State Legislatures Diversity, Innovation, And Policy Adoption, Janna Souvorova Jan 2011

State Legislatures Diversity, Innovation, And Policy Adoption, Janna Souvorova

Electronic Theses and Dissertations

The question of policy origination is the very essence of state public policy analysis. This study provides an overview of the previous research on innovation, as defined by Rogers (1962, 2003) and Walker (1969), and determinants models of state policy formulation, as they relate to innovation and policy adoption on the state level. The literature review indicates that previous research mostly focused on the internal state characteristics such as political and socioeconomic variables to explain state differences in policy adoption. The literature also indicates a general lack of empirical research relating diversity to innovation and policy adoption. State governments have …

Of His Bones Are Coral Made: Submerged Cultural Resources, Site Formation Processes, And Multiple Scales Of Interpretation In Coastal Ghana, Rachel Lynelle Horlings

Anthropology - Dissertations

Integrating theoretical and methodological approaches to formation processes across a range of scales from micro-artifact to region and from historical to environmental processes, this work explores the archaeology of the event related to submerged archaeological sites within the Elmina seascape of coastal Ghana. Building on and intersecting with the work of other scholars, this research is a unique approach to the investigation of submerged cultural remains related to historical maritime trade. Remote sensing surveys in 2009 led to the identification of three sites related to maritime trade, adding significantly to the two previously known sites, which include a circa 1650 …

Finding The Human In Society, Lien Centre For Social Innovation

Social Space

Prior to the Singaporean General Elections in May 2011, not many had heard of Vincent Wijeysingha, executive director of TWC2. By the time he’d stood, and lost, as an opposition candidate, his profile had been firmly catapulted into the news and blogosphere. Wijeysingha recently sat down with Social Space to talk about his concern for the plight of migrant workers, social justice and how Singapore needs to change.

Coase And The Constitution: A New Approach To Federalism, F.E Guerra-Pujol Jan 2011

Coase And The Constitution: A New Approach To Federalism, F.E Guerra-Pujol

Richmond Journal of Law and the Public Interest

This paper proposes a new approach to the centuries-old question of federalism. In a word, we approach the problem offederalism from a Coasian or property-rights perspective. That is, instead of attempting to draw an arbitrary boundary line between state and federal spheres of power through traditional legal or semantic analysis of the constitution and previous judicial precedents, this paper proposes the creation of alternative 'federalism markets" in which governmental powers and functions would be allocated to Congress, the states, or even private firms through decentralized auction mechanisms and secondary markets. The paper is divided into five parts. Following a brief …

An Appraisal Of The National Transport Authority Corporate Structure, David O'Connor Jan 2011

An Appraisal Of The National Transport Authority Corporate Structure, David O'Connor

Conference Papers

The National Transport Authority was established originally as a land-use and transport planning agency whose aim was to coordinate and integrate transport infrastructure and service delivery in the Greater Dublin Area and, subsequently, to manage public passenger transport licensing nationally. This paper looks at the corporate structure of the NTA and, comparing it to other transport systems, assesses its incorporation, particularly in terms of accountability.

Many analysts consider institutional arrangement as the most fundamental aspect of delivering effective transport systems. A range of governance systems exist for urban transport authorities. The NTA most closely reflects the model of a public …

The Mexican Cartel Debate: As Viewed Through Five Divergent Fields Of Security Studies, Robert J. Bunker Jan 2011

The Mexican Cartel Debate: As Viewed Through Five Divergent Fields Of Security Studies, Robert J. Bunker

CGU Faculty Publications and Research

The Mexican cartel debate is becoming increasingly more important to U.S. national security, however, it is also becoming ever more confused, heated, and at times downright nasty, with little agreement about what is taking place in Mexico or in other regions of the Americas, such as Guatemala, Honduras, and even this side of the U.S. border. To shed some light on this critical debate—a debate we need to have now and not later— it is the contention of this author that, since the Mexican cartel phenomena is being looked at by scholars from divergent fields of security studies and since …

