Climate change is a multi-faceted discussion: for the trading community, one of many contentious issues in the policy debate over how to deal with greenhouse gas (GHG) emissions is the appropriate role of Border Carbon Adjustments (BCAs)/Border Tax Adjustments (BTAs). The role of BCAs has been analyzed in a very large policy discussion literature, as well as in a significant number of academic writings in both law and economics. Recent years have witnessed important advancements in the discussion on social rights. The South African experience with social rights has revealed how such rights can be protected without providing for an individualized remedy. Comparative constitutional lawyers now debate the promise of the South African approach, and the possibility of weak-form judicial review in social rights cases. This article considers the Indian experience with social rights, and explains how it exhibits a new form of social rights adjudication. In this dissertation, transmitter adaptation for optimal resource allocation in wireless communication systems are investigated. First, a multiple access channel model is considered where many transmitters communicate with a single receiver. This scenario is a basic component of a. wireless network in which multiple users simultaneously access the resources of a wireless service provider. Understanding the impact of pilot interpersonal dynamics may be crucial for flight team success as well as the prevention of air crash disasters. Achieving optimum performance from flight teams requires limiting unnecessary pilot task load. This study examined American and Chinese simulated flight crews. Factors believed to affect cockpit interpersonal dynamics and subsequent crew task loads were pilot personality and nationality. Pilot personality, team personality elevation, team personality variability, and team nationality were analyzed for their potential impact on task load perceptions. Although contemporary practitioners have rejected the confrontational style and perceived aggressiveness of earlier family therapists in favor of a more "collaborative" stance, confrontation, as a technique, is still widely used in almost all forms of psychotherapy, including family therapy. The present process study explored what makes confrontation more or less effective in motivating clients to recognize and reevaluate counterproductive ways of interacting. Megargee (1977) originally developed a classification system for MMPI profiles for male offenders, and eventually expanded this system to also accommodate the MMPI profiles of female offenders (Megargee, 1992). Recently Megargee expanded and modified this system for use with the MMPI-2 (Megargee, Carbonell, Bohn, and Sliger, 2001). The purpose of the current study was to examine the utility of Megargee's systems as applied to adolescents in correctional facilities based on MMPI-A results. The purpose of the current study was to examine the internal and external psychometric properties of the Harris-Lingoes subscales. This was accomplished by use of both self-report and caregiver-rated external criterion measures. The present study employed an archival data set consisting of 760 adolescents (470 boys and 290 girls) who completed the MMPI-A at an outpatient adolescent treatment facility as part of a court-ordered psychological evaluation. Overall, a number of subscales demonstrated good internal consistency reliability (e.g., D4 and Hy3) whereas other subscales (e.g., Pd2) demonstrated unacceptable internal consistency reliability for both genders. Blooms of Aureococcus anophagefferens (Brown Tides) in Chincoteague Bay were observed over a six-year period (2002–2007) during which interannual differences in nitrogen and carbon uptake and concentrations of dissolved constituents were compared at two sites, one in Maryland and the other in Virginia. Overall, I observed an increase in bloom intensity and duration over time. No single nitrogen compound was responsible for fueling blooms. Instead, A. anophagefferens demonstrated the ability to use a wide range of nitrogen compounds to meet its nutritional demands. Certain trace metals are important cofactors in enzymatic systems and are thus, essential for life in the world's oceans. Two of these metals, Zn and Cd, are required by phytoplankton for enzymes that facilitate carbon uptake (Morel and Price, 2003). In seawater the total dissolved concentration of a metal (MTD) is distributed among different chemical species and this chemical speciation dictates a metal's bioavailability. Dissolved and suspended particulate samples collected during the Intergovernmental Oceanographic Commission 2002 Contaminant Baseline Survey were analyzed to determine the surface and vertical distributions of Cd, Co, Cu, Mn, Ni Zn and Pb across the western and central North Pacific.

Dissolved trace metal concentrations were measured using a novel isotope dilution-ICP-MS method after extraction over an 8-hydroxyquinoline resin column and validated through the use of the SAFe consensus reference materials. Successful evacuations from metropolitan areas require optimizing the transportation network, monitoring conditions, and adapting to changes. Evacuation plans seek to maximize the city's ability to evacuate traffic to flee the endangered region, but once an evacuation begins, real time events degrade even the best plans.

To better understand behavioral responses made during a hurricane evacuation, a survey of potential evacuees obtained data on demographics, driving characteristics, and the traffic information considered prior to and during an evacuation. Analysis showed significant levels of correlation between demographic factors (e.g., gender, age, social class, etc.) and self-assessed driver characteristics, but limited correlation with …

The conflict between work and family responsibilities remains a significant barrier to women's equality in the American workplace. As many commentators have noted with envy, the United States stands apart from most European countries in its failure to give women a legal right to paid maternity leave.

This Article argues that the United States's potential for reconciling the work-family conflict is undermined by the predominance of antidiscrimination law. The unique trajectory of U.S. antidiscrimination law, designed to combat paternalism and gender stereotypes, has pushed family and medical leave into a single legal regime. These approaches reconnect Volterra theory and flight mechanics research, which has not been addressed in the technical literature for over twenty years. Antibiotic effectiveness is a common pool resource that can be prematurely depleted through resistance. Some experts warn that we may face a global ecological collapse in antibiotic effectiveness.

Conventional wisdom argues for more intellectual property rights to speed the creation of new antibiotics. Recent theoretical literature suggests that conservation-based approaches may yield superior results. This Article describes a novel typology for organizing these emerging theories and provides an early empirical test of these models using proprietary data on the sales of vancomycin, an important hospital antibiotic for the last three decades.

When Westerners explain the causes of actions or outcomes in the criminal law context, they demonstrate a strong tendency to overestimate the importance of dispositional factors, like thinking, preferring, and willing, and underestimate the impact of interior and exterior situational factors, including environmental, historical, and social forces, as well as affective states, knowledge structures, motives, and other unseen aspects of our cognitive frameworks and processes. This study examined comparative validity of the MMPI-A scale scores of African American and Caucasian male juvenile delinquents utilizing a step down hierarchical regression procedure proposed by Laughtenschlager & Mendoza (1986). The MMPI-A (Butcher et al., 1992) was administered to 281 African American and Caucasian juvenile delinquents while their caretakers filled out the CBCL (Achenbach, 1991; Achenbach & Rescorla, 2001) and DBRS (Barkley & Murphy, 1998), which were used as extra-test measures. Significant overall prediction bias was detected in 15 out of 56 regressions. Statistically significant prediction bias was found for a subset of criterion variables for Clinical Scales 2, …

Caribbean coral reefs have undergone a phase shift from a system dominated by corals to one where algae are pervasive. This shift was precipitated by the loss of herbivores, including the mass mortality of the long spined sea urchin (Diadema antillarum), coupled with disease and the recruitment failure of hermatypic corals. Diadema populations have recovered in some areas of the Caribbean, but are still below historical levels in the Florida Keys, likely due to low larval supply coupled with predation on juveniles. Data (multivariate data) on two sets of vectors commonly occur in applications. Statistical analysis of these data is usually done using a canonical correlation analysis (CCA). Occurrence of these data at multiple occasions or conditions leads to longitudinal multivariate data for a CCA. We address the problem of canonical correlation analysis on longitudinal data when the data have a Kronecker product covariance structure. Using structured correlation matrices we model the dependency of repeatedly observed data.
