A continual debate surrounds the effectiveness of agile software development practices. Some organizations adopt agile practices to become more competitive, improve processes, and reduce costs. Other organizations are skeptical about whether agile development is beneficial. Large organizations face an additional challenge in integrating agile practices with existing standards and business processes. To examine the effects of agile development practices in large organizations, we review and integrate scientific literature and theory on agile software development. We further organize our theory and observations into a framework with guidelines for large organizations considering agile methodologies. Based on this framework, we present recommendations that …

Mironi examines the dispute between the Israel Medical Association and the Israeli government. Drawing upon in-depth interviews with the arbitrators and the parties' representatives and counsels, as well as upon the extensive litigation and transcripts of the arbitration proceedings and award, the process-oriented aspects of the arbitration are emphasized. The disputes between the IMA and the government have never been only about money, but also have been about voice, the future status of public healthcare, and the doctors' professional quality of life.

This paper represents a narrative of the process of department-level reform through the eyes of the initiating agent of change. Over the course of reform, our program has grown by 40%, primarily through retaining students. We exhibit a 10% net important rate of engineering students in the first two years of the curriculum relative to the college’s 5% mean export rate. Student freshmen SAT scores also indicate that we are attracting students with more balanced learning interests. The Perceptions Of Teachers In Rural Title 1 Middle Schools Concerning The Experiences That Negatively Influence Job Satisfaction, Michael Stephen Slaven

A qualitative phenomenological research design was chosen to examine the perceptions of teachers concerning experiences that negatively influence teachers' job satisfaction in rural Title I schools in Georgia. Twelve middle school teachers from three Georgia school districts were interviewed. Pilot interviews and follow-up interviews were also held. Interview data was coded, codes were examined for redundancy and codes were collapsed into broad themes. Major themes related to teacher dissatisfaction included negative relationships with administrators and problems with student behavior. Major themes related to teacher satisfaction included positive relationships with colleagues, working with students, and a sense of efficacy. Problems with …

A Meta-Analysis Of The Antecedents Of Voluntary Turnover In Studies Involving Active Duty Military Member Populations, Christy A. R. Licklider

Studies have explored the antecedents to turnover in the military; however, results vary. This research used a meta-analytic method to evaluate reported correlations between antecedents of turnover intent and turnover in an effort to understand the true relationship between them and offer insight to leaders as to where they can affect turnover within their organizations. Included studies reported a military sample and were published between 1973 and 2009. The meta-analysis revealed no correlation between OPTEMPO and turnover intent. Not enough studies were included to evaluate the relationship between OPTEMPO and turnover. Varying definitions and measurements of OPTEMPO raised concern. Additional …

