Salvage Awards On The Somali Coast: Who Pays For Public And Private Rescue Efforts In Piracy Crises?, Geoffrey Christopher Rapp Nov 2010

Salvage Awards On The Somali Coast: Who Pays For Public And Private Rescue Efforts In Piracy Crises?, Geoffrey Christopher Rapp

American University Law Review

This paper, a contribution to the "Troubled Waters: Combating Modern Piracy with the Rule of Law" symposium, explores the question of who pays for rescue efforts associated with maritime piracy. The paper explores the availability of admiralty law's salvage awards to governmental and non-governmental actors who intervene to rescue vessels and crew from pirates. Such awards provide an unusual incentive to rescue, traditionally unavailable for land-based rescue, but may raise complicated questions of policy and international law. The paper concludes by comparing salvage awards to a recent trend in American states to adopt "Search and Rescue" expense statutes allowing governments …

Accumulation, Excess, Childhood: Toward A Countertopography Of Risk And Waste, Cindi Katz Nov 2010

Accumulation, Excess, Childhood: Toward A Countertopography Of Risk And Waste, Cindi Katz

Publications and Research

This piece grows out of my on-going project, ‘Childhood as Spectacle’, and my enduring concern with social reproduction and what it does for and to Marxist and other critical political-economic analyses. After more than 30 years of Marxist-feminist interventions around these issues, symptomatic silences around social reproduction remain all too common in analyses of capitalism. Working through these issues and their occlusion, I offer what I hope is a useful and vibrant theoretical framework for examining geographies of children, youth, and families. Building this framework calls into play three overlapping issues; neoliberal capitalism in crisis and David Harvey’s notion of …

A Retrospective Analysis Of The Potential Environmental Stressors Responsible For The Decline Of The Natural Populations Of The Florida Apple Snail (Pomacea Paludosa) In The A.R.M. Loxahatchee National Wildlife Refuge, Shannon Ladd

USF Tampa Graduate Theses and Dissertations

The purpose of this thesis is to determine the factors that contributed to the decline of Florida apple snail (Pomacea paludosa) populations in the A.R.M. Loxahatchee National Wildlife Refuge with the goal of devising management recommendations to the Refuge regarding population management strategies. The factors examined that could have potentially contributed to population decline include the use of copper-based herbicides, insecticide application, the occurrence of drought, the use of other herbicides, the occurrence of fire, and non-avian predation. Annual Narrative documents produced by Refuge managers and staff members, dated from 1951 to 2007, were used to collect historical data for …

Unpacking Sources Of Comparative Advantage: A Quantitative Approach, Davin Chor Nov 2010

Unpacking Sources Of Comparative Advantage: A Quantitative Approach, Davin Chor

Research Collection School Of Economics

This paper develops an approach for quantifying the importance of different sources of comparative advantage, by extending the Eaton and Kortum (2002) model to predict industry trade flows. In this framework, comparative advantage is determined by the interaction of country and industry characteristics, with countries specializing in industries whose production needs they can best meet with their factor endowments and institutional strengths. I estimate the model parameters using: (i) OLS; and (ii) a simulated method of moments procedure that accounts for the prevalence of zeros in the bilateral trade data. I apply the model to explore various quantitative questions, such …

Understanding Social Entrepreneurship And Features Of It, Fatih Öztürk

Studia i Materiały Wydział Zarządzania Uniwersytet Warszawski

Social entrepreneurship has become a significant field of academic literature for about twenty years. A growing attention to social entrepreneurship has appeared since then. Scholarly interest for it stems from its mission in society that brings affective solutions to the existing social issues, presents distinctive perspectives to the individuals and creates a social value. The purpose of this paper is to provide a view of social entrepreneurship as a process that contributes to social wealth, explores the opportunities for social change and leads to social ventures. Social entrepreneurs have addressed essential human needs that have been ignored and forgotten by …

All Materials

Disturbances are important for renewal of North American forests. Here we summarize more than 180 site years of eddy covariance measurements of carbon dioxide flux made at forest chronosequences in North America. The disturbances included stand-replacing fire (Alaska, Arizona, Manitoba, and Saskatchewan) and harvest (British Columbia, Florida, New Brunswick, Oregon, Quebec, Saskatchewan, and Wisconsin) events, insect infestations (gypsy moth, forest tent caterpillar, and mountain pine beetle), Hurricane Wilma, and silvicultural thinning (Arizona, California, and New Brunswick). Net ecosystem production (NEP) showed a carbon loss from all ecosystems following a stand-replacing disturbance, becoming a carbon sink by 20 years for all …

