The Evolution Of Fiscal Decentralization In China And India: A Comparative Study Of Design And Performance, Yinghua Jin, Jenny Ligthart, Mark Rider

Journal of Emerging Knowledge on Emerging Markets

In this article, we compare and contrast the design and performance of China and India’s intergovernmental fiscal systems. We find that there are remarkable similarities in the design and performance of China and India’s intergovernmental fiscal systems. More specifically, both countries have highly decentralized expenditures assignments and highly centralized revenue assignments. As a result, sub-national governments in both countries must rely on fiscal transfers to finance their assigned functions. Finally, there is considerable off the books and hidden borrowing by sub-national governments in both countries. We also find that there are considerable and growing disparities in the rate of expenditure …

U.S. Demographic Diversity And The Achievement Gap: Grappling With Nuances, Robert A. Devillar, Binbin Jiang Oct 2011

U.S. Demographic Diversity And The Achievement Gap: Grappling With Nuances, Robert A. Devillar, Binbin Jiang

Journal of Emerging Knowledge on Emerging Markets

In this article, the authors examine various nuances relating to demographics on race, ethnicity, gender and income in the United States, and ways in which they relate to educational access, participation and achievement. These nuances persistently remain below the surface of our national consciousness, schooling experiences at all levels, and everyday discourse. Thus, it is necessary to make them explicit and, depending on their positive or negative influence, integrate them into our policies and practices or challenge and discard them. This obligatory culling of the wheat from the chaff is required if our attempts to move forward progressively and steadily …

Speech Genres And Identity: The Place Of Adda In Bengali Cultural Discourse, Debarati Sen Oct 2011

Speech Genres And Identity: The Place Of Adda In Bengali Cultural Discourse, Debarati Sen

Journal of Emerging Knowledge on Emerging Markets

This paper explores the dialectic between speech genres and group identity. It argues that certain ideologies get associated with speech genres, like adda, which inextricably link them to particular groups and situations. Adda is a kind of informal social talk in Bengali, among friends and colleagues, but its content is always of intellectual significance, addressing issues such as local/global politics, art, literature, and music. Casual conversations and gossip are common in many societies, but the creative performance of this genre by Bengali elites made adda a marker of an urban middle-class identity, especially in response to British Imperialism. Currently in …

Teaching Asia In The American South: A Case Study Of An African American Teacher’S Journey, Guichun Zong Oct 2011

Teaching Asia In The American South: A Case Study Of An African American Teacher’S Journey, Guichun Zong

Journal of Emerging Knowledge on Emerging Markets

Policy makers and researchers in American teacher education have long called for increased numbers of minority teachers to address the cultural gap between teachers and students, particularly in urban schools. However, very little is known about what these teacher candidates bring to and what happens to them as they progress through their professional development programs. The central purpose of this case study is to gain insights on an African American teacher candidate’ perspectives on teaching about Asia in the era of globalization: its primary purpose, curriculum, and effective strategies and resources to engage students. It also explores factors that shape …

Cultural Competence In Transnational Settings & Quality Education For American Indians: Anatomy Of Challenges, Kay Traille, Brittani K. Roy Oct 2011

Cultural Competence In Transnational Settings & Quality Education For American Indians: Anatomy Of Challenges, Kay Traille, Brittani K. Roy

Journal of Emerging Knowledge on Emerging Markets

This article juxtaposes the lived experiences of two educators newly immersed in very different work environments. One of the educators, one coming from a British education background, looks at the anomalies of communication, work practice, and student expectations at a university located in the southern United States. The second educator, working in a K-12 school system on an American-Indian reservation in Arizona, looks at the challenges of NCLB, ELL, curricula, assessment methods, dropout rates, and funding. Upon examination of the issues of a quality and fair education for American Indians, it becomes clear that teachers have to bring an existential-phenomenological …

The Relationship Between Listening Proficiency And Speaking Improvement In Higher Education: Considerations In Assessing Speaking And Listening, Erickzon Dany Astorga Oct 2011

