Pakistan’S Economy Post-Flood, Ishrat Husain Dr. Jan 2011

Pakistan’S Economy Post-Flood, Ishrat Husain Dr.

Faculty Research - Newspaper and Magazine Articles

Pakistan had been suffering from three serious external shocks before the recent devastation to human lives, property, infrastructure and social services by the floods struck the country in August-September 2010. Pakistan was engaged in fighting the militants and terrorists since the U.S. initiated the war in Afghanistan in 2001. Forty three billion dollars of losses have been incurred so far in the fight against terror and the country has been virtually shut out as a destination for investment, capital flows, tourism and trade. Thirty thousand civilians and six thousand Army, Para-military and Police officials have lost their lives. The Second …

Accountability And Political Tolerance: "Sober Second-Thought" Or Knee-Jerk?, Erika D. Price Jan 2011

Accountability And Political Tolerance: "Sober Second-Thought" Or Knee-Jerk?, Erika D. Price

Master's Theses

This thesis explores the cognitive underpinnings of political tolerance. Past research suggests that political elites are more tolerant than the general population, regardless of political orientation. Survey results suggest that political expertise, interest, and attention to politics foster increased political tolerance, regardless of ideology, party, or the extent to which tolerance is carefully considered by the respondent.

Wireless connectivity is becoming an integral part of our society. A new paradigm for aeronautical data services is beginning to take shape. The advances in signal processing, rapid prototyping, an insatiable consumer demand for Internet services, increase in aircraft traffic, aircraft safety, etc., are driving the demand for high speed data services. Programs led by the National Aeronautics and Space Administration (NASA), the Federal Aviation Administration (FAA), EUROCONTROL and Networking the Sky for Civil Aeronautical Communications (NEWSKY) are all looking into aeronautical platforms as part of their Aeronautical Data Network (ADN). The desire is to provide low delay, cost effective …

Mental Health Courts Effectiveness In Reducing Recidivism And Improving Clinical Outcomes: A Meta-Analysis, Brittany Cross

USF Tampa Graduate Theses and Dissertations

Mental health courts have recently emerged with goals to reduce recidivism and improve clinical outcomes for people with serious mental illness in the criminal justice system. The present study is a review of mental health court literature assessing their effectiveness in reducing recidivism and improving clinical outcomes for participants using meta-analytic techniques. A total of 20 studies that included sufficient information to compute the standardized mean difference effect size, focused on adult populations, and were within the United States were included in the analysis. Only experimental and quasi-experimental research designs were obtained. Using Cohen’s d (1988) guidelines, mental health courts …

Is Ze An American Or A Foreigner? Male Or Female? Ze's Trapped!, Annette De La Torre Jan 2011

Is Ze An American Or A Foreigner? Male Or Female? Ze's Trapped!, Annette De La Torre

Cardozo Journal of Equal Rights & Social Justice

The note argues that the legal and medical frameworks governing the treatment of transgender and transsexual immigrant detainees in U.S. Immigration and Customs Enforcement (ICE) facilities are inadequate, leading to violations of their Eighth Amendment rights. It contends that the legal system's reliance on narrow medical definitions and outdated gender roles fails to protect these detainees from unsafe and inhumane conditions. The analysis emphasizes the need for comprehensive reforms to address housing, medical care, and staff training to ensure dignity and safety for transgender detainees.

American Prison Culture In An International Context: An Examination Of Prisons In America, The Netherlands, And Israel, Lucian E. Dervan

Law Faculty Scholarship

In 2004, British authorities arrested Abu Hamza al-Masri, an Egyptian born cleric sought by the United States for his involvement in instigating terrorist attacks. As authorities prepared to extradite him in July 2010, the European Court of Human Rights issued a stay. According to the court, al-Masri’s claims that maximum-security prisons in the United States violate European human rights laws prohibiting torture and degrading treatment warranted further examination. Regardless of the eventual resolution of the al-Masri case, the European Court of Human Rights’ inability to summarily dismiss these assertions demonstrates something quite troubling. At a minimum, the court’s actions indicate …

Leveraging Social Networks In Direct Services: Are Foundations Doing All They Can?, Katya Fels Smyth Jan 2011

Leveraging Social Networks In Direct Services: Are Foundations Doing All They Can?, Katya Fels Smyth

The Foundation Review

· Social networks are critical to physical and mental health, and they shape how people see themselves and their possible futures.

