This study explores the relationship between faculty utilization of instructional technology and the leadership style of mathematics and English academic department chairpersons in associate degree-granting community colleges in the states of Maryland, Pennsylvania, and Virginia. The degree to which instructional technology was utilized in teaching courses was determined through self reporting surveys answered via mail by the selected faculty and chairs in the study. The academic department chairpersons in mathematics and English departments at the selected community colleges were rated by their faculty to determine their leadership style, using the Bolman and Deal Leadership Orientations survey. The Effect Of Early Maltreatment, Victimization, And Partner Violence On Hiv Risk Behavior Among Homeless Young Adults, Lisa A. Melander, Kimberly A. Tyler

Purpose: The purpose of our study was to examine the relationship between child maltreatment, physical and sexual victimization, and partner violence victimization with human immunodeficiency virus (HIV) risk behaviors among a sample of homeless young adults from the midwestern United States.
Methods: Data are from the Homeless Young Adult Project. A total of 199 young adults aged 19–26 years were interviewed over 14 months using a systematic sampling strategy. The final sample included 172 young adults who were homeless or had a history of running away and being homeless.

Research has, for years, linked early intervention with student achievement. Students coming from an appropriate developmental preschool program are at an advantage and are readily able to face the rigor of elementary school (Campbell & Ramey, 1994). This study investigated whether there were statistically significant relationships among preschool attendance, gender, free/reduced status, and ethnicity and the cognitive development of kindergarten students as measured by AIMSweb Progress Monitoring and Response to Intervention System. This study also investigated the relationship between social skills competence and the cognitive development of kindergarten students as measured by the School-age Social and Emotional Adaptive Skills Inventory. …

Who's To Blame? Elaborating The Role Of Attributions In General Strain Theory, John P. Hoffmann, Karen R. Spence

Agnew’s general strain theory (GST) has motivated dozens of criminological studies over the past two decades. Borrowing in part from Cloward and Ohlin’s model of delinquency, Agnew claimed that anger, a key component of GST, occurs when adolescents externalize blame for their adversity. This implies that adolescents who blame strain on an external causal agent (e.g., a parent, a teacher, economic disadvantages) are more likely to get angry and thus lash out through delinquent acts. Since the Supreme Court’s widely criticized decision in DeShaney v. Winnebago County Department of Social Services, the principle that the Constitution affords no relief for a social worker’s failure to prevent harm to a child has been described as a “staple of our constitutional law.” Whatever might be said about this principle on its own terms, it produces very troubling incentives for social workers, who may still face constitutional tort liability when they act affirmatively to intervene in troubled families—the unjustified removal of a child from her parents’ custody, after all, is the sort of infringement proscribed by our Constitution’s …

The Wongi
people are Indigenous to the Goldfields region and account for just 10 per cent of the population; yet they make up 90 per cent of the prisoners. With Indigenous incarceration rates above 8,000 per 100,000 adult male population in Western Australia, imprisonment is clearly a common experience for Indigenous men and women that profoundly affect the lives of their families. Gaols are meant to be used as a sentence of last resort when the severity of the offence requires severe punishment and prevention of further offences requires close confinement. The implementation of a developmental continuum for intelligence professionals, based on a traditional competency model may be ubiquitous across the breadth of intelligence. This paper argues that specialised contextual and cultural education and training and subsequent recognition of those skills, knowledge and attributes, is an essential element in achieving organisational and individual objectives for criminal intelligence professionals. The following study, funded by the National Institute of Drug Abuse (NIDA), utilized the Addiction Belief Inventory (ABI; Luke, Ribisl, Walton, & Davidson, 2002) to examine addiction attitudes in a national sample of U.S. college/university faculty teaching addiction-specific courses (n = 215). Results suggest that addiction educators view substance abuse as a coping mechanism rather than a moral failure, and are ambivalent about calling substance abuse or addiction a disease. Most do not support individual efficacy toward recovery, the ability to control use, or social use after treatment. Informal Money Transfer systems represent one of several persistent loopholes in the fight against the War on Terror. Terrorist groups and criminal networks continue to use the Hawala system, as well as other informal transfer systems, to escape the regulatory and administrative control of formal international banking transactions. In an age where global financial regulation is underpinned by international agreement through Basel and others, the ongoing use of IVTs in Australia is cause for increasing concern. Access control systems using biometric identification readers are becoming common within critical infrastructure and other high security applications. There is a perception that biometric, due to their ability to identify and validate the user, are more secure. However, biometric systems are vulnerable to many categories of attack vectors and there has been restricted research into such defeat vulnerabilities. This study expands on a past article (Brooks, 2009) that presented a defeat evaluation methodology applied to high-security biometric readers. A subject that eludes a consensus definition, security is an amalgam of disciplines that is moving inexorably towards professionalisation. Yet identifying who or what defines a security professional remains as difficult and elusory as a comprehensive definition of security that captures all of its modern facets and many actors. The view of elevating such a discipline as security to the status of a profession provokes polarised opinions. This article reviews the literature, examining what elements identify a security professional and exploring the significant themes and issues. Further, it has been the progressively more diverse methods available for communication that has fuelled expanding applications for information warfare techniques into non-military environments. Minority Group Threat And Racial Profiling: An Analysis Of Pretextual Traffic Stops And Outcomes In Missouri Municipalities, Pernell Witherspoon

Racial profiling remains a controversial societal issue due in part to difficulties in determining its prevalence. Some analysts have proposed that criminological theories should be used to explain racial profiling. Using the minority group threat hypothesis, this dissertation analyzes the effects of Black population increases on race-based pretextual stops in 113 Missouri municipalities with sizable Black populations. The research also analyzes the effects of the growth and size of the Black population on traffic stop outcomes, including searches, contraband found, arrests, and citations. Other variables that might explain pretextual stops and traffic stop outcomes, including violent crime rates and socioeconomic …
