Catholic Schools, Urban Neighborhoods, And Education Reform, Margaret F. Brinig, Nicole Stelle Garnett Mar 2010

Catholic Schools, Urban Neighborhoods, And Education Reform, Margaret F. Brinig, Nicole Stelle Garnett

Journal Articles

More than 1,600 Catholic elementary and secondary schools have closed or been consolidated during the last two decades. The Archdiocese of Chicago alone (the subject of our study) has closed 148 schools since 1984. Primarily because urban Catholic schools have a strong track record of educating disadvantaged children who do not, generally, fare well in public schools, these school closures have prompted concern in education policy circles. While we are inclined to agree that Catholic school closures contribute to a broader educational crisis, this paper shies away from debates about educational outcomes. Rather than focusing on the work done inside …

Unlocking The Power Of State Constitutions With Equal Protection: The First Step Toward Education As A Federally Protected Right, Derek W. Black Mar 2010

Unlocking The Power Of State Constitutions With Equal Protection: The First Step Toward Education As A Federally Protected Right, Derek W. Black

William & Mary Law Review

This Article analyzes the intersection of state constitutional law right at stake and the responsibility for enforcing it. Thus, the scrutiny of this right under federal equal protection would be far different than it was just a few decades ago. Given the states’ weakened ability to enforce these rights, the future of education equity depends on federal intervention. with federal equal protection, revealing how federal equal protection, by relying on state constitutional education standards, can force states to further equalize and increase the resources available to struggling schools. It begins by exploring the extent of inequality and inadequacy in our …

Knowledge Building And Vocabulary Growth Over Two Years, Grades 3 And 4, Yanqing Sun, Jianwei Zhang, Marlene Scardamalia

Educational Theory and Practice Faculty Scholarship

High-level literacy and productive knowledge work are central to educational reforms. In the research reported in this article, students were engaged in sustained, collaborative knowledge building in science and social studies. The vocabulary growth of 22 students over Grades 3 and 4 was traced, based on their entries to Knowledge Forum—a knowledge building environment used as an integral part of classroom work. It is the communal space where ideas, reference material, results of experiments, and other inquiry work are entered and continually improved. Analysis of lexical frequency profiles indicated significant growth in productive written vocabulary, including academic words. In a …

Transnational Insurgencies And The Escalation Of Regional Conflict: Lessons For Iraq And Afghanistan, Idean Salehyan Dr Mar 2010

Transnational Insurgencies And The Escalation Of Regional Conflict: Lessons For Iraq And Afghanistan, Idean Salehyan Dr

Books, Monographs & Collaborative Studies

Many insurgents groups benefit from sanctuaries in neighboring countries where they are relatively safe from state security forces. These transnational insurgencies complicate traditional counterinsurgency operations in significant ways. Most importantly, transnational insurgencies have the potential to spark conflicts between neighboring countries. This monograph examines several transnational insurgencies that have been active since the end of the Cold War. While many neighboring countries have experienced the escalation of conflict between them as the result of cross-border violence, other states have successfully cooperated in providing border security. In depth case studies of relations between Rwanda and the Democratic Republic of Congo as …

His Name Was Don Francisco Muro: Reconstructing An Image Of American Imperialism, Mark Rice Mar 2010

His Name Was Don Francisco Muro: Reconstructing An Image Of American Imperialism, Mark Rice

American Studies Faculty/Staff Publications

Visual culture played a significant role in the debates surrounding American colonialism in the Philippines in the early twentieth century. One of the most important photographers working the Philippines at that time was Dean Conant Worcester, who also served as a colonial administrator. Worcester's three-part sequence of photographs supposedly showing an Igorot man becoming civilized through his contact with Americans is one of the more iconic sets of images from that time period.

In recent years, many historians have reprinted the "Igorot sequence" to illustrate American imperial ideologies. However, neither the identity of the subject, nor the circumstances surrounding the …

Antitrust Censorship Of Economic Protest, Hillary Greene Mar 2010

Antitrust Censorship Of Economic Protest, Hillary Greene

Duke Law Journal

Antitrust law accepts the competitive marketplace, its operation, and its outcomes as an ideal. Society itself need not and does not. Although antitrust is not in the business of evaluating, for example, the "fairness" of prices, society can, and frequently does, properly concern itself with these issues. When dissatisfaction results, it may manifest itself in an expressive boycott: a form of social campaign wherein purchasers express their dissatisfaction by collectively refusing to buy. Antitrust should neither participate in nor censor such normative discourse. In this Article, I explain how antitrust law impedes this speech, argue why it should not, and …

A Regional Scale Modeling Analysis Of Aerosol And Trace Gas Distributions Over The Eastern Pacific During The Intex-B Field Campaign, B. Adhikary, B. G. Heikes, Et Al Mar 2010

