What Ails Primary Education In India?A Critique Of Public Policy, Ghazala Aziz, Mohd Saeed Khan Oct 2011

What Ails Primary Education In India?A Critique Of Public Policy, Ghazala Aziz, Mohd Saeed Khan

Himalayan Policy Research Conference

A lot of activities could be observed in recent years to improve primary education in the country. This includes the enactment of Right to Education Act in 2009, imposition of specific tax – education cess. Therefore in terms of resource allocation there has been a manifold increase especially for primary education. But the big question being asked is if these resources are being spent judiciously? In other words as Lant Prichet puts it that fragile States usually suffer from what he termed as ‘capability trap’ as the State implicitly assumes (erroneously) the creation of apparatus would necessarily result in the …

Tidal Perturbations To The Gravitational Inspiral Of J0651+2844, Matthew J. Benacquista, Kelly Holley-Bockelmann Oct 2011

Tidal Perturbations To The Gravitational Inspiral Of J0651+2844, Matthew J. Benacquista, Kelly Holley-Bockelmann

Physics & Astronomy Faculty Publications

The recently discovered J0651+2844 is a detached, eclipsing white dwarf binary with an orbital period of 765 s. We investigate the prospects for the detection of gravitational radiation from this system and estimate the effect of the tidal deformation of the low-mass component on the period evolution of the system. Because of the high inclination of the system, the amplitude of the gravitational waves at Earth will be as much as a factor of two lower than that from an optimally oriented system. The dominant contribution of tidal corrections to the period evolution comes from the increase in rotational energy …

Judicial Review Of State Legislation: An Ironic Return To Lochnerian Ideology When Public Sector Labor Contracts Are Impaired, Nila M. Merola Oct 2011

Judicial Review Of State Legislation: An Ironic Return To Lochnerian Ideology When Public Sector Labor Contracts Are Impaired, Nila M. Merola

St. John's Law Review

(Excerpt)

This Note argues that, despite its notorious reputation as the case that permitted and encouraged judicial usurpation of the states’ inherent police powers, a return to a Lochnerian level of review of economic legislation is appropriate when state or local legislatures pass laws that substantially impair public sector labor contracts. Part I briefly recaps the Lochner era, beginning with an overview of Lochner itself and culminating in a brief discussion of the criticisms of Lochner. Part II introduces the Contract Clause and demonstrates that the contemporary test for determining whether there has been a Contract Clause violation is similar …

Selecting Ports And Terminal Operators - An Application Of Pso, Tzay-An Shiau, Li-Mei Lin, Ding-Hsun Hsiao Oct 2011

Selecting Ports And Terminal Operators - An Application Of Pso, Tzay-An Shiau, Li-Mei Lin, Ding-Hsun Hsiao

Journal of Marine Science and Technology–Taiwan

Past literature has mostly discussed port selection. However, within a given region, any port which meets a carrier’s threshold conditions is eligible for consideration, and a terminal operator at any of these ports is a candidate for entering into a contract with the carrier. The choice is not restricted to terminal operators at a single given port. Thus the choice of terminal operator between ports within a given region is an important issue in the decision-making process and has rarely been addressed in the literature. The main purpose of this paper is to examine a situation in which all ports …

The Effects Of Daycare On Children's Socialization In The First Three Years Of School, Alison Pomykacz Oct 2011

The Effects Of Daycare On Children's Socialization In The First Three Years Of School, Alison Pomykacz

Theses and Dissertations

The purpose of this study was to investigate the role that daycare may play in a child's socialization during his/her first three years of school (K-2). In particular, this study focused on the time spent in daycare per week compared with various social and academic realms. Information was obtained through parent and teacher questionnaires. While there appeared to be a wide variation among the children's hours per week spent in class, when these numbers were compared to the teacher observations, there was no apparent significance.

