Aligning Graduate Medical Education With Public Policy, Rob Cunningham

National Health Policy Forum

In late May–early June 2011, the Forum sponsored a site visit to Denver, Colorado, to observe innovative efforts to improve the health of Coloradans and reduce the cost of health care. The three-day agenda was designed to convey the breadth and interconnectedness of the efforts underway in Denver and to highlight both successes and challenges. The exploration concentrated on how three themes of national interest are unfolding in Denver: building and sustaining a robust and effective safety net in an evolving health care market; improving the health of people and their communities to prevent and reduce the need for health …

New Americans: Child Care Decision-Making Of Refugee And Immigrant Parents Of English Language Learners, Helen Ward Jd, Erin E. Oldham Lachance Phd, Julie Atkins Ma

Children, Youth, & Families

The immigrant and refugee communities in the United States continue to increase. Denver, Colorado and Portland, Maine are two U.S. cities that reflect the changing demographics across the country. As these cities evolve and adjust to serve new populations, it becomes necessary to rethink deep-rooted culturally constructed patterns and traditions that do not take into account the beliefs and practices of these new cultures. One such tradition is child care. Because of the important link between preschool experiences and later school success, understanding refugee and immigrant families’ beliefs and decisions about child care is extremely important. From a policy perspective, …

Contribution Of Transport To Economic Growth And Productivity In New Zealand, Joanne Leung, Tantri Tantirigama Sep 2011

Contribution Of Transport To Economic Growth And Productivity In New Zealand, Joanne Leung, Tantri Tantirigama

World Transit Research

In response to the recent economic recession, governments worldwide have been using infrastructure as a means to accelerate the rate of economic growth. The key question is: how much do transport and transport infrastructure contribute to the growth of the economy? While there are many economic analyses on the economic benefits from specific infrastructure investment projects, these analyses seldom look at the overall effects from a national perspective. The purpose of this paper is to gain a better understanding of the economic impacts of transport and transport infrastructure in New Zealand. The first part of the paper utilises the input-output …

Deference To The Executive In The United States After 9/11: Congress, The Courts, And The Office Of Legal Counsel, Eric A. Posner Sep 2011

Deference To The Executive In The United States After 9/11: Congress, The Courts, And The Office Of Legal Counsel, Eric A. Posner

Public Law and Legal Theory Working Papers

The deference thesis is that Congress and the judiciary should defer to the executive’s policy judgments during national emergencies. A recent criticism of the deference theory draws on the analogy of the emergency room medical protocol to argue that emergencies call for rule-bound constraint of the executive rather than deference to it. However, this criticism rests on a misunderstanding of the tradeoff between rules and standards. Some scholars who have despaired of congressional or judicial constraint of the executive, but believe that some sort of constraint is desirable, have suggested that the executive’s own legal adviser, the Office of Legal …

Massachusetts Senior Legal Assistance Project Needs Evaluation: Current Demand For Legal Services, Alison Gottlieb, Lauren A. Martin, Ellen A. Bruce

Gerontology Institute Publications

The Gerontology Institute at the University of Massachusetts Boston was contracted to conduct a statewide needs assessment for the MSLAP. As agreed upon by the MSLAP Advisory Board, the focus of this assessment was to analyze the demand for services Massachusetts legal service providers have experienced recently as a means to understanding the legal needs of Massachusetts elders (age 60 and older). A second needs assessment was conducted by the Massachusetts Executive Office of Elder Affairs. That needs assessment surveyed home care workers and other elder agency personnel to gauge their assessment of elders’ legal needs in Massachusetts. Read together, …

Theses, Dissertations, and Projects

This qualitative study aimed to explore the experience of service providers in juvenile justice facilities in the San Francisco Bay Area, specifically with regard to their work with gender variant youth. Additionally, it focused on how SB 518, the CA Juvenile Justice Safety and Protection Act, impacted service provision within the juvenile justice system. Qualitative interviews were conducted with 13 providers who were employed at the time of SB 518 passing. The findings suggest that gender variant youth are present in juvenile justice facilities and face multiple challenges while navigating the juvenile justice system. Providers interviewed did not have an …
