Most observers agree that free will is central to our practices of blaming and punishment. Yet the conventional conception of free will is under sustained attack by the so-called determinists. Determinists claim that all of the events that take place in the universe – including human acts – are the product of causally determined forces over which we have no control. If human conduct is really determined by factors that we cannot control, how can our acts be the product of our own unfettered free will and what would that mean for the criminal law? New Mexico's Cuarto Centenario: History In Visual Dialogue, Alison Fields

Out of the aftermath of the New Mexico Cuarto Centenario (the four hundredth anniversary of the Spanish explorer Don Juan de Oñate's 1598 settlement in present-day New Mexico) came a pledge to create a memorial for the conquistador. The memorial was envisioned as a tri-cultural endeavor, with Reynaldo "Sonny" Rivera, Betty Sabo, and Nora Naranjo-Morse collaborating. Because of his complex legacy, the three artists could not agree on how to represent Oñate. Rivera and Sabo ultimately crafted a series of bronze statues of Oñate and his entourage titled "La Jornada," while Naranjo-Morse created an earthwork titled "Numbe Whageh." These two …

In 2006–2007, an unusually high number of harbor porpoises (Phocoena phocoena) stranded along the Washington and Oregon coastlines. Spatiotemporal analyses were used to examine their ability to detect clusters of porpoise strandings during an unusual mortality event (UME) in the Pacific Northwest using stranding location data. Strandings were evaluated as two separate populations, outer coast and inland waters. The presence of global clustering was evaluated using the Knox spatiotemporal test, and the presence of local clusters was investigated using a spatiotemporal scan statistic (space–time permutation). There was evidence of global clustering, but no local clustering, supporting the hypothesis that strandings …

Geotourism is a form of natural area tourism that can include natural and human-made sites of geological significance. This new form of tourism provides destinations with an opportunity to provide a unique product to visitors. The purpose of the study was to explore the perceptions of tourism stakeholders on a proposed geotrail in the Perth Hills. Bernard Williams’s formulation of the Demandingness Objection holds that living a moral life, as the consequentialist understands it, is incompatible with living a life that is good for human beings. This is because the demands of consequentialist morality threaten to overwhelm the life of the person who cares about being moral, thus leaving no time for their own projects and interests. Several prominent consequentialists have responded to the Demandingness Objection by seeking a more moderate and indirect form of consequentialism that does not require as strong a duty of beneficence as classical utilitarianism. Species occurring in fragmented urban habitats often exhibit low genetic diversity which can be attributed to restricted gene flow and elevated levels of inbreeding. This can have serious implications for the survival of species especially when faced with additional pressures caused by urbanisation. The population genetic structure of the generalist skink Ctenotus fallens was examined within and among three urban vegetation remnants in the Perth metropolitan area in Western Australia, using both microsatellite and AFLP markers. Historic genetic connectivity between the populations of each remnant was shown as well as weak patterns of genetic differentiation which appeared to suggest isolation …

Objective: The Paducah Gaseous Diffusion Plant (PGDP) became operational in 1952; it is located in the western part of Kentucky. We conducted a mortality study for adverse health effects that workers may have suffered while working at the plant, including exposures to chemicals. Materials and Methods: We studied a cohort of 6820 workers at the PGDP for the period 1953 to 2003; there were a total of 1672 deaths to cohort members. Trichloroethylene (TCE) is a specific concern for this workforce; exposure to TCE occurred primarily in departments that clean the process equipment. The Life Table Analysis System (LTAS) program …

Compressed Natural Gas (CNG) is an alternative fuel source which could replace diesel as a fuel for municipal fleets. This paper seeks to examine the viability of CNG and its potential to power Lexington-Fayette Urban County Government’s fleet of waste removal trucks. This paper takes into account financial and environmental factors in determining CNG’s potential, but gives priority to financial considerations. The results of this analysis are mixed—under some future scenarios, compressed natural gas would be a favorable option for the fleet, but given other future scenarios, CNG would not be viable. Woodford Tomorrow, a citizen economic development planning group in Woodford County, is interested in promoting cluster development. Clusters are a geographic concentration of businesses and institutions which interact and collaborate within a particular economic sector. This report provides quantitative analysis of three clusters: (1) health, (2) agriculture, and (3) arts, entertainment, and tourism. The majority of this data comes from the consulting firm Economic Modeling Specialists Inc.

The Lexington Humane Society depends substantially on volunteer labor yet suffers from a high volunteer attrition rate. Using data from the organization’s database and a survey of volunteers, this project paints a demographic picture of the volunteer population and identifies traits that affect volunteer longevity.

The evidence shows that the organization’s volunteers are overwhelmingly likely to be pet-owning women with no children at home who are motivated to volunteer because it allows them to act on their values. Middle-age individuals are more likely than those under 25 or over 65 to become long term volunteers, and individuals who have recently …

Phenology Of Stable Fly (Diptera: Muscidae) Larvae In Round Bale Hay Feeding Sites In Eastern Nebraska, David B. Taylor, Dennis R. Berkebile

The temporal and spatial patterns of adult stable fly, Stomoxys calcitrans (L.), emergence from six sites where large round baled hay had been provided to pasture cattle as winter feed were studied using emergence traps. The substrate at these sites, consisting of waste hay mixed with bovine manure and urine, provided an excellent developmental habitat for immature stable flies. Stable flies were the most frequently collected fly emerging from these sites with a yearly average of 1,581 emerging per square meter. Diabrotica barberi Smith & Lawrence and Diabrotica longicornis (Say) (Coleoptera: Chrysomelidae) are considered to be sister species, and it has been proposed that the two species may hybridize under field conditions. The objective of this study was to examine genetic and morphological characters of D. barberi and D. longicornis for evidence of field introgression. Both species were collected from sympatric and allopatric areas. The stable fly, Stomoxys calcitrans (L.), has been considered one of the most serious biting flies of confined and pastured livestock. The economic losses caused by the stable fly to the cattle industry in the United States exceed $2 billion annually. Current practices for managing stable flies using insecticides provide only marginal control. Insecticide resistance has also been recently reported in stable flies. The present study reports the use of plant-based insecticides, for example, essential oils, as alternatives for managing this fly pest. Currently the Shakopee Mdewakanton Sioux Community does not have an Animal Assisted Therapy (AAT) program. The purpose of this project was to research AAT programs that exist in First Nation Communities. The ultimate goal was to present evidence to support the implementation of a culturally based AAT program into the current mental health model within the Shakopee Mdewakanton Sioux Community. The Animal Assisted Therapeutic Learning (ATTL) program would incorporate traditional beliefs with contemporary ways of life in regard to healing and mental health.

According to recent findings, some species modify their environment in such a way that they facilitate the creation of new niches for other species to evolve to fill. Given the vast speciesdiversity of insects, the occurrence of such sequential radiation of species is likely common among herbivorous insects and the species that depend on them, many of them being insects as well. As a public policy goal, moderation of financial instability has gained some prominence in the face of the current credit contraction. Not surprisingly perhaps, the role of tax policy in exacerbating instances of financial instability has begun to receive some attention in the tax-policy literature. Consistent with the general thrust of that literature, this paper explores, in a very preliminary way, how some selected tax-base rule choices line up with an explicit goal of ensuring that the tax system supports regulatory and monetary policies intended to moderate financial instability.
