A Question Of Investment: Is Prevention Worth The Price?, Scott B. Smith, Christine G. Springer
A Question Of Investment: Is Prevention Worth The Price?, Scott B. Smith, Christine G. Springer
Public Policy and Leadership Faculty Research
In today’s calculus of public and private budgeting, an ounce of prevention may no longer be worth a pound of “cure.”
“Prevention” takes many forms: Preparing one’s family for an emergency. Buying life and property insurance. Buying corporate insurance. Having a sufficiently-sized and well-trained security workforce at your workplace. Supporting law enforcement efforts to get one step ahead of the bad guy (whether a criminal or a terrorist). Supporting entities like UNLV’s Institute for Security Studies whose sole raison d’etre is to make Las Vegas and Nevada a safe and secure place to live, work and visit.

Spatial Perception And Robot Operation: The Relationship Between Visual Spatial Ability And Performance Under Direct Line Of Sight And Teleoperation, Joshua Gomer
All Dissertations
This dissertation investigated the relationship between the spatial perception abilities of operators and robot operation under direct-line-of-sight and teleoperation viewing conditions. This study was an effort to determine if spatial ability testing may be a useful tool in the selection of human-robot interaction (HRI) operators. Participants completed eight cognitive ability measures and operated one of four types of robots under tasks of low and high difficulty. Performance for each participant was tested during both direct-line-of-sight and teleoperation. These results provide additional evidence that spatial perception abilities are reliable predictors of direct-line-of-sight and teleoperation performance. Participants in this study with higher …
Modeling Of On-Line Traffic Control And Management Network For Operational And Communication Performance Evaluation, Yan Zhou
All Dissertations
Communication systems are the backbone of every effective and reliable traffic control and management application. While traditional fiber optics and telephone communications have long been used in managing and controlling highway traffic, wireless communication technology shows great promise as an alternative solution in traffic management applications due to their suitability for deployment in rural areas, and their flexibility and cost-effectiveness for system expansion. However, the detailed characteristics of various wireless communication technologies and real performance in the field have not been systematically studied. To augment this existing knowledge so that traffic professionals may better utilize these technologies to improve traffic …
Development Of An Outcomes-Based Undergraduate Curriculum In Homeland Security, James D. Ramsay, Daniel Cutrer, Robert Raffel
Development Of An Outcomes-Based Undergraduate Curriculum In Homeland Security, James D. Ramsay, Daniel Cutrer, Robert Raffel
Applied Aviation Sciences - Daytona Beach
As a professional discipline, homeland security is complex, dynamic, and interdisciplinary and not given to facile definition. As an academic discipline, homeland security is relatively new and growing, and its workforce aging. As such, there is an acknowledged need to develop academic homeland security programs to try and meet anticipated workforce needs. However, the lack of an accreditation system or a set of available published outcomes (or standards) have complicated efforts towards homeland security program development. At present, determining which courses to teach and which outcomes in each course to pursue must be left to anecdotal conversations, reviews of the …

Increased Functionality Of Floodplain Mapping Automation: Utah Inundation Mapping System (Utims), Brian K. Stevens
Increased Functionality Of Floodplain Mapping Automation: Utah Inundation Mapping System (Utims), Brian K. Stevens
All Graduate Theses and Dissertations, Spring 1920 to Summer 2023
Floodplain mapping has become an increasingly important part of floodplain management. Floodplain mapping employs mapping software and hydraulic calculation packages to efficiently map floodplains. Modelers often utilize automation software to develop the complex geometries required to reduce the time to develop hydraulic models.
The Utah Inundation Mapping System (UTIMS) was designed to reduce the time required to develop complex geometries for use in floodplain mapping studies. UTIMS reduces the time required to develop geometries used in floodplain management studies. The automated geometries developed include: flood specific river centerlines, bank lines, flow path lines, cross sections, and areal averaged n-value polygons. …
Micro Electro Mechanical Systems Integrated Frequency Reconfigurable Antennas For Public Safety Applications, Hema Swaroop Mopidevi
Micro Electro Mechanical Systems Integrated Frequency Reconfigurable Antennas For Public Safety Applications, Hema Swaroop Mopidevi
All Graduate Theses and Dissertations, Spring 1920 to Summer 2023
This thesis work builds on the concept of reconfiguring the antenna properties (frequency, polarization, radiation pattern) using Radio Frequency (RF) Micro Electro Mechanical Systems (MEMS). This is a part of the overall research performed at the RF Micro/Nano Electro Mechanical Systems (μN∈MS) Laboratory at Utah State University, which includes design, microfabrication, test, and characterization of μN∈MS integrated cognitive wireless communication systems (Appendix A).
In the first step, a compact and broadband Planar Inverted F Antenna (PIFA) is designed with a goal to accommodate reconfigurability at a later stage. Then, a Frequency Reconfigurable Antenna …
Institutions, Interest Groups, And Gun Control Policy: A Comparative Study Of Focusing Events, Anthony Fleming
Institutions, Interest Groups, And Gun Control Policy: A Comparative Study Of Focusing Events, Anthony Fleming
Graduate Theses, Dissertations, and Problem Reports (ETD)
This dissertation discusses the importance of firearms related focusing events in two states: the United States and Canada. It is my contention that focusing events can lead to items being placed on the agenda; however, interest group activity can either impede or promote the policy outcomes due to the event.;I argue that in the United States firearms related focusing events often lead to new policy being placed on the agenda when there is a Democratic government; however, due to the diffuse nature of the American political system and the presence of the NRA (a staunchly status quo group) policy rarely, …
Group-Based Authentication Mechanisms For Vehicular Ad-Hoc Networks, Marshall K. Riley
Group-Based Authentication Mechanisms For Vehicular Ad-Hoc Networks, Marshall K. Riley
Theses
Vehicular ad hoc networks (VANETs) provide opportunities to exchange traffic information among vehicles allowing drivers to not only adjust their routes but also prevent possible collisions. Due to the criticality of exchanged information, message authentication which will not expose the privacy of vehicles is required. The majority of current authentication schemes for VANETs depend primarily on public-key cryptography which brings extra overhead in terms of delay and requires infrastructure support for certificate verification. Symmetric-key based techniques can be more efficient, but they introduce significant key maintenance overheads. Herein, by considering the natural group behavior of vehicle communications, we propose an …

Journal of Strategic Security
This article describes a fictional deadly attack by a lone-wolf terrorist during a high school football event in a small town, here in the United States. The authors begin by describing an attack and then focus on the response from the medical community, city, county, state, and federal government officials. Next, the authors make several recommendations on what actions are needed to develop an effective plan to combat terrorist activities during a small- to mid-size sports event. Among the actions needed, the authors focus on the following: response planning, emergency action plan, incident command, policies and procedures, and security staff …