Failed States And The Spread Of Terrorism In Sub-Saharan Africa, Tiffiany O. Howard Oct 2010

Failed States And The Spread Of Terrorism In Sub-Saharan Africa, Tiffiany O. Howard

Political Science Faculty Research

Plagued by systematic state failure, sub-Saharan Africa's failed states have helped facilitate internationally sponsored terrorist networks and operations. However, until recently, this type of activity was primarily relegated to North Africa and the Horn. But that has begun to change. Now, what was once a seemingly benign terrorist presence in sub-Saharan Africa is starting to transform into a movement, with states such as Nigeria, Sierra Leone, Liberia, and the Democratic Republic of the Congo (DRC) now lending arms, financial support, and radical militants to the extremist jihadist movement of internationally sponsored terrorist organizations such as Al Qaeda. Further, with the …

Virtual Education In Rhode Island’S K-12 Public Schools: Current Status And Perceptions Of Administrators, Barbara C. Morse, Ralph Jasparro Oct 2010

Virtual Education In Rhode Island’S K-12 Public Schools: Current Status And Perceptions Of Administrators, Barbara C. Morse, Ralph Jasparro

K-12 Education

The purpose of this study was to investigate the nature and extent of virtual education implementation in Rhode Island‟s K-12 public schools, and to explore the school administrators‟ perceived importance of and barriers to implementation of distance learning in their schools. The study also explored if there were differences in the perceptions of administrators based on location and school structure. In 2009, Rhode Island Commissioner of Education Deborah A. Gist announced a statewide reform agenda that included establishing a statewide virtual high school (Projo.com, 2009). Unlike traditional education, administrators seeking resources to aide in virtual program formulation will find a …

Querying The Place And Shape Of Ethics In Education: Models And Methods, Victoria Nunez Oct 2010

Querying The Place And Shape Of Ethics In Education: Models And Methods, Victoria Nunez

NERA Conference Proceedings 2010

The idea of integrating an exploration of ethics and other forms of philosophical thinking into the P-12 curriculum has been defined and explored both locally and globally over the last four decades. Yet the local movements to incorporate ethics into education have stalled and need to be reinvigorated. My perspective as the discussant is shaped by my study and teaching of feminist care ethics (Noddings, 2005) and the way the notion of caring has been applied by critical Latino/a studies researchers in the study of Latino/a urban education (Valenzuela,1999; De Jesus, 2003; De Jesus & Antrop-Gonzalez , 2006; Antrop-Gonzalez & …

Students As The Definitive Source Of Formative Assessment: Academic Self-Assessment And The Self-Regulation Of Learning, Heidi L. Andrade Oct 2010

Students As The Definitive Source Of Formative Assessment: Academic Self-Assessment And The Self-Regulation Of Learning, Heidi L. Andrade

NERA Conference Proceedings 2010

This paper presents a synthesis of scholarship on formative assessment, self-assessment, and self-regulated learning. It has two objectives: (1) to bridge the gap between two related but distinct areas of inquiry, (2) to illustrate how research on self-regulation can inform the study of formative assessment in general and self-assessment in particular. The paper begins by briefly reviewing and integrating the relevant literatures. It then presents a simple model, proposes general principles for supporting self-assessment and self-regulation in the classroom, and presents examples from classroom practice.

Leisure In The Life Of The 21st Century Black Church: Re-Thinking The Gift, Steven N. Waller Ph.D. Oct 2010

Leisure In The Life Of The 21st Century Black Church: Re-Thinking The Gift, Steven N. Waller Ph.D.

Movement and Being: The Journal of the Christian Society for Kinesiology, Leisure and Sports Studies

Scholarship devoted to examining the role that leisure plays in the life of the Black Church is lacking. Leisure is an important facet of congregational life in African American churches and permeates congregational dynamics on multiple levels. The purpose of this essay is to examine leisure in the life of the Black Church and posit how a healthy, theologically accurate understanding of the value of leisure can help with health and wellness promotion, community-economic development and church growth. The Black Church is defined as the eight historically Black denominations: African Methodist Episcopal, African Methodist Episcopal Zion, Christian Methodist Episcopal, Church …
