During George Washington's first presidential term, Federal authorities faced the challenging task of defining what the new republic meant to themselves, their constituents and diverse populations on both sides of the United States's border with the Indian nations. The Constitution of 1787 had created a plan for government; the task of Federal officials was to make that plan a concrete reality, in the face of opposition from entrenched political and economic interests that neither trusted nor favored the new government in New York City. All of the actions had humanitarian elements, yet the operations that made up this mosaic of American involvement ranged from benign to aggressive, from purely humanitarian to clearly combative. The goal of intelligence is to inform decision makers. While this general goal holds true for counterinsurgencies, the nature of the target requires an understanding of intelligence that is unique from the traditional Cold War focus on nation-state adversaries. This paper seeks to build upon the substantial current literature on population-centric counterinsurgency, theoretical studies of intelligence as a discipline, and the recent literature on military intelligence in counterinsurgency to construct an innovative model of intelligence as it relates to full-spectrum counterinsurgency. According to Robert and Judy (2002), the Conflict-Positive Organization takes the opposite position and presents the argument that conflict, when well managed, adds substantial value to the organization. The article argues that the conservation of cultural heritage in the Inka imperial heartland must move beyond the protection of discrete archaeological sites to encompass the broader landscape, which includes intangible elements such as social memory, power dynamics, and historical narratives. The authors advocate for a holistic approach to heritage management that integrates the physical environment with the cultural and historical contexts that give landscapes their significance.

Protecting Cultural Heritage In Armed Conflict: Looking Back, Looking Forward, Patty Gerstenblith

The article argues that the destruction and looting of cultural property during armed conflicts, as exemplified by the 2003 Gulf War and its aftermath, highlight the urgent need for stronger enforcement of international legal frameworks, particularly the 1954 Hague Convention on the Protection of Cultural Property in the Event of Armed Conflict. The failure of the United States to ratify this convention undermines global efforts to protect cultural heritage, despite the U.S. military already adhering to some of its principles through other legal frameworks. The article advocates for U.S. ratification of both the 1954 Hague Convention and its protocols to …

The global constitution-the fundamental international norms and structures that serve constitutional functions-should include mechanisms of democratic contestation and accountability. This central claim of global constitutionalism faces three objections extrapolated from arguments made by Andrew Moravcsik and Giandomenico Majone in debates about the democratic deficit of the European Union (EU): the global constitution only regulates issues of low salience for citizens; democratic control is explicitly counter to the self-binding system that international regulations aim to achieve; and the EU's track record suggests that democratic control at the international level may be unnecessary to ensure congruence between voters' preferences and actual regulations. …

The DOD is currently lacking sufficient regulatory authority to ensure the availability of access to conduct operations through cyberspace, because the conduct of its members is predicated on a number of false assumptions which are written into outdated or otherwise poorly designed current regulations. This article addresses those assumptions and existing regulations and argues for new guidance to alter the current paradigm of almost unfettered access. This article is divided into three sections. Section I touches on the nature of DOD cyberspace and the potential harms that result from current social behaviors of the department's personnel. Section II analyzes shortcomings …

There are two intriguing examples of indigenous peoples moving in the opposite direction and entering the United States. Running counter to the geographic flows of the exodus narratives, Yaquis from Mexico crossed into Arizona while Chippewas and Crees from Canada entered Montana. Both starting roughly in the 1880s, they sought permanent residence, reservation lands, and federal tribal recognition from the United States. At the end of long struggles for both, their narratives stand as two unique examples of "foreign" Indians granted tribal status and reservations in the United States. Officials in the Obama administration have highlighted the need for a “positive, cooperative, and comprehensive relationship” with China that can help the United States address an array of global challenges. Administration officials have not adopted the “responsible stakeholder” language that characterized recent U.S. China policy, but their overall approach appears compatible with that concept. Initial policy statements have focused on expanding U.S.-China cooperation, with particular emphasis on addressing the global economic crisis and climate change.

On a recent trip to New Orleans, LA, I visited three notable sites in the city's history: the infamous slave exchange, now the site of the Omni Hotel and its attached restaurant; Congo Square, now the site of Louis Armstrong Park; and the Lower Ninth Ward, still devastated four years after the near miss of Hurricane Katrina [1]. The former two are marked by diminutive plaques noting the historical relevance of the location even as fabulous new buildings and modernist ornamentation overwhelm the site and its sense of significance. This thesis examines the process by which successors to the Roman Principate were chosen under the Julio-Claudians, Flavians, and Antonine dynasties. Rome extended its hegemony over the Mediterranean and Europe with citizen-farmer legionaries who were loyal to the senate and Roman state. Warfare necessitated the creation of a professional army in which loyalty shifted from that of the state and senate to their respective military commander. The Naval Surface Warfare Center wishes to create a task assignment schedule with a minimal training cost for workers to raise their skills to the required levels. As the number of workers, skills, and tasks increase, the problem quickly becomes too large to solve through brute force. Already several greedy heuristics have been produced, though their performance degrades for larger data sets. As Genetic Algorithms (GA) are effective for large combinatorial problems, their application to the task assignment problem may prove successful.
