Investments by sovereign wealth funds ('SWFs') - pools of capital accumulated by and under the control of sovereign states, mostly from the Persian Gulf and East Asia - in European and North American companies have changed dramatically both in scope and in nature in the last few years. In terms of scope, SWFs are estimated to currently control USD$2-3 trillion in assets - more than all hedge funds and private equity funds combined - and within the next five years, they are expected to direct USD$6-10 trillion in assets.' In his “Defence of Poetry,” Shelley claims, “Poets… were called in the earlier epochs of the world legislators or prophets.” As such, even a cursory glance at Shelley’s poetry and political beliefs reveals an interest in what is wrong with the world, how to fix it, and what will happen if no action is taken. However, current studies fail to fully assess what makes up the prophetic imagination. They confine discussions of Romantic prophecy to discussions of prophetic inspiration, futurity, and rhetoric – divorcing the work from its impetus for social change. Human islet amyloid polypeptide (hIAPP) is secreted in the β-cells of the pancreas, which also secretes insulin. In type 2 diabetes mellitus, hIAPP undergoes self-aggregation, forming fibrils. This self-aggregation is cytotoxic and is thought to be linked to type 2 diabetes mellitus by causing β-cell membrane destruction. The N-terminus of hIAPP (1-19) contains a binding site (residues 14-18) for self-aggregation. Aggregation is thought to be mediated by pistacking interactions between phenylalanine residues of hIAPP. In this study, the hIAPP 1-19 sequence was modified by replacing phenylalanine with alanine and naphthylalanine, to study if the modification of the aromatic side chain …

In this work we tackle the challenge of designing quantum unitary operators which represent solutions to optimization problems. We start with a novel method which combines an evolutionary algorithm known as an Evolution Strategy (ES) with a method to randomly generate unitary operators. With this new method, a quantum operator is represented for the first time using real-valued vectors and can be "evolved" or designed to meet certain target criteria. This criteria could be the solution to an optimization problem. With the ability to evolve quantum operators, we attempt to evolve various known single and multi-qubit quantum gates as well …

We introduce a unifying framework for hybridization of finite element methods for second order elliptic problems. The methods fitting in the framework are a general class of mixed-dual finite element methods including hybridized mixed, continu- ous Galerkin, non-conforming and a new, wide class of hybridizable discontinuous Galerkin methods. The distinctive feature of the methods in this framework is that the only globally coupled degrees of freedom are those of an approximation of the solution defined only on the boundaries of the elements. Consider the tangential trace of a vector polynomial on the surface of a tetrahedron. We construct an extension operator that extends such a trace function into a polynomial on the tetrahedron. This operator can be continuously extended to the trace space of H(curl ). Furthermore, it satisfies a commutativity property with an extension operator we constructed in Part I of this series. Such extensions are a fundamental ingredient of high order finite element analysis.

In this paper, we introduce a new class of discontinuous Galerkin methods for the Stokes equations. The main feature of these methods is that they can be implemented in an efficient way through a hybridization procedure which reduces the globally coupled unknowns to certain approximations on the element boundaries. We present four ways of hybridizing the methods, which differ by the choice of the globally coupled unknowns. Classical methods for the Stokes equations can be thought of as limiting cases of these new methods.

We describe the global behavior of the dynamics of a particle bouncing down an inclined staircase. For small inclinations all orbits eventually stop (independent of the initial condition). For large enough inclinations all orbits end up accelerating indefinitely (also independent of the initial conditions). There is an interval of inclinations of positive length between these two. In that interval the behavior of an orbit depends on its initial condition. In addition to stopping and accelerating orbits, there are also orbits with speeds bounded away from both zero and infinity. A second hallmark of the dynamics is that the orbits going …

We investigate in detail what one might call the canonical (automated) traffic problem: A long string of N+1 cars (numbered from 0 to N) moves along a one-lane road “in formation” at a constant velocity and with a unit distance between successive cars. Each car monitors the relative velocity and position of only its neighboring cars. This information is then fed back to its own engine which decelerates (brakes) or accelerates according to the information it receives. The question is: What happens when due to an external influence—a traffic light turning green—the ‘zero’th’ car (the “leader”) accelerates?