A Regional Scale Modeling Analysis Of Aerosol And Trace Gas Distributions Over The Eastern Pacific During The Intex-B Field Campaign, B. Adhikary, B. G. Heikes, Et Al

Graduate School of Oceanography Faculty Publications

The Sulfur Transport and dEposition Model (STEM) is applied to the analysis of observations obtained during the Intercontinental Chemical Transport Experiment-Phase B (INTEX-B), conducted over the eastern Pacific Ocean during spring 2006. Predicted trace gas and aerosol distributions over the Pacific are presented and discussed in terms of transport and source region contributions. Trace species distributions show a strong west (high) to east (low) gradient, with the bulk of the pollutant transport over the central Pacific occurring between ~20° N and 50° N in the 2–6 km altitude range. These distributions are evaluated in the eastern Pacific by comparison with …

Incumbent And Challenger Campaign Spending Effects In Proportional Electoral Systems The Irish Elections Of 2002, Kenneth Benoit, Michael Marsh Mar 2010

Incumbent And Challenger Campaign Spending Effects In Proportional Electoral Systems The Irish Elections Of 2002, Kenneth Benoit, Michael Marsh

Research Collection School of Social Sciences

Positive effects of campaign spending on electoral outcomes have been found in several comparative, multiparty contexts, but very few of these systems use proportional representation. The few studies examining spending effects in multiparty elections have found that incumbent spending is no less effective than challenger spending, contrary to the vast bulk of empirical literature drawn from single-member district contexts. This study reexamines incumbent-challenger differences in spending effects under the single transferable vote. Examining the Irish general elections of 2002, the authors find a positive and statistically significant relationship between spending and votes. Candidates that spend more win more votes, and …

‘Customary Internet-Ional Law’: Creating A Body Of Customary Law For Cyberspace. Part 2: Applying Custom As Law To The Internet Infrastructure, Warren B. Chik

Research Collection Yong Pung How School Of Law

The shift in socio-economic transactions from real space to cyberspace through the emergence of electronic communications and digital formats has led to a disjuncture between the law and practices relating to electronic transactions. The speed at which information technology has developed require a faster, more reactive and automatic response from the law that is not currently met by the existing law-making framework. This paper suggests the development of special rules to enable Internet custom to form legal norms to fulfill this objective. In Part 2 of this article, I will construct the customary rules to Internet law-making that are applicable …

Eksistensi Varietas Bahasa Inggris Dan Bahasa Inggris Standar, Flora Deborah Floris Feb 2010

Eksistensi Varietas Bahasa Inggris Dan Bahasa Inggris Standar, Flora Deborah Floris

Bahasa dan Seni: Jurnal Bahasa, Sastra, Seni, dan Pengajarannya

English is not only used by people from ENL (English as a Native Lan- guage) countries to communicate with people from ESL (English as a Second Lan- guage) and EFL (English as a Foreign Language) countries or vice versa, but it even functions as a lingua franca among non-native speakers. As a result, English varie- ties or Englishes emerged. This paper proposes an argument that the coexistence of both standard and varieties of English is equally important.

Capital Malleability And The Macroeconomic Costs Of Climate Policy, Elisa Lanzi , Ian Sue Wing Feb 2010

Capital Malleability And The Macroeconomic Costs Of Climate Policy, Elisa Lanzi , Ian Sue Wing

Fondazione Eni Enrico Mattei Working Papers

This paper argues for introducing the role of capital malleability into the analysis of environmental policies. The issue is explored by means of a theoretical model, a numerical analysis and a computable general equilibrium (CGE) model. Considering the three approaches together is fundamental in obtaining theory-compatible policy-relevant results. The model outcomes reveal differences between results under separate assumptions regarding the malleability of capital. When capital is imperfectly malleable a carbon policy is less effective than under the assumption of perfect malleability of capital. Therefore, it is important that, especially for the analysis of short-term environmental regulations, the issue of capital …

Psychological Impacts Of Flash Flooding In The Klang Valley, Malaysia, Mariney Mohd Yusoff, Hong Chin Goh Feb 2010

Psychological Impacts Of Flash Flooding In The Klang Valley, Malaysia, Mariney Mohd Yusoff, Hong Chin Goh

Research Publications (2006 to 2010)

Recently, rapid development of the Klang Valley has tended to squeeze settlement developments into fragile areas, particularly flood plains, due to the limited supply of suitable non-hazardous land. Developments on these flood plains will be exposed to the risk of flooding. The Klang Valley is well known for its serious problems with flash floods: they generally occur four to five times a year and sometimes more often. Two to three hours of heavy rain is enough to cause the river in the Klang Valley to reach its peak discharge. Flash floods have led to intangible psychological impacts on the effected …
