The purpose of this study was to explore child welfare workers' opinions as to what the barriers are in implementing the Indian Child Welfare Act of 1978. The results will contribute to social work practice by addressing the fact that Native Americans represent a disproportional amount of youth and families serviced by Child Welfare and ICWA.

Gambling has become increasingly popular among minors and is easily accessible to them. This is alarming since research has indicated that minors are more susceptible to gambling pathology than adults. Additionally, gambling has devastating effects on minors that gamble as well as their families and communities. The Illinois Institute for Addiction Recovery (IIAR) developed a gambling awareness prevention program called “Don’t Gamble Away our Future™” to educate minors about gambling and the dangers associated with it. Queer Youth And The Culture Wars: From Classroom To Courtroom In Australia, Canada And The United States, Elizabeth J. Meyer, David Stader

School of Education Scholarship

This article builds on Lugg's (2006) discussion of surveillance in public schools and how queer youth are resisting schools' current efforts to regulate sexual orientation and gender expression in the U.S. and internationally. Legal complaints initiated by queer youth against their schools for harassment and access to extra-curricular activities are discussed. The number of cases in the past five years has increased significantly and the courts are siding with the youth and their allies, demonstrating that queer youth are significantly impacting the dismantling of heteronormative regulatory regimes and improving the school experiences for themselves and queer adults.

Predicting Juvenile Delinquency: The Nexus Of Childhood Maltreatment, Depression And Bipolar Disorder, Christopher A. Mallett, Patricia A. Stoddard Dare, Mamadou M. Seck

Background It is important to identify and provide preventative interventions for youth who are most at risk for offending behaviour, but the connection between early childhood or adolescent experiences and later delinquency adjudication is complicated. Aim To test for associations between specified mental disorders or maltreatment and later delinquency adjudication. Method Participants were a random sample of youth before the juvenile courts in two Northeast Ohio counties in the USA (n = 555) over a 4-year time frame (2003 to 2006). Results Logistic regression analysis identified a lifetime diagnosis of depression and/or bipolar disorder to be predictive of later youth …

Is Work The Only Thing That Pays? The Guaranteed Income And Other Alternative Anti-Poverty Policies In Historical Perspective, Felicia Kornbluh

Northwestern Journal of Law & Social Policy

This paper examines the historical alternatives to welfare reform, namely the guaranteed income. This is, in a sense, the simplest possible approach to poverty, in that it proposes that each adult citizen receive a basic adequate income from a combination of market and state resources; if someone is not earning a wage, then she or he receives substantial support from the government and, in the case of a low wage, receives a smaller supplemental grant. This Bulletin discusses the National Survey of Children’s Exposure to Violence (NatSCEV), the most comprehensive nationwide survey of the incidence and prevalence of children’s exposure to violence to date, sponsored by the Office of Juvenile Justice and Delinquency Prevention (OJJDP) and supported by the Centers for Disease Control and Prevention (CDC). Do Adoption Subsidies Help At-Risk Children?, Kasey Buckles

Over half a million children in the United States are currently in foster care, many of whom are at risk for long-lasting emotional and health problems. Research suggests that adoption may be one of the more promising options for the placement of these children. The Adoption Assistance and Child Welfare Act of 1980, which provided federal funds for monthly adoption subsidies, was designed to promote adoptions of special-needs children and children in foster care.

Using data from the Adoption and Foster Care Analysis and Reporting Systems for 2000- 2006, I consider the effects of these adoption subsidies on children’s likelihood …

"It's Just Part Of What We Do": Adolescent Interactions With Multimodal Texts Across Social Spaces, Anita S. Charles

This dissertation explores how adolescents are interacting with text across shifting social spaces, and how they learn to be literate across a range of social, academic, print, and digital contexts. The intent of the study is to help articulate the boundedness and fluidity of multiple discourses, and to better clarify how teens maneuver across these boundaries successfully. My research approach incorporates ethnographic methodology with a framework of critical sociocultural theory, drawing heavily upon Gee's (2005) work in discourse analysis.

Treatment Process In Youth Residential Treatment Centers (Rtcs) : The Congruence Of Youth's Treatment Climate Perceptions And Treatment Interventions, And Its Impact On Treatment Outcomes, Yufan Huang

This dissertation research focuses on clients' perceptions of treatment climate in youth's residential treatment centers (RTCs). It explores how clients perceive the treatment environment differently and the impact of these climate perceptions and the other key treatment process component--the treatment interventions/services, on both in- and post-program treatment outcomes. An important hypothesis of "treatment congruence" is tested, in which treatment is expected to be more effective when these climate perceptions are congruent with treatment interventions/services in their effects on client. Data come from a longitudinal pilot study of 130 youth and families from two RTCs, with detailed measures of their treatment …

· This article describes Children’s Futures, a 10-year initiative in Trenton, N.J., that seeks to improve the health and well-being of children from 0 to 3 years old and ensure that they are ready for school.

· During the first five years, the initiative was successful in implementing a number of evidence-based practices to improve children’s health, such as providing home visits to pregnant women, measuring and improving the quality of day care centers, and improving the use of information systems to track childhood immunizations.

For decades, parental involvement has had a direct impact on the success of children. Portions of the No Child Left Behind Act include important requirements for schools, districts, and states to organize programs for parental involvement and to implement ways to communicate with parents and the public about student achievement and the quality and performance of schools. Within 3-tier behavioral models, universal interventions are expected to prevent the onset of problem behavior in a majority of children altogether and to sustain improvements in child outcomes by the selected and indicated interventions. A cohort longitudinal design was used to assess the extent to which a 3-tier model achieves these expected outcomes. The respective universal, selected, and indicated interventions included Behavior and Academic Support and Enhancement. First Step to Success, and MultiSystemic Therapy. A total of 407 children in Grades K-3 from 1 of 4 longitudinal cohorts participated. The results of 2-level linear growth analyses indicate that the 3-tier …

In 1989, Tom Stoddard and Paula Ettelbrick, attorneys with the gay rights group Lambda Legal, published side-by-side opposing essays about whether marriage for same-sex couples should be a movement priority. Rutgers Law Review is publishing a 2009 symposium commemorating the 20th anniversary of these now-iconic essays. This article is part of that symposium. It places the Ettelbrick essay, and the groundbreaking case of Braschi v. Stahl Associates decided the same year, in the context of the gay rights movement's strong support of family diversity.
