The problem for this research was that there were no identified and confirmed quality system model attributes for a successful online technology management doctoral consortium. The research extended existing research, and utilized a delphi panel to develop the attributes of a quality system model for a successful online doctoral consortium. The aim of this project is to identify the shortfalls of the budgeting process, with a particular focus on allocation procedures and execution of the funds allocated for public capital projects. Based on the findings of the project, a set of recommendations has been produced. The diet of harbor seals (Phoca vitulina richardii) in San Francisco Bay (SFB) in California was examined from July 2007 to July 2008 via scat analysis. Scats were collected from five major haul-out sites; 22 species of fish and one species of crustacean were identified from 422 scats. The reliance of a non-native invasive species, Yellowfin Goby (Acanthogobius flavimanus), increased in importance in the diet. Additionally, another non-native invasive fish species, Chameleon Goby (Tridentiger trigonocephalus), was found for the first time in the diet of harbor seals in SFB. With economic activity in emerging markets growing at 40 percent, and with 10 percent and more of the firms in the Global Fortune 500 now headquartered in emerging economies, intense interest lies in the globalization of business activities, including the sales function. This systematic review of the international sales literature in a selection of the most influential journals explains, consolidates, and analyzes current knowledge. As the world embraces the Internet for media consumption, the concept of a hybrid newspaper—a printed newspaper with a companion Web site—is becoming more prevalent. Many hope that online advertising revenue (OAR) will help newspapers make up for losses in print (offline) revenue. However, there is little research that has empirically investigated whether and how investment in the “bricks” (i.e., the newsroom staff and resources that produce news content) will help to build “clicks” (i.e., more online visitors and, subsequently, OAR). This study considers the educational significance of zines—small circulation, self-published magazines—by asking how educators who teach with zines encounter and negotiate zine pedagogy. Though the literature on zines and teaching describes many potential benefits, it also describes contradictions and failures, with some researchers even going so far as to claim that “zines do not belong in classrooms” (Guzzetti, Elliott, & Welsch, 2010, p. 71). Through this dissertation, I investigate and complicate these claims by examining the stories and perspectives of teacher/zinesters—educators who teach or have taught with zines in a classroom setting. A great deal of attention from local, federal, and international communities has been focused on autism spectrum disorders (ASDs). As the prevalence of these disorders rise, researchers continue to investigate various unanswered questions. The goal of this study was to examine the differences across racial/ethnic groups in caregiver ratings of symptoms of children diagnosed with ASDs. Results from such research will help determine whether cultural background can influence the recognition of behaviors indicative of an ASD. Coastal erosion has serious implications for human safety and Louisiana’s economy. Using an apparently simple problem, "Design a cylindrical can that will hold a liter of milk," this paper demonstrates how engineering design may facilitate the teaching of the following ideas to secondary students: linear and non-linear relationships; basic geometry of circles, rectangles, and cylinders; unit measures of area and volume; solving systems of equations with at least two variables; minimization of area to control materials costs and to prevent heat exchange; packing geometry to minimize space for transportation and storage and for controlling for heat exchange; golden ratio as a design aesthetic; ergonomic factors in design including considerations of comfort …

The goal of this document is to offer a performance guide of Libby Larsen’s song cycle, "Sifting Through the Ruins," for mezzo-soprano, viola, and piano. The letters and photos, which inspired the texts for this song cycle, were discovered in New York City by mezzo-soprano Susanne Mentzer while she was struggling to comprehend the events of the World Trade Center attack which took place on September 11, 2001. The primary subjects of this dissertation are the post-World War II German authors Alfred Andersch and Hans Werner Richter. Drawing from a mixture of the authors’ writings and previously-researched as well as new archival sources, this study will examine their roles as editors of the U.S. Army-sponsored POW newspaper Der Ruf, as founders of the postwar West German journal, also titled Der Ruf, and, most famously, as founding members of the influential postwar West German literary circle Group 47. Each of these developments led directly to the next, and this study will explore the various processes that linked them together. …

Mummichog (Fundulus heteroclitus) responses to chronic whole-ecosystem nutrient enrichment were examined near Plum Island Sound, Massachusetts. Dissolved fertilizer was released into replicate salt marsh creeks over 6 growing seasons to simulate agricultural run-off (bottom-up effects). Density, biomass, secondary production, growth rate, and condition factor were estimated in fertilized and reference creeks. Mummichog densities were also used to determine if mummichog growth or health varied with density. Over 7,600 mummichogs were marked and released into the treatment and control areas to measure responses. Over 900 mummichogs were recovered. Mummichog abundance was higher (p = 0.055) in nutrient-enriched creeks than reference creeks …

Detection of yield zones using nondestructive testing (NDT) technology for assessing the structural integrity of the existing steel buildings/bridges is extremely important. The average energy over the “effective echoes” (in “good” signal quality) is a robust feature for the yield detection in steel structures. Nevertheless, this average-energy feature extraction requires rigorous manual data-acquisition and human operation. My thesis explores the history of Roller Derby, its modern revival, and the way that it changes the lives of the women who play it. From October 2009 to March 2011, I conducted ethnographic research and interviews with the Red Stick Roller Derby in Baton Rouge, Louisiana. My perspective is that of an observer turned player, and the piece centers around my own story of personal transformation. This work is part cultural history, part ethnography, and part memoir, written from an explicitly feminist perspective.

Most legal scholars and elected officials embrace the popular clich6 that "the Constitution is not a suicide pact." Typically, those commentators extol the "Constitution of necessity," the supposition that Government, essentially the Executive, may take any action-may abridge or deny any fundamental right-to alleviate a sufficiently serious national security threat. The "Constitution of necessity" is wrong. This Article explains that strict devotion to the "fundamental fairness" principles of the Constitution's Due Process Clauses is America's utmost legal and moral duty, surpassing all other considerations, even safety, security and survival.

Through statistical examination of the Multi-Institution Study of Leadership (MSL), conducted at Louisiana State University during the Spring of 2010, quantitative research sought to determine if different leadership outcomes are produced through membership in religious student organizations, multi-cultural fraternities and sororities, social fraternities and sororities, and intercollegiate or varsity athletic groups. The MSL is theoretically based on the Social Change Model of Leadership Development and the leadership outcomes it assesses are consciousness of self, congruence, commitment, collaboration, common purpose, controversy with civility, citizenship, and change. Piezoelectric materials have seen a significant usage increase over the past decade. They have been found to be effective as either sensors or actuators in smart structure applications, which allows them to act more as an adaptive system rather than a passive system.
