This research study evaluated the current accuracy of the location information provided in Kentucky‟s crash data. Since the year 2000, the Kentucky Open Portal System‟s (KYOPS) eCrash form has included latitude and longitude data as well as the more traditional County, Route and Milepoint data (CRMP). The Kentucky Transportation Center conducted a research report in 2004 that evaluated the effectiveness of using latitude and longitude, or GPS, as a means to locate traffic crash data.1 This previous study found that both the CRMP and GPS location data had substantial problems resulting in the location data only being accurate about 50 …

As law students quickly learn, the strict-scrutiny test governs challenges under the Equal Protection Clause to the government's use of suspect classifications and infringement on certain fundamental rights. To survive strict scrutiny, the government bears the heavy burden of showing a compelling interest in drawing a suspect classification or infringing on a fundamental right and narrowly tailored means to achieve that interest. Globalization has not translated into a set of universal monolithic values. As populations relocate for various reasons, increasingly less effort is required not only to stay connected, but to remain within the home community via satellite television, radio, telecommunications, and locally concentrated diaspora. No Direction Home: Constitutional Limitations On Washington's Homeless Encampment Ordinances, Jordan Talge

Washington Law Review

The Washington State Constitution protects the free exercise of religion. It also vests strong police power in local governments. When these two constitutional provisions conflict, the Washington State Supreme Court must draw the line between valid police power action and impermissible burden on free exercise. In City of Woodinville v. Northshore United Church of Christ, a municipal government crossed that line. The City of Woodinville, Washington refused to consider a church’s application to host a homeless encampment. A wave of local anti-immigration laws has swept the country, triggering contentious debate and raising significant legal and policy issues. One critical dimension that has been largely ignored, however, is the economic impact of these laws: Are jurisdictions with them better off economically than those without them?

In the first empirical study of this issue, we analyze the economic impact of local anti-immigration laws. The laws take different forms - some authorize local police to enforce federal immigration laws, some restrict benefits like housing and employment to those with legal immigration status, and some require all government transactions to be …

Motor vehicle crashes are one of the leading causes of death in the United States. The most recent data available show that in 2006 there were almost 6 million police-reported motor vehicle crashes in the United States where a total of 42,642 people were killed and an additional 2.6 million were injured. The majority of these motor vehicle crashes occurred at intersections or within the intersection influence areas. Traffic conflicts occur at intersections due to traffic streams moving in different directions interfering with each other, and as a result they become areas with high potential for traffic crashes compared with …

Health care reform took center stage on a national level overthe past year. Despite suggestions that medical liability reform might be incorporated into the federal legislation, in the end, it was not. Similarly, this year saw few legislative developments at the state level in medical malpractice law, as the Virginia General Assembly focused its energy primarily on the budget shortfall and other issues. There were, however, several health care legislative and case developments of note which will impact the medical liability landscape in the coming years.