The Relationship Between Electricity Prices And Electricity Demand, Economic Growth, And Employment, John Garen, Christopher Jepsen, James Saunoris Oct 2011

The Relationship Between Electricity Prices And Electricity Demand, Economic Growth, And Employment, John Garen, Christopher Jepsen, James Saunoris

CBER Research Report

There is growing concern over the emissions of greenhouse gases in the United States. Policymakers at both the state and national levels have discussed, and in some cases enacted, policies with the goals of reducing energy demand and encouraging the use of more efficient energy technologies. Because these policies will have an effect on the cost of energy, a quantitative examination of the energy demand is warranted.

In this project, we estimate the likely effects of increased electricity prices on the demand for electricity, production as measured by Gross State Product (GSP), and employment.

Saturday Morning Television Advertisements Aired On English And Spanish Language Networks Along The Texas-Mexico Border, Cristina S. Barroso, Dianeth Rodriguez, Perla L. Camacho

Journal of Applied Research on Children: Informing Policy for Children at Risk

Objectives: The aim of this content analysis study is to characterize the TV advertisements aired to an at-risk child population along the Texas-Mexico border.

Methods: We characterized the early Saturday morning TV advertisements aired by three broadcast network categories (U.S. English language, U.S. Spanish language, and Mexican Spanish language) in Spring 2010. The number, type (food related vs. non-food related), target audience, and persuasion tactics used were recorded. Advertised foods, based on nutrition content, were categorized as meeting or not meeting current dietary guidelines.

Results: Most commercials were non-food related (82.7%, 397 of 480). The majority of the prepared foods …

Depicting Estimates Using The Intercept In Meta-Regression Models: The Moving Constant Technique, Blair T. Johnson Dr., Tania B. Huedo-Medina Dr. Oct 2011

Depicting Estimates Using The Intercept In Meta-Regression Models: The Moving Constant Technique, Blair T. Johnson Dr., Tania B. Huedo-Medina Dr.

CHIP Documents

In any scientific discipline, the ability to portray research patterns graphically often aids greatly in interpreting a phenomenon. In part to depict phenomena, the statistics and capabilities of meta-analytic models have grown increasingly sophisticated. Accordingly, this article details how to move the constant in weighted meta-analysis regression models (viz. “meta-regression”) to illuminate the patterns in such models across a range of complexities. Although it is commonly ignored in practice, the constant (or intercept) in such models can be indispensible when it is not relegated to its usual static role. The moving constant technique makes possible estimates and confidence intervals at …

Numerical Assessment Of A Venting System With Multi-Chamber Mufflers By Ga Method, Min-Chie Chiu, Ying-Chun Chang Oct 2011

Numerical Assessment Of A Venting System With Multi-Chamber Mufflers By Ga Method, Min-Chie Chiu, Ying-Chun Chang

Journal of Marine Science and Technology–Taiwan

Recently, research on new techniques of single-chamber perforated silencers has been addressed. However, the research work on shape optimization of multi-chamber silencers within a compact volume is rare. Work on the maximal allowable back pressure of mufflers has also been neglected. Therefore, the main purpose of this paper is to analyze the sound transmission loss (STL) of a space-constrained multi-chamber muffler and to optimize the best design shape under a specified pressure drop. In this paper, both the generalized decoupling technique and plane wave theory used to solve the coupled acoustical problem of multi-chamber perforated mufflers are presented. The four-pole …

The Importance Of Slow-Roll Corrections During Multi-Field Inflation, Scott Watson, Anastasios Avgoustidis, Sera Cremonini, Anne-Christine Davis Oct 2011

The Importance Of Slow-Roll Corrections During Multi-Field Inflation, Scott Watson, Anastasios Avgoustidis, Sera Cremonini, Anne-Christine Davis

Physics - All Scholarship

We re-examine the importance of slow-roll corrections during the evolution of cosmological perturbations in models of multi-field inflation. We find that in many instances the presence of light degrees of freedom leads to situations in which next to leading order slow-roll corrections become significant. Examples where we expect such corrections to be crucial include models in which modes exit the Hubble radius while the inflationary trajectory undergoes an abrupt turn in field space, or during a phase transition. We illustrate this with two examples -- hybrid inflation and double quadratic inflation. Utilizing both analytic estimates and full numerical results, we …