The idea of hidden taxes is as old as John Stuart Mill, but convincing evidence of their existence is new. In this Article, I survey and critique recent studies that claim to show that there are some taxes that can go unnoticed by those who pay them. I also develop the array of unanswered theoretical questions and policy implications that potentially follow from the studies' results.

Probably the central question for hidden taxes is whether they might enable government to raise revenue without also distorting the economy. If so, I argue, they have the potential to radically refashion the architecture …

Aspen Publishers has published another very useful book for non-U.S. students and practitioners who are faced with understanding U.S. law. At first, I was a bit perplexed that Aspen had published this book, since the company also publishes the widely used Legal Reasoning, Research, and Writing for International Graduate Students by Nadia Nedzel. However, while the content does overlap some, the two books have slightly different target audiences and overall goals. One of the main differences is that while Nedzel spends a great deal of time on U.S. legal research, the International Lawyer's Guide explicitly does NOT cover legal research. …

Using qualitative field techniques, the researcher explored teacher learning in a small community of English language teachers in a rural Tibetan school in India. From a community of practice perspective teachers were studied in terms of what they practiced, what challenges they faced and how they interacted and learned from and with each other.

Although post-dispersal seed predators are common and often reduce seed density, their influence on plant abundance remains unclear. We examined the impact of seed predation by small mammals, primarily deer mice (Peromyscus maniculatus), on seedling recruitment and plant establishment of two perennial grassland forbs: Lupinus sericeus (Fabaceae) and Lithospermum ruderale (Boraginaceae), using experimental seed addition and rodent exclusion treatments. For both species, small mammal exclusion increased the total number of seedlings that emerged, and these effects were still significant three years after seed addition, resulting in greater numbers of established plants inside exclosures than in control plots. Various diseases result from protein misfolding. Curing these conditions requires understanding the principles governing folding. Efforts toward understanding how proteins fold have focused on the transition state rather than the earliest folding events. We study these initial events using the assumption that protein folding must involve the formation of the most primitive structure possible – a simple loop. Our laboratory has developed a system of studying simple loops in the denatured state using c-type cytochromes. New insights into how the properties of these loops impact the denatured state are outlined in this thesis. First, studies on a 22-residue loop revealed …

A compact, low-cost atmospheric pressure, chemical ionization mass spectrometer ('mini-CIMS') has been developed for continuous underway shipboard measurements of dimethylsulfide (DMS) in seawater. The instrument was used to analyze DMS in air equilibrated with flowing seawater across a porous Teflon membrane equilibrator. The equilibrated gas stream was diluted with air containing an isotopically-labeled internal standard. DMS is ionized at atmospheric pressure via proton transfer from water vapor, then declustered, mass filtered via quadrupole mass spectrometry, and detected with an electron multiplier. The instrument described here is based on a low-cost residual gas analyzer (Stanford Research Systems), which has been modified …

The prevalence of tobacco use is disproportionately high among American Indian and Alaska Native people, with rates and patterns of use varying greatly by tribe, community and geographical region. Targeted interventions are needed to reduce this troubling disparity between non-Native and Native rates of use. Among non-Native individuals, the college years are being investigated as a time when lifelong tobacco use patterns may be established, and interventions are being tested to help college students to stop using tobacco. As dam removal is increasingly used as a tool to restore rivers, developing a conceptual and field-based understanding of the upstream fluvial response is critical. Using empirical data and modeling, I investigated the spatial and temporal pattern of reservoir sediment erosion and upstream channel evolution of the Blackfoot River, MT, following the 8 m base level reduction caused by the removal of Milltown Dam. Field data collected include surveys of channel bed topography and water surface elevation profiles which were integrated into a flow modeling approach. The first part of this study is a critical examination and conceptual overview of the literature regarding biochar and AMF available before July 2007. In the second part, I present three experiments all designed to evaluate the influences of biochar applications on AMF abundance in primarily temperate, neutral pH soils. Accordingly, the U.S. Forest Service is revisiting recreation allocations on many national forests. The Forest Service is not guided by any clear policy regarding the appropriate method or rationale for making allocations between incompatible experience opportunities, or what criteria should be considered in allocating particular trails and areas.
