Lucerne, often regarded as the queen of forages, has been used in agriculture for centuries. In Western Australia, however, its potential has never been fully realised despite its well-documented ability to dewater soils and reduce groundwater recharge. Over the years adoption has been limited by a range of factors including pests and diseases, soil acidity, grazing management and economics. During the last decade research has addressed these issues, paving the way for much greater impact at the farm and catchment level.

Challenges In Language Services: Identifying And Responding To Patients' Needs, Marsha Regenstein, Holly Mead, Kathryn E. Muessig, Jennifer Huang

Health Policy and Management Faculty Publications

Objective: Identify characteristics of hospitalbased language services (LS), and describe practices of identifying patients with limited English proficiency (LEP) and interpreter training.

Participants: Seventy-one hospitals applied to participate in a national initiative. Applicants were non-federal, acute care hospitals with substantial LEP populations, at least 10,000 discharges, and in-person interpreters.

Methods: Descriptive statistics were generated on language, collection of language data, LEP volume and service utilization, staffing and training requirements and organizational structure. The relationship between admissions and encounters was analyzed.

Results Ninety percent of hospitals collect primary language data. Spanish is the most common language (93% of hospitals). …

Global Climate Policy Architecture And Political Feasibility: Specific Formulas And Emission Targets To Attain 460 Ppm Co2 Concentrations, Valentina Bosetti, Jeffrey Frankel

Three gaps in the Kyoto Protocol most badly need to be filled: the absence of emission targets extending far into the future, the absence of participation by the United States, China, and other developing countries, and the absence of reason to think that members will abide by commitments. To be politically acceptable, any new treaty that fills these gaps must, we believe, obey certain constraints regarding country-by-country economic costs. We offer a framework of formulas that assign quantitative allocations of emissions, across countries, one budget period at a time. Do International Roaming Alliances Harm Consumers?, Benno Bühler

We develop a model of international roaming in which mobile network operators (MNOs) compete both on the wholesale market to sell roaming services to foreign operators and on the retail market for subscribers. The operators own a network infrastructure only in their home country. To allow their subscribers to place or receive calls abroad, they have to buy roaming services provided by foreign MNOs. We show that in absence of international alliances and capacity restrictions, competition between foreign operators would drive wholesale unit prices down to marginal costs.