The Relationship Between Listening Proficiency And Speaking Improvement In Higher Education: Considerations In Assessing Speaking And Listening, Erickzon Dany Astorga

Higher Learning Research Communications

This study examines the outcomes of having recourse to listening skills as support to improve oral skills in English language teaching. In this context, data from 120 students at a specific higher education institution was analyzed; 60 of whom were provided with totally listening-focused instruction and activities, while a separate group of 60 students receiving normal institutional English teaching. A comparative analysis of pre- and post-test rubric labels and scores indicated a close link between listening proficiency and a slight improvement in functional and interactive oral sub-skills. The results of this study have implications for defining the foundations of future …

Winthrop News 2011

  • In her Oct. 19 lecture about "Caputo's Ghosts, Vasubandhu's Illusions, and Comparative Hauntology," Kiblinger will use ghost and illusion metaphors from two religious thinkers to help her elaborate on her argument and develop a theory of comparative theology as "hauntology."
  • Her lecture examines the work of John D. Caputo, a well-known contemporary philosopher and theologian, alongside the work of Vasubandhu, a 4th century Indian thinker who founded the Yogacara School, an important Buddhist school of thought.

Writers' Workshop Sponsored By The Idaho Librarian, Kim Leeder, Ellie Dworak, Tom Ivie

Library Faculty Publications and Presentations

Let’s face it, writing is hard. Even for those who enjoy the process, coming up with ideas, churning out words to fill up a blank page, and subjecting a draft to endless revision can be extremely challenging and time-consuming! But communicating with others in our field is an important skill, and publishing is a professional requirement for many librarians. At this session hosted by two of the editors from ILA’s journal, The Idaho Librarian, we’ll review the basic building blocks of writing in our discipline, from brainstorming topics to outlining and story development, and we’ll engage in creative activities to …

Regional Gray Matter Correlates Of Perceived Emotional Intelligence, Nancy S. Koven, Robert M. Roth, Matthew A. Garlinghouse, Laura A. Flashman, Andrew J. Saykin

Dartmouth Scholarship

Coping with stressful life events requires a degree of skill in the ability to attend to, comprehend, label, communicate and regulate emotions. Individuals vary in the extent to which these skills are developed, with the term ‘alexithymia’ often applied in the clinical and personality literature to those individuals most compromised in these skills. Although a frontal lobe model of alexithymia is emerging, it is unclear whether such a model satisfactorily reflects brain-related patterns associated with perceived emotional intelligence at the facet level. To determine whether these trait meta-mood facets (ability to attend to, have clarity of and repair emotions) have …

Brief Remarks On Some Linguistic Features Of "Empathy" And "Sympathy", Emanuel E. Garcia, Md Oct 2011

Brief Remarks On Some Linguistic Features Of "Empathy" And "Sympathy", Emanuel E. Garcia, Md

Jefferson Journal of Psychiatry

The use of words by an individual or culture is subject to the very same psychological forces that drive man's other activities . Hence, the history of a word's usage becomes a telling record of the mental processes of its creators and users, both conscious and unconscious. Etymology, as Freud has observed in his dreambook (1900), contributes significantly to our understanding of the deeper layers of the psyche . Let us take the word "rival," for example, and see how we may make use of etymological data. It is derived from the Latin "riva lis," I which originally meant "one …

Creating Communities: Working With Refugee Students In Classrooms, Kevin C. Roxas Oct 2011

Creating Communities: Working With Refugee Students In Classrooms, Kevin C. Roxas

Democracy & Education

This article critically examines the reality of building community in public schools and specifically identifies the obstacles faced by teachers who try to create community with refugee students. The research in the article focuses on Ms. Patricia Engler, a teacher in a newcomer center for refugee students located in an urban setting. Engler created and fostered a sense of community for middle-school students in her classroom who often felt disconnected to their fellow students, their school, and the neighborhoods in which they lived, and was able to focus on work that she intuitively felt was right for her students based …