This participatory action research project explores the leadership of a female African American high school principal in an urban district who applies the principles in Jim Collins' Good to Great (2001, 2005) to improve academic performance in a ninth grade academy. Participatory Action Research (PAR) is defined as planning, acting, observing, reflecting, and repeating each cycle in a spiral of self-reflective cycles. The purposes of this action research study was to assess an urban university's graduate Early Childhood Special Education dual certification program and find ways to improve the program in order to facilitate growth and success for all of the students. Government designation of Arabic as a “strategic language” following WWII transformed Arabic language instruction in U.S. institutions of higher education. Funding from the government created a shift away from teaching students to read and translate classical Arabic for academic purposes and toward teaching modern varieties of the language for communication.  I employ a three-pronged institutional analysis that takes into account the role of government, the role of professional associations, and the role of individual instructors in the redefinition of norms governing Arabic language instruction during the past seventy years. Surveys are used extensively by researchers and practitioners in organizations to measure employee attitudes and assess organizational health. Survey items can reflect a wide range of topics including employee attitudes, perceptions of management, and organizational culture. Surprisingly, the issue of whether employee focused items produce more positive employee responses (vis-a`-vis manager or organization focused items) has received little attention. Specifically, there may be self-serving biases in organizational survey responses that may lead to inaccurate diagnosing of organizational problems. The main purpose of this theoretical paper is to delineate the nature, value and accountability of sustaining governance integrity capacity as an intangible strategic asset by public administrators in China and the United States. This study frames professional accountability of cross-cultural public administration in terms of strategic competencies in sustaining four dimensions of governance integrity capacity (process, judgment, development and system). This essay examines how the EEOC Compliance Chart obscures and so perpetuates gender inequalities for today’s institutions. The paper explores second and third wave feminist national and global organizing strategies to contemplate best practices for change. Propositions on dynamic capabilities and organizational politics are developed from management literature and are then evaluated using case analysis. The goal is to identify complementary aspects of these perspectives to change from an ancient example that can offer insights for management thought and practice today. Initially chronicled by Xenophon, roughly 10,000 Greek mercenaries spent over two years confronting demanding circumstances as they fought their way into and out of ancient Persia. The mercenaries' response to changing circumstances offers a unique case for integrating literature on responses to uncertainty that range between rational and haphazard explanations. This article reviews social psychological and organizational development literature on gender stereotypes and leadership style and effectiveness and explores its relevance for leadership in higher education. Implications of the dichotomous stereotypes of “friendly vs. competent” and “agentic vs. communal” frame a discussion of social psychological research on how stereotypes affect perceptions of leaders. Ways to overcome stereotypes and the application of feminist values to leadership strategies are also discussed.

A leadership crisis is pending at America’s community colleges. Presidents are serving shorter terms (Stanley & Betts, 2004) and retiring rapidly (Duree, Ebbers, Santos-Laanan, Curtis, & Ferlazzo, 2008). Weisman and Vaughan (2006) project that 84% of current community college leaders will retire by 2016. New chief executives need to be effective at implementing the goals set by the board of trustees in a timely manner. The purpose of this study was to evaluate the role the learning function plays in the pursuit of organizational excellence with the goal of identifying key factors, models and descriptions of successful workplace learning practices. A total of six Malcolm Baldrige National Quality Award Recipients, one from each Baldrige sector participated in this study. Data was collected through in depth, semi-structured, face-to-face interviews with the person responsible for workplace learning or their representative in each organization. This research explores the role of communication in the privatization process. It presents a case study of Intesa Sanpaolo Bank's acquisition of the Egyptian Bank of Alexandria. The challenges faced included labor retrenchment and job losses, benefit losses, and nationalization fears. The main sources for gathering the information were interviews with the managers and a survey instrument. As firms and organizations increasingly operate and conduct R&D in emerging economies, “transnational patenting” – patenting of the same invention across more than one country – is becoming the cornerstone of their intellectual property strategy. Drawing on works from signaling theory and intellectual property strategy, I examine the dynamics and impact of transnational patenting on technological knowledge formation across distinct intellectual property right (IPR) institutions. Using a novel dataset of 4226 China-US patent dyads covering 1104 firms and organizations, I find patent grant to technological invention under a weak IPR institution such as China significantly increases (by up to 108%) …

Although considerable data has been gathered documenting impact of local EFNEP programs on enrolled participants, little documentation exists concerning the effect of EFNEP on paraprofessionals conducting these programs. The qualitative study reported here identifies types of psychosocial change in paraprofessionals resulting from EFNEP training and work experience. Identified areas of change include skill development, community status, relationships with family/community, ways of viewing others, increased caring for others, and increased self-esteem. Factors contributing to change include paraprofessionals' indigenous status, personal identification with work, training, support, and work experiences. These findings have implications for the hiring, training, and support of paraprofessionals.

The purpose of the study investigated a shift in professional development program delivery that incorporated adult learning theory and PLCs. The study included opportunities for collaboration, self-reflection, and empowerment of teachers, intended to improve attitudes and increase classroom quality. The research questions tested these outcomes along with the impact of the researcher's leadership. The participants were a sample of preschool teachers in a large urban school district.