According to UNAIDS (Joint United Nations Programme on HIV/AIDS) 2009 statistics, around 33.3 million people in the whole world are living with the Human immunodeficiency virus (HIV). Although HIV is found in all parts of the world, some areas are more afflicted than others. This study aims to generate a voronoi map that traces the countries where HIV infections are very apparent. Furthermore, this study determined the personal characteristics of the inhabitants and environmental characteristics of the countries that significantly contributed to the increasing HIV infections. Multiple regression was utilized to find out the predictors of HIV infection and discriminant …

The Lgbt Community And Public Space: A Mixed Methods Approach, Emily L. Sanschagrin Jan 2011

The Lgbt Community And Public Space: A Mixed Methods Approach, Emily L. Sanschagrin

Electronic Theses and Dissertations

Public space researchers have created a body of literature describing how women feel in and access public spaces and have briefly explored men and race in public space, but have not explored other identities adequately including sexuality. Geographical queer theory provides a foundation for public space research, but literature is limited to the creation of and contest over space. The goal of this research is to explore LGBT feelings in public spaces in St. Louis, MO. There are three components including a survey, interviews, and hand mapping of emotional associations within the city. Overall, feelings in public space were found …

The Intricacies Of M.F.K. Fisher: Discovering A Kaleidoscopic Hybridity, Elizabeth Lee Sleeper Jan 2011

The Intricacies Of M.F.K. Fisher: Discovering A Kaleidoscopic Hybridity, Elizabeth Lee Sleeper

Electronic Theses and Dissertations

This thesis seeks to analyze M.F.K. Fisher's socio-historic role and the components of her texts as a means to interrogate the categorization of her writing, to identify her authorial voice, and to see how it all contributes to and proves that Fisher is a `kaleidoscopic' hybrid writer. I utilize theoretical positions such as New Historicism, Feminism, Genre Theory, and Everyday Theory to help me identify and explain the hybrid tendencies of Fisher's writing. It is not a comprehensive study of her texts in light of these theories, but rather, it is a broad overview in order to demonstrate alternative readings …

The Millennial Rumor: Understanding Millennial College Students' Characteristics, Digital Media Technology Usage, And Assumptions At The University Of Denver, Christina M. Murray

Electronic Theses and Dissertations

This quantitative study investigated student and faculty attitudes toward use of Digital Media Technology (DMT) at the University of Denver. The purpose was to understand how and why students and faculty used DMT on campus. Uses and gratifications theory (Katz, Blumler, & Gurevitch, 1974) was used as the theoretical model to interpret and understand Millennial college students' DMT use, Langer and Knefelcamp's (2008) College student technology arc was used as a conceptual model. Two survey instruments were designed: one for faculty and one for students to collect data on DMT use and attitudes toward use, satisfaction, skill, and learning at …

Trick Rider, Jen Tynes Jan 2011

Trick Rider, Jen Tynes

Electronic Theses and Dissertations

Trick Rider is a book-length poem in four sections, which uses characteristics of the epic and gothic, as well as strategies of chance operations, to explore the compositional process in relation to time, how time is experienced during the writing process and is communicated through the text as an object and through the process of reading. The polyphonic speaker of Trick Rider is a stunt double and experiences doubling, being both representative of and an outsider to the community she channels; this tension is simultaneously cause and effect of the text.

Hispanic Migration To Northeastern Colorado During The Nineteen Twenties: Influences Of Sugar Beet Agriculture, Gregory T. Chase Jan 2011

Hispanic Migration To Northeastern Colorado During The Nineteen Twenties: Influences Of Sugar Beet Agriculture, Gregory T. Chase

Electronic Theses and Dissertations

Growing beets to process into sugar was a large and important industry in 1920s Northeastern CO. The infrastructure to support the sugar beet industry was built and expanded in the first decades of the 1900s. Beyond infrastructure requirements the sugar beet industry relied on seasonal low skilled field labor. The migration and settlement patterns of sugar beet laborers in the 1920s to Northeastern Colorado were influenced by the actions of the Great Western Sugar Company. In 1909, German-Russian immigrants were the dominant demographic working the beet fields in Northeastern CO but by 1927 that trend shifted overwhelmingly to families of …

Blue Lines, Greenbelts, And The Effects Of Growth Management: The Geographical Effects Of Growth Management Policies In Boulder, Colorado, Anna Talucci

