'The Father Of Us All': The Cold War Liberalism Of Reinhold Niebuhr And The Paradox Of America's Moral Insecurity, Kendall S. Eyster

History

145 years after Lincoln's Second Inaugural Address, there has been a flood of interest in theologian Reinhold Niebuhr, and his awareness of the potential hubris in waging a struggle against extremism. His constantly shifting positions on liberalism and America’s global stature has led to disagreement between historians and politicians who claim his legacy on both ends of the political spectrum. What is indisputable, however, is Niebuhr’s belief in liberalism’s epistemological debt to the ideals of Christianity and the repudiation of America’s history as merely a blueprint for democracy that should be repeated, sui generis, elsewhere.

Federal laws and policies as they relate to the employment of people with disabilities are at war with themselves. Antidiscrimination law, primarily through the Americans with Disabilities Act, is premised on the empowering idea that people with disabilities can and should work once discriminatory societal barriers are removed. But antidiscrimination law does not work alone. There is a separate sphere of social welfare policies that provides more affirmative forms of assistance to people with disabilities. These older programs contain significant work disincentives and are often conditioned on detachment from the labor force. These divergent views of disability and employment have …

SOLON Law, Crime and History (previously SOLON Crimes and Misdemeanours: Deviance and the Law in Historical Perspective)

This article concerns the 16 year penal experiment at Brixton, Britain's first convict prison for women (1853-1869). From the start, the regime at Brixton was seen by Home Office officials and prison staff alike as a second-best solution, since contemporary views on 'appropriate' women's work ruled out the hard physical labour of the men's public works prisons, felt to bring salutary effects to both body and mind. The emphasis was placed instead on inculcating those domestic, 'womanly' values felt to be under threat from the social forces unleashed by the Industrial Revolution. This monograph focuses on Office Number 39's key illicit activities— to include manufacture and distribution of illegal drugs, the counterfeiting of U.S. currency, and the manufacture and distribution of counterfeit cigarettes. Developing leaders through experience, formal training, and education is a long-standing hallmark of the U.S. Army. Maintaining its excellence as a developmental organization requires vigilance, however. Authorized strength and inventory mismatches, an inverse relationship between responsibility and formal developmental time, and sparse nonoperational development opportunities are serious challenges the Army must address. Doing so requires a talent development strategy firmly rooted in human capital theory. Such a strategy will recognize the value of continuing higher education, genuinely useful evaluations, and the signals associated with professional credentials.

Many insurgents groups benefit from sanctuaries in neighboring countries where they are relatively safe from state security forces. These transnational insurgencies complicate traditional counterinsurgency operations in significant ways. Most importantly, transnational insurgencies have the potential to spark conflicts between neighboring countries. This monograph examines several transnational insurgencies that have been active since the end of the Cold War. While many neighboring countries have experienced the escalation of conflict between them as the result of cross-border violence, other states have successfully cooperated in providing border security. Journalists, authors, filmmakers, and historians have been interested in Benjamin “Bugsy” Siegel for over six decades. Collectively, they have crafted a cohesive mythological narrative of Siegel’s life one focused upon “rags to riches” success and his contributions to the development of Las Vegas, Nevada. Most attribute to Siegel the inspiration for not only the Flamingo Hotel‐Casino, but also for the glamorous, classy, flashy resort city Las Vegas became after World War II. This paper describes the development of the myth since Siegel’s murder in 1947 as well as how it has been sustained.

This report provides data on terrorist attacks against public surface transportation targets and serious crimes committed against such targets throughout the world. The data are drawn from the MTI database of attacks on public surface transportation, which is expanded and updated as information becomes available. This analysis is based on the database as of February 20, 2010. Data include the frequency and lethality with which trains, buses, and road and highway targets are attacked; the relationship between fatalities and attacks against those targets; and the relationship between injuries and attacks against them.
