The Open Source Software (OSS) literature gives little attention to the study and practice of domain specific end-user OSS implementation in general and in the public sector of developing countries (DCs) in particular. This paper, however, investigates the trajectories of two OSS-based information systems (IS) implementation projects in a developing country (DC) context with the aim to uncover the practice-based learning and resource sharing evident among locally situated and globally dispersed developers and users. Even in tough economic times, the work of administrative agencies seems to continue with particularly robust growth at the state level. The number of contested agency cases seems to be rising, even those involving the most trivial details. The calligraphy tablets hung over each main gate and building in Beijing’s Forbidden City, although often neglected by visitors, actually are special embodiments of traditional Chinese concepts either well known or maybe unexpected by their readers. Besides explaining architectural functions, the tablets also can be read as means of decorating the architecture, conveying political ideals, advocating academic achievements, expressing good wishes and depicting charming sceneries.

Recently Population-Based Incremental Learning (PBIL) algorithm has been applied to a range of problems in engineering with promising results. However, in most of the literature the standard PBIL with fixed learning rate has been used. This article proposes a hardware triply selective Rayleigh fading channel emulator which is implemented by incorporating spatial and inter-tap correlation matrices into uncorrelated frequency-flat Rayleigh fading waveforms with a Kronecker product method. the Kronecker product of square roots of three correlation matrices are computed in real time via serial, parallel, or mixed serial-parallel computational methods and then combined with uncorrelated flat fading waveforms. a 4x4 multiple-input multiple-output (MIMO) triply selective channel with 4 correlated delay-taps per subchannel is implemented on a Stratix III FPGA DSP development kit. Federal law has long prohibited not just intentional discrimination by employers, but also practices that have an unintentional disparate impact on minorities. A cryptic passage at the end of the Supreme Court's recent decision in Ricci v. DeStefano may signal a sea change for this disparate impact doctrine. Ricci, a lawsuit about a civil-service exam for firefighters, received widespread attention as a case about intentional discrimination. We show that the opinion also can be read to suggest a new affirmative defense for employers facing claims of disparate impact. Before Ricci, disparate impact was a purely no-fault doctrine. This paper proposes a frequency-domain detection scheme for single-carrier multiple-input, multiple-output (MIMO) underwater acoustic (UWA) communication using low-density parity-check (LDPC) codes. the new scheme employs turbo equalization technology together with iterative decoding technique, leading to a double-layer turbo detection structure. in the outer-layer turbo equalization, a soft-decision frequency-domain equalizer (FDE) iteratively exchanges soft information with the soft-decision LDPC channel decoder. within each outer-layer iteration, the LDPC decoder performs inner-layer iterative decoding with sum-product algorithm. the new scheme achieves excellent detection performance attributing to the double layers of iterative operation, which has been tested by experimental data measured in two undersea …

Vias are typical discontinuities for high-speed signal transmission in printed circuit boards. Previous work has studied the through-hole via connections from the top layer to the bottom between microstrip traces and proposed an equivalent transmission-line model for impedance matching between traces and vias. in this paper, the equivalent transmission-line model is extended for the via structures connected to strip lines based on modal decomposition. Native American Students: Perceptions Of Lived Experiences Attending A Small Predominantly White University In The Upper Midwest, Dennis Richard Simons

The purpose of this qualitative study was to better understand the lived experiences of Native American students when studying on a predominantly white campus at a small university in the Upper Midwest. Using a phenomenological approach, the researcher interviewed each of the eight participants for one hour, although there were two interviews that took longer. Two participants agreed to meet for a second interview and, again, the time taken was approximately one hour. The resulting audio-recorded interviews were then transcribed, coded, and analyzed.

The purpose of this study was to gain an understanding of the transfer journey transition faced by Native American students transferring from a tribal college to a four-year institution. This qualitative study sought to find out what could be done by tribal colleges, receiving four-year institutions, family, and tribes to make the path smoother.

Fourteen former Little Hawk tribal college students participated in the study. They had earned at least 30 credits at Little Hawk tribal college, and transferred to one of two four-year institutions. The Indiana Department of Transportation has conducted annual network inventory friction testing using the locked wheel trailer to reduce wet pavement crashes. However, issues have arisen concerning the data credibility and field operation safety on high-speed highway facilities. Some researchers have investigated the evaluation of pavement friction using macrotexture measurements and found the relationship between friction and macrotexture is extremely weak. Currently, macrotexture can be readily measured at highway speeds, but microtexture is evaluated using friction at low speeds from a surrogate device. Struggling retail chains often try to recover profitability by closing some of their stores. The challenge in this strategy lies in determining how many stores to close, as store exit has implications for both the customers and the supply chain. After a store closes, its customers are lost forever to the competition, unless there is a surviving open store nearby or an electronic alternative such as an e-store. From the supply chain perspective, after a store closes, its supporting regional distribution center is left with less business, and thus reduced viability. There is a cluster of three Lezgi villages in the İsmayıllı district of Azerbaijan that is separated by the Caucasus Mountains from the three main Lezgi dialects—Standard (SL), Axti (AL), and Quba (QL) Lezgi. This study places İsmayıllı Lezgi (IL) among the other dialects by comparing many of the varieties' attributes.

The natural modes defined in the singularity expansion method (SEM) are used as basis functions for the frequency- and time-domain current responses of arbitrary perfect electrically conducting (PEC) surfaces in this work. First, a method of determining the natural frequencies and corresponding modes which employs the electric field integral equation is presented. These quantities are then calculated for several geometries and the currents induced due to an incident plane wave in the frequency and time domains are approximated by a weighted sum of the natural modes. School District Enrollment Forecast Reports

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of districtwide and individual school enrollments for the 2011-12 to 2020-21 school years. The Tigard-Tualatin School District (TTSD) enrolled 12,393 students in Fall 2010, a decrease of 74 students (0.6 percent) from Fall 2009. The loss occurred at both the elementary and middle school levels, with decreases of 41 students (0.7 percent) in …
