Foundation For Evaluating Injured Firefighters Returning To Work, Deanna Stover
Loma Linda University Electronic Theses, Dissertations & Projects
The purpose of this study was to establish a foundation for developing an evidence-based assessment guideline to be used by nursing and medical personnel when evaluating a firefighter's ability to return to work after a lower extremity injury. Two on-line survey instruments were used to record the opinions and beliefs of healthcare providers and firefighters. The final samples included 63 California healthcare providers (with and without professional work experience with firefighters) and 312 California firefighters. Most of the healthcare providers with professional work experience with firefighters use the National Fire Protection Association (NFPA) 1582 Standard on Comprehensive Occupational Medical Program …

Adaptation, Legal Resiliency, And The U.S. Army Corps Of Engineers: Managing Water Supply In A Climate-Altered World, Victor B. Flatt, Jeremy M. Tarr
Law of the Rio Chama
There are existing legal systems that embody planned resiliency. One of these is the "multiple-use" paradigm, which instructs resource managers to manage resources to maximize their multiple uses. Despite this built-in resiliency into practice.
One of these agencies, the United States Army Corps of Engineers, is charged with managing water storage throughout much of the United States for multiple purposes, including human needs, agriculture, transportation, recreation, electricity generation, habitat, and the environment. This Article examines the Corps' history in managing this water storage and shows that the Corps is currently ill equipped to administer its requirements with resilience. Given the …

Direct-To-Consumer Advertising Of Pharmaceuticals On Television: A Charter Challenge, Elvina C. Chow
Direct-To-Consumer Advertising Of Pharmaceuticals On Television: A Charter Challenge, Elvina C. Chow
Canadian Journal of Law and Technology
The Supreme Court of Canada has consistently wrestled with the conflict between legislation designed to protect consumers’ health and the constitutional guarantee of the fundamental freedom of expression. This paper investigates the justification for the current regulatory framework for pharmaceutical advertising on television. Aware that the provisions in the FDA are able to withstand Charter of Rights and Freedoms (Charter) scrutiny, several possible policy initiations are nevertheless proposed.
The paper is divided into five separate sections. Having first introduced DTCA of pharmaceuticals on television in Section I, I will now turn to a more comprehensive examination of DTCA in Canada …
Need For Methamphetamine Programming In Extension Education, Amy R. Beaudreault, Larry E. Miller
Need For Methamphetamine Programming In Extension Education, Amy R. Beaudreault, Larry E. Miller
Journal of Extension
The study reported sought to identify the prevention education needs involving methamphetamine through survey methodology. The study focused on a random sample of U.S. states and the Extension Directors within each state, resulting in a 70% response rate (n = 134). Findings revealed that 11% reported they had received methamphetamine user prevention training and 23% had received safety training. Overall, perceived knowledge is low regarding methamphetamine production signs, use, state and federal laws, prevention resources, and identification of methamphetamine education resources. Yet perceived importance of the same topics is high, supporting the need for increased methamphetamine programming.

The Origins Of Back-End Sentencing In California: A Dispatch From The Archives, Sara Mayeux
The Origins Of Back-End Sentencing In California: A Dispatch From The Archives, Sara Mayeux
Vanderbilt Law School Faculty Publications
In recent years, policy analysts have generated a small body of literature about the practice of "back-end sentencing," observing that California uses parole revocation in lieu of criminal prosecution for a surprisingly high number of cases, including many that would otherwise be considered serious crimes. Some of these offenders may be getting away with far shorter sentences than if their conduct were prosecuted criminally. Surely others are being railroaded into serving time for charges of which they could never be convicted beyond a reasonable doubt. And many are being cycled in and out of prison on fairly minor violations for …

