This is a true story (adjusted for inflation). In the late 1970's, the service station attendant implored me, “Fill it up?" Reluctantly, I replied, "Fill it up." He opened the cash drawer and said, "Fill it up." I filled it up, emptying my wallet. Then he filled my gas tank, seeming to double the value of my old, gas guzzling car. Was this an emotional issue? Responsibility And Lethality For Unmanned Systems: Ethical Pre-Mission Responsibility Advisement, Ronald C. Arkin, Alan R. Wagner, Brittany Duncan
School of Computing: Technical Reports
This paper provides an overview, rationale, design, and prototype implementation of a responsibility advisor for use in autonomous systems capable of lethal target engagement. The ramifications surrounding the potential use of operator overrides is also presented. The results of this research have been integrated into the MissionLab mission specification and demonstrated on a relevant military scenario.

The Logic Of Religious Studies And Kathleen Flake, Blair Dee Hodges

Kathleen Flake’s 2009 Arrington lecture gave a sneak preview of research she has been conducting on the topic of plural marriage and the Church of Jesus Christ of Latterday Saints. Flake, associate professor of American religious history at Vanderbilt University, brings a unique list of qualifications to her study by combining elements of law, religious studies, ritual, and the skills of an historian. Using these tools Flake explores what she calls the “priestly logic” of plural marriage, seeking to understand not only how 19th century outsiders viewed the peculiar institution, but how practicing Mormons themselves made sense of it. Protecting Cultural Property Through Provenance, Christopher D. Cutting

This Comment recommends that Congress take action to bring consistency to the treatment of cultural property in two ways. First, ownership disputes should be settled based on the quality of provenance between competing claimants, a system similar to land title registration. Provenance is the history of a piece of cultural property that shows where it came from and where it has been. Second, to ensure provenance is a complete guide to title all cultural objects, both illegally exported and stolen cultural property should receive the same treatment. In the years since the turn of the 21st century Latin America has been experiencing an unprecedented rise of leftist, populist leaders. A 2006 article by Jorge Castaneda popularized the dichotomy between the "Bolivarian" left and the moderate, "reformist" left, and subsequent studies have often attempted to explain the emergence of leftist populism in each of its two different incarnations. This study seeks to examine four popular causal factors for the rise of the new populist left and demonstrate how these causal factors are linked. Sexual and gender-based violence has been used as a systematic weapon of war, political violence, terror, and even genocide across geography and time. Yet, only recently have rape and other forms of sexual violence been addressed as deliberate strategies of war and repression in international humanitarian and human rights law. United Nations Security Council Resolution 1325, passed in 2000, was hailed as a watershed achievement in the incorporation of gender analysis into the emergent human security paradigm. A common explanation for South Korea's vulnerability to contagion in the East Asian Financial Crisis in 1997-98 has been the close relationship between business elites and the government – so-called “crony capitalism.” Since the crisis, a number of scholars have sought to revise the history of development in South Korea, attempting to explain how corruption could exist alongside development. They attribute the success of the developmental state to systemic vulnerabilities that forced politicians to enact development-friendly policies, or to private initiative in the face of self-seeking behavior by politicians. Due to a number of historical factors such as a constant influx of immigrants, new technology, and sociopolitical and environmental circumstances, America faced a number of agricultural challenges from the 18th to the 20th century. These problems were met with innovative technological and scientific solutions, which, while producing initial bountiful yields, ultimately resulted in the simplification of land management. This simplification was largely centered on chemical pesticides and synthetic fertilizers. The environmental and anthropogenic consequences resulting from widespread use of these substances has resulted in an economically and ecologically unsustainable method of food production in the United States. Nathaniel Hawthorne's Hester Prynne enforces the faulty notion of the good mother and the redemptive fantasy when she chooses not to kill Pearl in The Scarlet Letter. Socially and culturally, infanticide invokes a highly emotional response. The media deals with this response by constructing models of the "murderous mother" to rationalize the actions of women such as Andrea Yates and Casey Anthony. These models depend on a specific model of motherhood in which only the unnatural mother kills her child. Within the slave narrative, there are examples of empathetic infanticide in which a mother kills her child due to the …

This thesis, concentrating on History and Spanish Language and Culture, analyzes the works of four intellectuals who matured between the World Wars: two North Americans, Langston Hughes and Edwin Rolfe; and two Latin Americans Pablo Neruda and César Vallejo. These men viewed the Spanish Civil War as the defining moment of their era. A close fascism in Spain. Rolfe portrayed American volunteers as the descendants of an American revolutionary tradition that had a crucial part in liberating the working class, starting in Spain. In "Defending Humanity: When Force is Justified and Why," George Fletcher and Jens Ohlin analogize international defensive force to individual self-defense. Based on this analogy, Fletcher and Ohlin justify a presumptive right on the part of every state to intervene against aggression, and a right of humanitarian intervention in support of national groups but not populations. They oppose reprisals, preemptive defense, and resistance to invading armies by irregular troops. This review essay argues that the relative weakness of the Security Council, the unequal power of states, and the contingency of international recognition on effective force all undermine the analogy between …

It is common to interpret African politics in tribal or ethnic terms. In the case of Nigeria, the dominant political behaviour can be defined, on the one hand, in terms of "incessant pressures on the state and the consequent fragmentation or prebendalizing of state-power" (Joseph, 1991:5). On the other hand, such practices can also be related to "a certain articulation of the factors of class and ethnicity" (ibid). Heller, Citizenship, And The Right To Serve In The Military, Elizabeth L. Hillman

District of Columbia v. Heller could prove a turning point not in the law governing the right to keep and bear arms, but governing the right to serve in the military. Heller's reasoning, notwithstanding the Court's efforts to constrain its analysis from reaching a right to serve, should lead to a reconsideration of military service as a broadly-held and long-recognized constitutional right. Supply Restrictions At The Margins Of Heller And The Abortion Analogue: Stenberg Principles, Assault Weapons, And The Attitudinalist Critique, Nicholas J. Johnson

Through a consideration of the assault weapons question, this Article engages the criticism that District of Columbia v. Heller provides an insufficient standard for resolving many questions that emerge under the newly-clarified Second Amendment. After arguing that assault weapons might enjoy threshold protection under Heller's common-use test, the Article shows how the principles grounding the Supreme Court's abortion jurisprudence are especially suited for resolving aspects of the question that Heller does not explicitly answer. Particularly, this Article shows how constitutional protection of the best methodology for preserving life or health-advanced by the liberal wing of the Court in abortion jurisprudence-is …
