Pneumonic plague, caused by the gram-negative bacteria Yersinia pestis, has led to millions of human causalities during several major pandemics and has the potential to be employed as a deadly biological warfare agent. For this reason, it is vital that an effective vaccine against Y. pestis be created. Currently, a subunit vaccine exists which works by stimulating B-cells (humoral immunity), but it has failed to protect primates in aerosolized bacterial challenges. In an effort to complement the existing vaccine, an alternative vaccine strategy can use both B-cell stimulation and the targeting of T cells (cell-mediated immunity) with an antigenic peptide …

As academics have become increasingly interested in globalization, scholars in many fields have turned their attention to theorizations of the state and state power. Admittedly, most criminologists have paid relatively attention to theories of the state, its function, role, or issues of sovereignty (save for Barak, 1991; Chambliss and Zatz, 1993; Friedrichs, 1992; Michalowski and Kramer, 1987; Mullins and Rothe, 2008; Rothe and Mullins, 2006, 2007, 2008). This article analyzes Pakistan’s nuclear weapons program and the characteristics of the environment in which the program is nested. These characteristics include Pakistan’s history of internal and external instability; nuclear saber rattling during crises; support for Islamic terrorism in order to advance state goals; indigenous production of many elements of its nuclear forces; possession of delivery and command and control systems with destabilizing characteristics; and finally, nuclear doctrine that appears to advocate first use of nuclear weapons. The article argues that the characteristics of Pakistan’s nuclear weapons program generate threats to US national security interests. The article examines six interrelated …

Whether viewed as a socio-legal project gently civilizing states away from an older politics of diplomacy, deterrence, self-help and legitimate warfare, or as an institutional project establishing a collective security system premised on the rule of law, the primary purpose of the United Nations today remains the maintenance of international peace and security and the abolition of the “scourge of war.” In March 2003, the U.S. and its allies invaded Iraq, a member State of the United Nations, in order to disarm it and change the regime of Saddam Hussein. This article is squarely opposed to views advanced by Eric Posner, Adrian Vermeule, and others that transitional justice is just a special case of “Ordinary Justice.” Paying special attention to debates about reparations, this article argues that transitional justice is extraordinary, reflecting the source and nature of atrocities perpetrated under an abusive regime, and focused on the challenges and goals that define transitions to democracy. In particular, this Article argues that transitional justice is not profane, preservative, and retrospective, but, rather, Janus-faced, liminal, and transformative. The Amended Google Books Settlement Is Still Exclusive, James Grimmelmann

This brief essay argues that the proposed settlement in the Google Books case, although formally non-exclusive, would have the practical effect of giving Google an exclusive license to a large number of books. The settlement itself does not create mechanisms for Google's competitors to obtain licenses to orphan books and competitors are unlikely to be able to obtain similar settlements of their own. Recent amendments to the settlement do not change this conclusion.

Although the curriculum has slightly changed since then, the courses needed a major facelift to meet the ever changing cyber threats. How have large naval powers affected international commerce in history? Using a panel gravity model, we investigate the interactions of wars, alliances, naval power and trade from the 18th to mid-20th centuries. Striking an alliance with a naval power helps a country’s interstate commerce. Fighting a naval power on the other hand limits a country’s interstate commerce. Further, we split this effect on trade between an extensive effect (effect on a country’s trade when fighting a naval power) and an intensive effect (effect of that power gaining more naval strength). We conclude that the intensive effect is a powerful one …
