of family, school, and place factors in the reading achievement levels of third grade students. Third grade reading achievement is critical to later academic and occupational success. Using data from the Early Childhood Longitudinal Study, the authors report that suburban children realize greater gains in reading achievement from kindergarten to Grade 3 than their rural or urban counterparts. Rural students who were struggling readers at the beginning of kindergarten have lower average reading achievement in third grade than both urban and suburban students when children of the same socioeconomic status are compared. How does history, culture, economics, and existing infrastructure feed these corridors? And what happens when this artery is blocked by development?

Household Reports Of Energy Assistance Receipt Increased 48 Percent During Recession: Proposed Cuts Threaten Vulnerable Families, Jessica A. Bean

This brief examines heating assistance usage and the implications of President Obama's 2012 budget proposal to cut $2.5 billion from the $5.1 billion energy assistance fund for low-income families at a time when families are struggling with higher energy costs amid a difficult economy. The federal Low-Income Home Energy Assistance Program (LIHEAP) assists vulnerable families in paying their home heating and cooling bills. Nationwide, from the winter of 2006/2007 to the winter of 2009/2010, there was a 48 percent increase in households receiving energy assistance. This paper responds to the call for culturally relevant intervention research by introducing a methodology for identifying community norms and resources in order to more effectively implement sustainable interventions strategies. Results of an analysis of community norms, specifically attitudes toward gender equity, are presented from an HIV/STI research and intervention project in a low income community in Mumbai, India (2008–2012). Community gender norms were explored because of their relevance to sexual risk in settings characterized by high levels of gender inequity.
