Juvenile Penalties For “Lawyering Up”: The Role Of Counsel And Extralegal Case Characteristics, Gaylene Armstrong, Bitna Kim
Juvenile Penalties For “Lawyering Up”: The Role Of Counsel And Extralegal Case Characteristics, Gaylene Armstrong, Bitna Kim
Criminology and Criminal Justice Faculty Publications
The presence of counsel for juveniles in the courtroom seems advantageous from a due process perspective, yet some studies suggest that juveniles receive harsher dispositions when represented by an attorney. This study tested whether a “counsel penalty” existed regardless of attorney type and, guided by prior sentencing literature, used a more comprehensive model to determine the influence of extralegal and contextual factors that may amplify the counsel penalty. Utilizing official data from a Northeastern state in a multilevel modeling strategy, this study found that regardless of the type of counsel retained, harsher sentences were received as compared with cases in …

System And Method For Transmission Control Protocol (Tcp) Transmission Rate Control, Miguel A. Labrador, Sivakumar Bakthavachalu
USF Patents
The present invention provides a smooth friendly TCP based transport layer protocol method and apparatus for data and streaming applications. In accordance with the invention, a low pass filter that uses history information modifies the multiplicative decrease portion of TCP's additive increase multiplicative decrease strategy, thereby creating an additive increase smooth decrease solution. The present invention smoothes the variation of the congestion window in case of drop events and provides smooth transfer rates for streaming applications.

Improving Multi-Label Classification By Avoiding Implicit Negativity With Incomplete Data, Derrall L. Heath
Improving Multi-Label Classification By Avoiding Implicit Negativity With Incomplete Data, Derrall L. Heath
Theses and Dissertations
Many real world problems require multi-label classification, in which each training instance is associated with a set of labels. There are many existing learning algorithms for multi-label classification; however, these algorithms assume implicit negativity, where missing labels in the training data are automatically assumed to be negative. Additionally, many of the existing algorithms do not handle incremental learning in which new labels could be encountered later in the learning process. A novel multi-label adaptation of the backpropagation algorithm is proposed that does not assume implicit negativity. In addition, this algorithm can, using a naive Bayesian approach, infer missing labels in …

Quasi 3-Dimensional Electrical Resistivity Mapping Of Air-Filled Karst Conduits And Policy Implications, Charles W. Mccrackin
Quasi 3-Dimensional Electrical Resistivity Mapping Of Air-Filled Karst Conduits And Policy Implications, Charles W. Mccrackin
USF Tampa Graduate Theses and Dissertations
This study assesses the capability and practical applications of quasi 3-Dimensional (3D) electrical resistivity surveying (ER) for mapping air-filled karst conduits. Vadose zone caves within the Brooksville Ridge of West Central Florida are relatively similar in architecture, with N-S elongation, and do not consist of an interconnected network of conduits. A high resolution quasi-3D ER survey was performed over two mapped cave systems on the Brooksville Ridge. The resultant survey verified the general effectiveness of quasi-3D ER in locating the two known near-surface cave features. Several other locations in the survey show similar or stronger resistivity anomalies trending in a …

Donor Volunteers As Archival Appraisers? Possibilities And Considerations, Charles B. Stanford, Linda M. Meyer
Donor Volunteers As Archival Appraisers? Possibilities And Considerations, Charles B. Stanford, Linda M. Meyer
Journal of Western Archives
ABSTRACT Using examples from recent archival practice at two western land-grant universities, this article examines the potential benefits of enlisting volunteers from donor organizations to appraise as well as process the archival records of their own associations. The discussion addresses questions regarding the use of trained volunteers to perform appraisal activities, challenges in working with volunteers, and outreach opportunities for archival education among interested members of donor organizations.

Applying Web Analytics To Online Finding Aids: Page Views, Pathways, And Learning About Users, Mark R. O'English
Journal of Western Archives
Online finding aids, Internet search tools, and increased access to the World Wide Web have greatly changed how patrons find archival collections. Through analyzing eighteen months of access data collected via Web analytics tools, this article examines how patrons discover archival materials. Contrasts are drawn between access from library catalogs and from online search engines, with the latter outweighing the former by an overwhelming margin, and argues whether archival description practices should change accordingly.
Why This Time Is Different: The Perfect Storm And The Future Of Legal Education, Martin J. Katz
Why This Time Is Different: The Perfect Storm And The Future Of Legal Education, Martin J. Katz
Sturm College of Law: Faculty Scholarship
When we discuss legal education reform, some of the more jaded members of our community often ask, “Why is this time any different?” They rattle off a list of dust-covered reports about proposed reforms for legal education, often dating back several decades, and wonder how we can be optimistic about the prospects for meaningful reform now.
The answer is that we are in the midst of a perfect storm; one in which several powerful forces are driving law schools toward reform.
