The catastrophic dimensions of humanitarian emergencies are increasingly understood and more visible to states and international institutions. There is greater appreciation for the social, economic and political effects that follow in the short to long term from such catastrophes whatsoever their causes. Rhetorically too, there is some recognition of the gendered dimensions of humanitarian emergencies in policy and institutional contexts. It is generally acknowledged that women are more visible in the refugee and internally displaced communities that typically result from many humanitarian crises. Women, because of their acute care responsibilities in most societies, also disproportionately bear the brunt of familial …

Rhetorical Analysis Of Public Policy Rhetoric: Child Nutrition Reauthorization Act Of 2004 And 2010, Julie Ann Stella

In this research, I employed content analysis using the constant comparative method to examine and comment on the rhetoric of public policy and its audiences of specialists and generalists in the context of participative government. I examined the specific case of the Child Nutrition Reauthorization Act (CNR) by comparing technical report texts from 2004 and 2010 to reveal and contrast their specialist and generalist features. Unique attributes of the rhetoric of public policy are discussed, particularly authorship and recursion. I organized the research findings into physical features, affective features, and cognitive features according to Carliner's framework of information design (2000). …

State Attorneys General's Use Of Concurrent Public Enforcement Authority In Federal Consumer Protection Laws, Amy Widman, Prentiss Cox
Articles
Recent scholarly and legislative interest in state enforcement of federal law has led to the need for an empirical understanding of how and when these enforcement powers are used. This article reports on an examination of the use by state attorneys general of sixteen federal consumer protection laws that expressly allow for state enforcement. The data are sorted and analyzed by both single state actions and multistate actions over time, and by the involvement of federal agencies in the state cases. The data reveal a measured use of such powers by state attorneys general and robust state and federal cooperation …

Skeletal populations from several Maya sites during the Late and Terminal Classic periods exhibit pathologies indicative of poor health and malnutrition, while populations from other sites appear comparatively healthy. Chac Balam and San Juan from Ambergris Caye in Belize are examples of flourishing sites with skeletal populations that possess few indicators of nutritional stress. Analysis of stable carbon and nitrogen isotopes on bone collagen and carbon isotopes on bone apatite from 30 individuals was conducted to elucidate dietary intake of the populations from Chac Balam and San Juan. Background. Alterations in expression of hepatic genes that could contribute to resistance to dietary cholesterol were investigated in Sprague-Dawley rats, which are known to be resistant to the serum cholesterol raising action of dietary cholesterol. Methods. Microarray analysis was used to provide a comprehensive analysis of changes in hepatic gene expression in rats in response to dietary cholesterol. Changes were confirmed by RT-PCR analysis. Western blotting was employed to measure changes in hepatic cholesterol 7α hydroxylase protein. Results. Of the 28,000 genes examined using the Affymetrix rat microarray, relatively few were significantly altered. As expected, decreases …

My purpose in this paper is to critically review various theoretical perspectives contained in the literature to come up with implications for a comprehensive model that captures the intersectionality of race, gender and class in the International System with special emphasis on gender. My theoretical model links the U.S. gender ‘project’ post World War II: the construction of the post war ‘nuclear family’ and the reinvention of women’s ‘sacred domestic sphere’ to the maintenance of gender oppression globally by the U.S. in a world dominated by it. The purpose of this study was to identify the successful tax levy votes for capital project referendums in Ohio over the past 17 elections and correlate those with the socio-economic level, median income, and district enrollment in which the votes took place. This will serve as a guide to predict what school districts in Indiana would have successful capital project referendum votes based on the Ohio results. Cell therapy has been established as an important field of research with considerable progress in the last years. At the same time, the progressive aging of the population has highlighted the importance of discovering therapeutic alternatives for diseases of high incidence and disability, such as stroke. Menstrual blood is a recently discovered source of stem cells with potential relevance for the treatment of stroke. Migration to the infarct site, modulation of the inflammatory reaction, secretion of neurotrophic factors, and possible differentiation warrant these cells as therapeutic tools. Objectives: To evaluate the relationship between facultative skin pigmentation, which predicts circulating levels of plasma 25-hydroxymitamin D, and several measures of bone mass and structure in a cross sectional sample of adolescent females living in Hawaii.
Methods: Our sample was composed of adolescent females (n = 94) living in Hawaii where seasonal sun exposure is minimal, and who self-identified as either white (n = 16) or Asian (n = 78). Two experiments at 2 Nebraska locations evaluated effects of heifer development system on growth and pregnancy rate. In Exp. 1, heifers (n = 270, BW = 225 ± 2 kg) grazed winter Sandhills range (WR) or west central Nebraska corn residue (CR) with a supplement (0.45 kg/animal; 31% CP; 80 mg·animal−1·d−1 of monensin). In Exp. 2, heifers (n = 180, BW = 262 ± 3 kg) grazed eastern Nebraska WR or CR with a supplement (0.45 to 0.90 kg/d; 31% CP; 80 to 160 mg·animal−1·d−1 of monensin). Composting Or Stockpiling Of Feedlot Manure In Nebraska: Nutrient Concentration And Mass Balance, Matt K. Luebbe, G. E. Erickson, T. J. Klopfenstein, Matthew A. Greenquist, J. R. Benton

When feedlot pens are scraped in the spring and summer, manure is often stored before land application can occur in the fall. Manure stockpiled or composted was evaluated for nutrient losses in 2 experiments for 104 (Exp. 1) and 111 d (Exp. 2). Stockpiles (n = 2 in Exp. 1 and n = 3 in Exp. 2) and compost windrows (n = 6 in Exp. 1 and n = 4 in Exp. 2) were constructed with feedlot manure scraped from pens and sampled upon construction and throughout the storage period. In Exp. 1, N loss was 3 times greater (P < 0.01) for compost compared with stockpile on d 104 (43.6 and 14.3%, respectively). Loss of C was 34.7% greater (P < 0.01) for compost compared with stockpile on d 104 (54.4 and 40.4%, respectively). Total mass loss (water + DM) was not different (P = 0.30) among storage methods on d 104 (20.0 and 15.8% for compost and stockpile, respectively). In Exp. 2, N loss from compost was 42.1% greater (P < 0.01) compared with stockpiling on d 111. Carbon losses in Exp. 2 were not different (P = 0.77) among storage methods on d 111 (38.4 and 37.5% for compost and stockpile, respectively). Total mass loss in Exp. 2 was less compared with Exp. 1 and was not different (P = 0.23) among storage methods (5.7 and 3.6% for compost and stockpile, respectively). When evaluated on a nutrient basis, stockpiled manure had greater N and C concentrations compared with composted manure.

The effects of stable flies on growing calves were examined using fly cages attached to the animals. Dry matter intake, DM digestibility (DMD), and behavioral responses of calves were monitored. Nine Holstein calves were exposed to 3 levels of stable flies (0, 10, 100 flies/animal) 3 times daily for 30 min. The study consisted of a 4-period crossover design; each period included 5-d adaptation, 7-d exposure, and 5-d postexposure. Calves were weighed at the beginning and end of each period. Feed consumption was continuously recorded. Fecal samples taken during and after exposure were used to determine DMD. Three calves were …

This research looked at a growing population in the world today - that of children who have been trafficked, rescued, and now back in the community, severely broken. They could be in danger of re-victimization if adequate measures were not taken to protect them. The research aimed to find out what it takes for reintegration to be successful, or for the survivor to be able to resume living in society as an empowered and productive individual with a sense of self-worth and confidence. Using the exploratory research design, Phase I of the research explored the community’s perceptions of successful reintegration. …
