A significant fiscal development in recent decades in many states has been revision of tax laws and policy not by legislatures but by voters through the initiative process. Initiatives often have been used to restrain the growth of taxes and spending, and to that extent the owners of wealth, property, and income have benefitted from initiatives. Among the many examples of controversial and important state tax and spending initiatives, one may think of the Taxpayer Bill of Rights in Colorado, the supermajority requirement for tax increases in Nevada, and of course Proposition 13 in California.

Private household recycling is a significant aspect of consumerism in economically developed countries and the inevitable question of household waste management has gained more importance among municipalities in recent years. The present study examined the effect of regulation on household solid waste management. Within a comparative, qualitative framework, the study explored and evaluated the pro-regulatory effects in Germany and the anti-regulatory policies in the United States by means of comparing two similar communities, Lincoln, Nebraska and Augsburg, Germany. An Acoustic Phonetic Analysis Of African American English: A Comparative Study Of Two Dialects, Catherine A. Adams

Master's Theses and Doctoral Dissertations

In this thesis, I contribute acoustic phonetic data and analysis to the study of African American English (AAE). For this research, I collected speech samples of self-identified AAE speakers and speakers of a dominant coexisting dialect, the Northern Cities Shift (NCS). I analyze these samples to determine if vowel quality and vowel duration are consistently and predictably varied between the two dialects. Labov's Chain Shift Principles are used as the context for the results.

In my analysis, I find that both vowel quality and duration are different between AAE and NCS in ways previously undocumented in the linguistic literature. The …

In reconstruction of on-roadway vehicle accidents, roadway surface gouges and the forces and energy attributed to the related vehicle components become important keys to resolving an accurate accident reconstruction. These roadway gouge forces vary depending upon such factors as surface temperature and the velocity and geometry of the gouging mechanism. Accounting for the forces applied to vehicle components and the energy dissipated from such forces can be helpful in accident reconstruction where supporting data exists. Most research investigating vocal expressions of emotion has focused on one or more of three questions: whether there exist unique acoustic profiles of individual encoded emotions, whether the nature of emotion expression is universal across cultures, and how accurately decoders can identify expressed emotions. This dissertation begins to answer a fourth question, whether there exist unique patterns in the types of acoustic properties persons focus on to identify vocalized emotions. Infections with intracellular bacteria such as chlamydiae affect the majority of the world population. Infected tissue inflammation and granuloma formation help contain the short-term expansion of the invading pathogen, leading also to local tissue damage and hypoxia. However, the effects of key aspects of damaged inflamed tissues and hypoxia on continued infection with intracellular bacteria remain unknown. We find that development of Chlamydia trachomatis is reversibly retarded by prolonged exposure of infected cells to extracellular adenosine, a hallmark of hypoxia and advanced inflammation. In epithelial cells, this effect was mediated by the A2b adenosine receptor, unique in the adenosine receptor …

Biological systems exhibit complex behaviors through coordinated responses of individual biological components. With the advent of genome-scale techniques, one focus has been to develop methods to model interactions between components to accurately describe intact system function. Mathematical modeling techniques such as constraint-based modeling, agent-based modeling, cellular automata (CA) modeling and differential equation modeling are employed as computational tools to study biological phenomenon. We have shown that cellular automata simulations can be used as a computational tool for 12 predicting the dynamics of biological systems with stochastic behavior.
