The purpose of this phenomenological study was to describe and understand how parolees experience participating in the community college element of a reentry program. This program was located in a Midwestern county and the parolees who chose to participate in the higher education aspect of this reentry program were a small subset of those who participated in the overall reentry program. Buck V. Bell: A Constitutional Tragedy From A Lost World, Victoria Nourse

Some constitutional tragedies are well known: Plessy v. Ferguson and Korematsu v. United States are taught to every first-year law student. Buck v. Bell is not. Decided in 1927 by the Taft Court, the case is known for its shocking remedy--sterilization--and Justice Holmes's dramatic rhetoric: "Three generations of imbeciles are enough." A mere five paragraphs long, Buck v. Bell could represent the highest ratio of injustice per word ever signed on to by eight Supreme Court Justices, progressive and conservative alike.

There are approximately 4,000 instances per year where state property located along Indiana Department of Transportation (INDOT) maintained right-of-way needs to be replaced or repaired due to motor vehicle crashes. INDOT incurs significant financial losses to repair state property damage that is not recovered from the responsible driver because responsible parties can not be identified and invoices do not reflect the fully-loaded cost of the repair. This study’s objective is to identify enhanced management procedures to decrease the financial burden of the state by identifying best practices supporting the following four goals: 1) increasing the percent of invoices collected, 2) …

While there seems to be a consensus that political parties remain the sine qua non of western democracies, the question of under which conditions political parties could be dissolved has also been gaining significance in European human rights law since the 1990s. An overall assessment of the cases decided by the European Court of Human Rights ("ECtHR") and domestic courts of the member of the Council of Europe suggests there are three categories of political parties faced with the prospect of dissolution. Policing is a profession linked to ideals of integrity and honor. In spite of this, the profession has not been immune to corruption within its ranks. Most research in policing has concentrated on police corruption rather than police integrity. Research studies have examined the issue of corruption but they have encountered a multitude of measurement issues, making the direct study of corruption difficult.

This thesis sought to measure “Confucianism” in China, Japan, and South Korea. To this end, a thorough investigation of possible methods to measure Confucianism and exactly what “Confucianism” means was conducted. AsiaBarometer’s 2006 survey data was chosen as the basis of the quantitative portion of this study. Survey questions deemed good measures of Confucian values were compiled into four indexes. These indexes were used as dependent variables in four separate regressions, controlling for such demographic variables as age, sex, geographic location, income, etc. The regression results and their interpretation showed a picture of Confucianism considerably different than that discussed by …

Community Corrections Professionals' Views Of Sex Offenders, Sex Offender Registration And Community Notification And Residency Restrictions, Richard Tewksbury, Elizabeth E. Mustaine, Brian K. Payne

Sociology & Criminal Justice Faculty Publications

The article discusses a study which explained the views of corrections professionals on sex offender registration and community notification (SORN) policies. The researchers focused on the examination of attitudes of criminal justice officials who are charged with enforcing such policies by forty three-item survey questionnaire. They found that these professionals are moderately supportive of residency restrictions and believe that both with SORN are effective in preventing sex offenses.

An Examination Of Compressed Natural Gas For Use In Municipal Fleets: Would Cng Work For Lexington, Ky?, Robert Kahne

Compressed Natural Gas (CNG) is an alternative fuel source which could replace diesel as a fuel for municipal fleets. This paper seeks to examine the viability of CNG and its potential to power Lexington-Fayette Urban County Government’s fleet of waste removal trucks. This paper takes into account financial and environmental factors in determining CNG’s potential, but gives priority to financial considerations. The results of this analysis are mixed—under some future scenarios, compressed natural gas would be a favorable option for the fleet, but given other future scenarios, CNG would not be viable. The National Oral Health Surveillance System (NOHSS) is the result of a collaborative effort between the Centers for Disease Control and Prevention and the Association of State and Territorial Dental Directors which is designed to monitor aspects of oral health and disease on both a national and state level. Today, death penalty opponents mostly claim life without parole (LWOP) as their genuinely popular substitute punishment for the worst of the worst. These abolitionists embrace LWOP as cheaper, equally just, and equally effective - a punishment that eliminates the state’s exercise of an inhumane power to kill helpless human beings who pose no immediate threat. Furthermore, they insist, LWOP allows the criminal justice system to reverse sentencing mistakes. Some even characterize it as a punishment worse than death.