· Social networks represent an under-leveraged resource in social services’ efforts to alleviate poverty and other social challenges.

· Foundations may be unintentionally creating barriers to practice that leverages social networks by incentivizing individually-focused, highly specific services delivered in standardized, replicable ways.

· “Network-oriented” practice can help craft a new way forward that threads the needle between everything-is-different-for-everyone and everything- is-the-same-for-everyone.

· By focusing funding on efforts that build and support social networks, foundations can deepen and sustain the …

From Oglethorpe To The Overthrow Of The Confederacy: Habeas Corpus In Georgia, 1733-1865, Donald E. Wilkes Jr.

Georgia Law Review

This Article provides, for the first time, a comprehensive
account of the writ of habeas corpus in Georgia not

primarily focused on use of the writ as a post conviction
remedy. The Article covers the 132-year period stretching
from 1733, when the Georgia colony was established, to
1865, when the American Civil War came to a close. Part
II of this Article, which examines the writ of habeas corpus
in colonial Georgia, begins by briefly summarizing the
history and development of the writ in England, and then
analyzes the reception and availability in the colony of the
common law writ …

Turning The Corner On Mass Incarceration?, David Cole Jan 2011

Turning The Corner On Mass Incarceration?, David Cole

Georgetown Law Faculty Publications and Other Works

For the first time in forty years, the national incarceration rate is flattening out, even falling in state prisons. For the first time in three decades, the number of adults under any kind of correctional supervision—in prison or jail or on probation or parole—fell in 2009. At the same time, legal reforms that might have seemed impossible in prior years have increasingly been adopted, reducing penalties for certain crimes, eliminating mandatory sentencing for others, and increasing expenditures for reintegration of prisoners into society. And racial disparities, a persistent and deep-rooted problem in the American criminal justice system, after rising for …

Advances In Fiber Reinforced Polymer Repair Incorporating Cathodic Protection, Julio Ivan Aguilar Jan 2011

Advances In Fiber Reinforced Polymer Repair Incorporating Cathodic Protection, Julio Ivan Aguilar

USF Tampa Graduate Theses and Dissertations

This dissertation presents findings from two disparate research projects relating to the cathodic protection (CP) of piles supporting bridge elements. The first was a proof of concept study for developing a new hybrid pile repair system incorporating embedded sacrificial zinc anodes within a fiber reinforced polymer (FRP) wrap. The second was to develop and remotely monitor the performance of magnesium anodes protecting steel Hpiles supporting two bridges in Florida.

The hybrid FRP-CP system involved a proof-of-concept laboratory study to refine pressure / vacuum bagging systems for pile repair and to quantify the improvement in the FRP concrete bond. Two different …

Framing 10/12 And 3/11 In American And European News, Andrea Lypka Jan 2011

Framing 10/12 And 3/11 In American And European News, Andrea Lypka

USF Tampa Graduate Theses and Dissertations

This media analysis of the incidents in Bali in 2002 (10/12) and Madrid in 2004 (3/11) reveals the black and white portrayal of these attacks in western news through the localization of international terrorism occurrences, pro-government perspective, and internalization of U.S. policies. The Old Europe and New Europe debate further fractures the European press. Such rhetoric perpetuates the "us versus them" schism by contrasting the goals of the alleged perpetrators with the western values of democracy and freedom. Governmental sources remain central news sources during these crises. In addition, 9/11, war on terrorism, and fear from further attacks dominate news …