Electronic Theses and Dissertations

This study evaluates and describes the effects of growth management policies, established by the city of Boulder, Colorado, for the city and the surrounding region. A variety of techniques contribute to this evaluation, including remote sensing analysis of land-use change for the region, mapping of commuter flow patterns, and analysis of the distribution of housing values, housing units, number of jobs, and income values. Growth management policies focus on planning for development to ensure continuous, adjacent growth, while preventing haphazard, leapfrog development. In cases such as Boulder, when planning is implemented unilaterally by a city as opposed to on a …

A Mixed-Methods Study Of Resident Readiness, Engagement, And Relocation During Mixed-Income Redevelopment, Laurie A. Walker Jan 2011

A Mixed-Methods Study Of Resident Readiness, Engagement, And Relocation During Mixed-Income Redevelopment, Laurie A. Walker

Electronic Theses and Dissertations

Since 1990, the Department of Housing and Urban Development (HUD) has supported mixed-income redevelopment (MIR) strategies to address the problems of concentrated urban poverty neighborhoods with traditional public housing structures. This study focused on two neighborhoods in Denver, Colorado, with more than 38% of the residents living in poverty, which are facing transit-oriented MIR in the coming years. Residents in both neighborhoods have engaged in formal planning processes and community organizing as a way to be prepared for the change.

The study posed three research questions: (1) what predicts a community's readiness for MIR, (2) what predicts resident involvement as …

The Development Of A P-20 Educational Campus: A Case Study On Innovation, Richard R. Patterson Jan 2011

The Development Of A P-20 Educational Campus: A Case Study On Innovation, Richard R. Patterson

Electronic Theses and Dissertations

Tyack & Tobin (1994, p. 454) describe that the “grammar of schooling,” like the shape of classrooms, has remained remarkably stable over the decades. This has frustrated generations of reformers who have fought to change standardized organizational traditions. Typically school reform has taken the form of innovations in education. Unfortunately, educational innovations don't usually last long or they were never truly innovations in the first place but rather a repackaging or reintroduction of age-old customary practices.

The “Eos Public Schools” set out on a mission to integrate P-20 educational reform into its overall school system as a way to confront …

Theorizing Scale In Critical Place-Name Studies, Joshua Hagen Jan 2011

Theorizing Scale In Critical Place-Name Studies, Joshua Hagen

Geography Faculty Research

Building on broader developments in critical social theory, geographers have made significant strides in explicating the assumptions, motivations, and values involved in place naming. This has led to an emphasis on understanding the processes involved in the inscription, subversion, and revision of place names. Despite the increasingly sophisticated approaches found in place-name studies, the field of toponymy occupies a relatively minor position in academic geography. There are varied and complex reasons for this marginality, but perhaps the most salient critique is that place-name research has been slow to engage broader developments in geographic and social theory.

“A Nation Now Extinct,” American Indian Origin Theories As Of 1820: Samuel L. Mitchill, Martin Harris, And The New York Theory, Richard E. Bennett Jan 2011

“A Nation Now Extinct,” American Indian Origin Theories As Of 1820: Samuel L. Mitchill, Martin Harris, And The New York Theory, Richard E. Bennett

Journal of Book of Mormon Studies

This paper probes the theories of the origin of the American Indian up to the time of the translation and publication of the Book of Mormon. It covers some three hundred years of development, looking at many different theories, including the predominant theory of the lost tribes of Israel, which was in decline among most leading scientific observers in the early nineteenth century. The paper covers new ground in showing that Professor Samuel L. Mitchill, formerly of Columbia College, had concluded that two main groups of people once dominated the Americas—the Tartars of northern Asia and the Australasians of the …

Laying The Groundwork For The Tti Impact Study: Purposes, Values, Concepts, Julie Ellison, Timothy K. Eatman

Imagining America

This document is part of an ongoing cycle of writing and comment designed to help us imagine forward into the work of the new Scholarship and Tenure Policy Research Group (TTI-RG). Here we aim to set a tone, to create an ethos, and to begin to craft a shared language for participants. Our process, therefore, both models and seeks to inform the processes of policy change.

We want to set before the Fellows a more precise framing of our principles and purposes. If the initial dialogues among the Fellows and organizational partners can establish agreement on the larger purposes and …
