This dissertation consists of three separate but interrelated studies examining the antecedents and consequences of sales and use tax (SUT) policy. The first study investigates whether elements of the SUT system influence elements of economic development, and tests whether SUT rates and/or bases influence state-aggregated levels of capital expenditures and employment within the manufacturing sector from 1983-2006. Results indicate that elements of the tax base (i.e., SUT exemptions) affect these indicators of economic development, but the same relationship was not seen for SUT rates. The second study examines individual taxpayer compliance across different tax settings (i.e., the state use tax …

The paper briefly describes the protocol architecture of Bluetooth and the Java interface that programmers can use to connect to Bluetooth communication services. The United States is the world's largest oil consumer demanding about twenty five percent of the total world oil production. Whenever there are difficulties to supply the increasing quantities of oil demanded by the market, the price of oil escalates leading to what is known as oil price spikes or oil price shocks. The social problem being addressed through this project includes several challenges faced by our nation's schools, namely increasing numbers of disciplinary referrals, suspensions, and expulsions (Marchant, Anderson, Caldarella, Fisher, Young,Young, 2009). Further research states that "more and more children entering school are unprepared to learn, unable to cope with the social tasks involved in making friends and getting along with others, and unaware of their negative social effect on others," (Marchant et al., 2009, p.131). Teachers face a growing number behavior challenges that effect the delivery of classroom instruction (Center for Effective Collaboration and Practice , n.d). People occasionally present to a hospital’s emergency department (ED) after an event such as a heart attack or a motor vehicle accident that results in their sudden and unexpected death. The purpose of this project was to develop a program that addressed housing and therapeutic support to adolescents experiencing mental health issues, allowed adolescents to remain in the community, and promoted reunification with their families. “An important indicator of success for children in out-of-home care is a timely transition to reunification” (Park and Ryan, 2009). Based on the literature and practice, it is believed that intensive family therapy is needed to promote reunification and reduce recidivism of placement.

Mental Health Practitioners (MHPs) provide services to clients with a variety of diagnoses and presenting problems. Continued education and training on evidence-based practice is needed. A survey was created and competed for the capstone project . MHPs at Fernbrook Family Center, Inc. (FFC) indicated that Reactive Attachment Disorder (RAD), Behaviorism, and Systems Theories were areas of interest. A workshop was completed at the agency for MHPs practicing there. Post-workshop surveys indicated the information was applicable to current practice and would be shared with other professionals.

The purpose of this research study is to learn the importance of supervisory needs for at-risk youth and young adults between the ages of 14 and 24. The researchers examined age, sex, race, education, and living situations to determine if there differences in needs of these groups related to worksite supervisors. Data was collected and analyzed from a sample of 97 youth residing in Blue Earth, Brown, Le Sueur, and Nicollet rural Minnesota counties.

The purpose of the project is to investigate how a non-profit organization can collaborate better with other agencies to increase referrals for services. Research was conducted to determine the best avenue of increasing utilization of services in southeast Minnesota by strategic planning. A survey was conducted of 15 southeast Minnesota counties to conduct a SWOT analysis of 3 key services offered by Family Focus that are currently underutilized. Objective of this project was for me to search for an assessment tool that gives an understanding of mothers who are court ordered to substance abuse treatment. Methods: Search scholarly literature and consult with field supervisor. Results: Adoption of an assessment tool that identifies the strengths and weakness of parenting skills. Conclusion: A structured interview assessment allows the therapist to gather data on the parent with a person centered perspective with a holistic approach.

In late December of 2007 Tom McNeely, the clinical director for the Sioux Trails Mental Health Center, received a Request for Proposals (RFP) from the Minnesota Department of Human Services soliciting grant applications for a new school-linked mental health program. The school-linked program would provide students (K-12) attending public schools full therapeutic services in an effort to reduce mental health issues as a barrier to learning. The Minnesota Board of Social Work(MNBSW)and Minnesota State Statute 148D.130 require that Licensed Social Workers receive two hours of ethics-specific CEUsper licensure renewal. The South Central Crisis Center is a State Operated Services mental health facility in Mankato, Minnesota. The center is designed to offer people suffering an acute mental health episode, such as suicidal thoughts, or who need a medication adjustment or other psychiatric services, up to a few days in a safe, secure environment. The center accepts referrals from law enforcement, county or health care professionals in these participating counties: Blue Earth, Brown, Faribault, Freeborn, Le Sueur, Martin, Nicollet, Rice, Sibley and Watonwan. The evidence base for programs in children’s mental health has expanded significantly in the last decade (Burns, 2003), yet the implementation of these programs has lagged behind (Walrath, Sheehan, Holden, Hernandez & Blau, 2005). The purpose of this project is to research current evidence based practices and programs that could improve and/or update services that are provided to children and adolescents diagnosed with severe emotional disturbance (SED) in Steele County. This study examined two questions: (1) What quality rating and improvement System (QRIS) will be useful for improving early childhood education programs in Magadan Region, RU and in Minnesota, USA? and (2) What is the agreement among raters in the US and in Russia, using scores on a QRIS for early childhood education programs in Magadan Region, RU and in Minnesota, USA? The 1982 UN Convention on the Law of the Sea (the Convention) is the most important international regime governing the oceans. It covers a wide range of issues, including navigational rights, protection of the marine environment and, relevant for this paper, jurisdiction over living and non-living marine resources. The Convention entered into force in 1994 and, as of October 2009, 158 States and the European Community were parties to the Convention. Of the major powers, only the United States has yet to accede to the Convention, though there are indications it may soon join as well.

This dissertation is composed by two essays that explore the changes in corporate governance around the passage of Sarbanes-Oxley (SOX) 2002. In the first essay, I examine the relation between board structure and compensation as a bargaining game between the board and the CEO. Bargaining game theories describe an endogenous process of determining the structure of director and CEO compensation. The Sarbanes-Oxley Act (SOX) altered the equilibrium of power between the board and CEO by changing the monitoring role of the board. Crisis management has become one of the most important public policy areas in recent decades with greater numbers of manmade and natural disasters. History showed that well-implemented crisis management policies can save lives and reduce costs in a disaster. Literature offered various suggestions for more effective crisis management policies with different techniques utilizing different theoretical frameworks. Informal relationships among crisis management employees were suggested to have a positive impact on crisis management effectiveness.
