The Rehabilitation Engineering Research Centre for Wireless Technologies (Wireless RERC) Wireless Emergency Communications (WEC) project team developed prototype software for wireless devices based on regulatory requirements and conducted a series of field tests to explore the effectiveness of receiving mobile emergency alerts. Incorporated into the process were surveys that assessed how people with disabilities and emergency management used various forms of media to send and receive emergency communications. Presented are the WEC R&D findings to enhance accessibility of the Emergency Alert System (EAS), Commercial Mobile Alert System (CMAS); and explore access to popular mainstream communication modes (mobile social media).

A Lesser-Known Immigration Crisis: Federal Immigration Law In The Commonwealth Of The Northern Mariana Islands, Robert J. Misulich

After voluntarily entering into a political union with the United States, the Commonwealth of the Northern Mariana Islands (“CNMI”) administered its own immigration system and allowed thousands of guest workers to enter and remain indefinitely. Guest workers contributed to the exponential growth of the CNMI economy during the 1980s and 1990s. However, labor and human rights abuses under this system led to public outrage in the mainland United States, prompting numerous attempts to bring the CNMI within the jurisdiction of federal immigration law. Federalization occurred after Congress passed the Consolidated Natural Resources Act of 2008 (“CNRA”). Although well intentioned, the …

The article examines the challenges faced by the United States and the United Kingdom in identifying and preventing homegrown terrorism, despite their advanced surveillance tools and legal frameworks. It highlights the limitations of current surveillance laws, such as the gap in U.S. Title III law, and the need for a more preventive approach to counterterrorism. In recent years Mexico has been confronted with accelerating levels of violence related to drug trafficking organizations and counter-drug efforts. This paper examines the consequences of Mexico’s current drug trafficking situation on the country’s fledging democracy. In particular, the impact of the drug war on Mexico’s democratic consolidation is evaluated through civil-military relations, the judicial system, and the press. Conclusions about the prospects for Mexico’s nascent democracy are then examined.

Take Me Out Of The Ball Game: The Efficacy Of Public Subsidies In The Success Of Professional Sports Stadiums, Jonah Chodosh

This paper weights the relative advantages of multiple factors that lead to the success of professional sports stadiums in major markets, though a discussion of the arguments for and against public subsidies towards these projects. Using a logit statistical model, the paper determines that the two factors determining the highest likelihood of venue success include multiple tenants and access to mass transit. The analysis demonstrates that public subsidies towards stadiums don’t generate sufficient economic returns, and that successful stadiums can be created without using taxpayer funds.

The growing popularity of North American professional sports over the last twenty years directly coincides with the recent trend of urban communities using tax dollars to publically subsidize professional football, baseball, and basketball stadiums. Consolidated Public Safety Dispatch Centers: Us Case Studies, Daila Shimek, Scott Winograd, Kimberly Renee Vining

This report includes case studies of consolidated dispatch centers in the United States. Each case study includes descriptions of the governing and operating structure, consolidation process, funding and fee structure, and the successes, challenges and lessons learned by each entity. The results suggest that, although the experiences among consolidated dispatch centers varied, the elements that should contribute to a successful transition are strong leadership, communication with affected employees, ability to compromise, consistency in treatment of employees, development of standard operating procedures, stakeholder inclusion, and beginning consolidation with a clear plan that treats all participants as equal partners.

This report describes the outcome of case study research of consolidated dispatch centers in the state of Ohio. Each case study includes descriptions of the governing and operating structure, consolidation process, funding and fee structure, and the successes, challenges, and lessons learned by each entity. Emergency medical personnel (firefighters and ambulance personnel) have higher levels of lifetime PTSD symptoms than the general population. Historically this has been attributed to the number of exposures to traumatic incidents, called the dose effect, but recent literature has suggested that there is a complex web of variables that affect an individual's experience of trauma. Through an interpretive review of the literature this dissertation takes the concepts supported by empirical research and organizes them into an integrated theoretical structure. This Article focuses on the debate concerning state constitutional expansion of criminal-procedure protections. It examines two such rights: (1) the protection against unreasonable searches and seizures; and (2) the right to the assistance of counsel in defending a criminal case. Each of these rights is embodied in both the federal and most, if not all, state constitutions. Each right is thus doubly applicable to the states, first, through the federal version by virtue of its incorporation into the Fourteenth Amendment’s due process protection and, second, through the state constitution’s version of the cognate right. The reliability of LIDAR (Light Detection and Ranging) is generally questioned for one of two reasons. First, when the speeding charge is of such great importance to the defendant that he must challenge the technology. Second, when the defendant is charged with a different and more serious crime because of the traffic stop. In this instance the reliability of the equipment provides the opportunity to question the stops’ underlying probable cause. The United States Supreme Court in 2010 declined to set right what many view as an old and egregious constitutional wrong. The Privileges or Immunities Clause of the Fourteenth Amendment, eviscerated by the Court in The Slaughterhouse Cases, was left in its hollowed out condition. The Court in McDonald v. City of Chicago rejected arguments to use the clause as the textual anchor for the right to bear arms vis-à-vis state and local governments. Although it is virtually undisputed that children have some Fourth Amendment rights independent of their parents, it is equally clear that youth generally receive less constitutional protection than adults. In a search for continuity and coherence in Fourth Amendment jurisprudence involving minors, Professor Henning identifies three guiding principles—context, parental authority, and the minor’s capacity—that weave together children’s rights cases. She argues that parental authority too often prevails over children’s rights, even when context and demonstrated capacity would support affirmation of those rights. Although most American lawyers and legal scholars are primarily familiar with habeas corpus in the context of federal review of state convictions, habeas petitions have been used to challenge detention by the executive branch in a variety of non-criminal contexts, such as immigration or national security. In this Article, we offer a two-part justification of a robust habeas procedure in non-criminal contexts. First, building upon insights drawn from contract theory, we argue that habeas corpus review has an information-forcing function. The overall objective of this study is to provide policy makers with information on the role of new firm formation in the economic development in the Northeast region of the United States. This study identifies and estimates the impacts of new firm formation in the economic development of the Northeast region. The empirical model of this study is derived from the three-equation simultaneous model of Deller et al. (2001). In this study, Three-Stage Least Squares (3SLS) method is used to estimate the simultaneous equations model.