Off-Grid Public Lighting System – Design And Characterization Of An Led Luminaire, Quanghuy Le
Off-Grid Public Lighting System – Design And Characterization Of An Led Luminaire, Quanghuy Le
Master's Theses
The technological advances made in the photovoltaic industry have led to a vast exploration of self-sustaining systems. As the consumer demand for electricity rises from increasing population and development of existing technologies, new practices in system designs are required to relieve the impact on the electrical grid.
This thesis delves into a developing concept of using photovoltaic modules for roadway lighting, with emphasis on establishing the fundamental design for a “spot-lighting” luminaire. By effectively extinguishing various sections of the luminaire in the absence of pedestrian trafficking, the proposed design and implementation will minimize the prolonged costs, as well as the …

Irish Hills Natural Reserve Conservation Plan Update, Bijan N. Riley
Master's Theses
The Irish Hills Natural Reserve Conservation Plan is a unique component of the City
of San Luis Obispo’s green belt that provides a number of hiking and mountain biking
trails within a short distance from the downtown core as well as ensures that valuable
habitat be preserved into the future. As the subject of my thesis project, IHNR presented the opportunity to pursue an aspect of city planning that can often be over-looked and, conservation planning. Conservation planning is an important element of the planning profession in that it incorporates such elements into the future growth of cities. With proper …

City Of Mcfarland Land Use Element Update, Jeffrey James Ballantine
Master's Theses
The City of McFarland, CA is in the process of updating its General Plan and identified updating the land use element as the first step in this process. This land use element consists of a land use diagram, land use standards, and goals, policies, and programs. These components of the document are based upon community feedback as well as upon analysis of case studies and state and regional guidelines. The final plan accommodates for increased residential densities, a mixture of adjacent land uses, a greenbelt, and large areas of land adjacent to Highway 99 for commercial and industrial use.

Location-Based Services And Privacy, Teresa Scassa, Anca Sattler
Canadian Journal of Law and Technology
In this paper we begin by describing location-based services, their evolution and their future directions. We then outline privacy issues raised by such services. In Part III we consider how current Canadian data protection laws apply to location-based services, and indicate where such laws fall short of addressing the full range of issues raised by location-based services. Part IV of the paper explores some technological methods to address the privacy challenges raised by location-based services. The paper concludes with a series of recommendations.

In July 2008, the State of Oregon implemented SB 1080, legislation that required all applicants for an Oregon Driver License or ID card to present proof of legal presence in the United States. In 2007, some 140,000 unauthorized immigrants were estimated to be living in Oregon, more than two-thirds of whom were estimated to be members of the labor force. Approximately 97% of Oregon’s unauthorized immigrants are thought to be Latino, nearly all of Mexican origin. This report includes a discussion of the social science findings on the situation of undocumented workers in the U.S and what is known about …

Optimizing High Volume Traffic Surges Using Discrete Event Simulation, Claire L. Johnson
Optimizing High Volume Traffic Surges Using Discrete Event Simulation, Claire L. Johnson
Doctoral Dissertations and Master's Theses
The purpose of this applied research study is to determine the fidelity of a discrete event simulation tool called the Evacuation Simulation Prediction Tool (ESP) in predicting transit times during a high volume surge in traffic flow. The ESP tool was developed for the purpose of predicting and optimizing large-scale evacuations of counties or regions as an aide in emergency and disaster preparedness planning. The goal of the ESP model is to ascertain the balance of traffic flow capacity by managing the human factor events that impinge upon orderly highway travel without immobilizing the travel route. The objective of this …

A "Melancholy Experience:" William C. C. Claiborne And The Louisiana Militia, 1811-1815, Michael J. Edwards
LSU New Orleans Theses and Dissertations
William C. C. Claiborne found himself a stranger in a strange land. Almost more a colonial governor of a European power rather than an American statesman, Claiborne grappled with maintaining a militia force for the Territory of Orleans, now the present day state of Louisiana. He built upon the volunteer companies he found within the city of New Orleans, but had little success molding the entire militia into an effective, efficient military force. Claiborne, hoping to use the fear generated by the January 1811 slave revolt to spur militia reform, maintained an active correspondence with the state's legislators, the area's …
