The Role Of Innocence Commissions: Error Discovery, Systemic Reform Or Both?, Kent Roach
Chicago-Kent Law Review
This article examines the role of innocence commissions as emerging criminal justice institutions. It draws a distinction between commissions devoted to the correction of errors in individual cases and commissions which make systemic reform recommendations in an effort to prevent wrongful convictions in future cases. The British and Scottish Criminal Cases Review Commission and the North Carolina Innocence Inquiry Commission are examined as examples of the former type of commission while Canadian public inquiries and commissions in Illinois, California and Virginia are examined as examples of the latter type of commission. The purposes of this study are twofold: (1) to describe the leadership styles of social workers in educational administration and (2) to explain possible differences in leadership style by determining if context or gender or a combination of both factors influences style. This study will explore and describe the leadership styles of social work education administrators in the United States. The 1996 federal welfare-to-work legislation generated significant debate regarding what role public transportation should play in facilitating lower welfare rates. Given this debate, transportation has been called the “to” component of welfare-to-work. In this paper, we present findings from three case studies that examine job accessibility and reverse commute transportation programs in the Chicago, Kansas City, and San Francisco metropolitan regions. We explored how institutional and/or grassroots support prevented or fostered the innovation and implementation of non-traditional Access-to-Jobs and Reverse Commute (JARC) programs. The purpose of this study is to centralize, into women's history, the marginalized historical voices of women activists working in sexualized labor (and/or those using sexualized economic strategies). This thesis situates the work of Josie Washburn, a former madam who turned self advocate in 1907, squarely within the Progressive Era debate on prostitution, By centralizing women's voices of sexualized lahor, it provides a means to track the long-term evolution of the intersections between women's sexualized labor choices, traditional labor choices, self-advocacy, popular media, and social/political movements on behalf of women. When Ed Roberts, who had polio, forged new ground for people with disabilities by developing the first Center for Independent Living in 1972, the stage was set for people with disabilities and advocates to join together in a new civil rights movement. 'Invisible' no more, the disability community started what was expected to be a stratospheric leap into community inclusion. There was substantial hope held in the anticipated impact of the passage of the Americans with Disabilities Act (ADA) in 1990 (P.L. 101-336, 104 statute 327). Influences On Job Retention Among Homeless Persons With Substance Abuse Or Psychiatric Disabilities, Russell K. Schutt, Norman C. Hursh

Job retention is an important psychosocial rehabilitation goal, but one that is not often achieved. We investigate facilitators of and barriers to employment retention among homeless individuals with psychiatric and substance abuse diagnoses who were re-interviewed eight or more years after participating in a traditional vocational rehabilitation program. Most program graduates who maintained employment had secured social support from a variety of sources; personal motivation was also a critical element in job retention and compensated in some cases for an absence of social support. Both the availability of social support contacts and personal motivation influenced likelihood of maintaining sobriety. Physical …

Connecting Youth And Communities: Customized Career Planning For Youth With Psychiatric Disabilities, Kim Brown

Young people with psychiatric disabilities are significantly overrepresented in the juvenile justice system, tend to be employed sporadically if at all, and frequently have negative connections within and to their communities. Recent research conducted in Montana with youth who have developmental and/or physical disabilities demonstrates the effectiveness of using a customized career planning model to increase linkages to resources and access to community- based employment. Side benefits include improved self-esteem and positive community connections. Knowledge of evidence-based practice (EBP) is essential to social workers entering the workforce. The literature review revealed no studies that have measured the knowledge students have of the steps of EBP in the final semester of their master's of social work (M.S.W.) degree programs.
The purpose of this study was to administer a newly validated instrument to graduating M.S.W. students to measure their knowledge of the steps of EBP. Eighty-six students in four schools in Michigan completed the instrument and scored a mean of 6.23 out of a possible score of 15. An ANOVA showed no statistically significant difference in …

Reaching Beyond The "Moron": Eugenic Control Of Secondary Disability Groups, Gerald V. O'Brien, Meghan E. Bundy

While much has been published about the American eugenics movement, few authors have considered the relative status of various disability populations as targets of eugenic control. While many writers focus on persons diagnosed as feeble-minded as the central focus of control, little has been written regarding the status of additional disability groups. This is important since, as described here, a central component of coming to understand past social injustices against marginalized groups and the contemporary relevance of such injustices is gaining an awareness of why specific populations were accepted by control authorities as appropriate or viable targets for control measures.

Non profit collaboration has long been identified as an effective approach to meeting community needs. It is particularly recognized as a solution to the challenges encountered by non profits during periods of economic duress. This study examines the relationship between the sense of ownership felt by non profit collaborative partners and their intent to sustain collaboration. We posit that three particular behaviors: rule breaking, rule making, and appreciative behavior encourage participants to develop a sense of ownership leading to collaborative sustainability. There is growing interest among scholars to understand the training experiences of international students in applied psychology. Few empirical studies have specifically investigated international doctoral students in counseling psychology. The purpose of the present study was to create an opportunity for the voices of Asian international students in U.S. doctoral counseling psychology programs could be expressed, and to convey their collective voices.
Twelve Asian international students, predominately women from East Asia, participated in two phone interviews. Participants were asked to illustrate their overall training experiences, share helpful and unhelpful aspects of their training, and identify recommendations for faculty and training …

This study investigated the reliability and validity of the Attitudes Toward Sex Offenders Scale (ATS) measurement by assessing attitudes of counselors in training towards juvenile sex offenders. The specific aims of this study were to determine (a) internal consistency of the ATS, (b) construct validity of the ATS based on exploratory factor analysis, and (c) the degree to which this instrument has convergent and discriminate validity. For a country with such a technologically advanced health care system, the United States has an alarming infant mortality rate. The disparities in birth outcomes for low-income black women compared to white women of the same socioeconomic status are even more disturbing. Prenatal care is considered to be an effective method of reducing poor birth outcomes like preterm birth and low birth weight, but access to prenatal care continues to be an issue. This study sought to develop an advanced filial therapy model by examining the experiences of seven parents who participated in a preliminary advanced filial therapy intervention. These parents had previously completed a 10-week basic filial therapy model called Child Parent Relationship Therapy. A phenomenological qualitative design was employed, wherein data was obtained from parent playtime notes, researcher field notes, group process transcriptions, and focus groups. Parent experiences of the intervention were examined from a systems-relational lens, and four categories emerged, which include relational epiphanies, enhanced understanding of the playtimes, model format, and skill development. Churches and faith based organizations, such as the Del Rosa Seventh-day Adventist (SDA) Church, have been bridging the gap for families seeking assistance, particularly in the area of youth services. Using a mixed method approach, this study explored which educational factors predicted systemic confidence in master’s level marital and family therapy (MFT) students, and whether or not the impact of these factors was influenced by student beliefs and their perception of their supervisor’s beliefs about the value of systemic practice. One hundred and twenty graduate students in Commission on Accreditation for Marriage and Family Therapy Education-accredited (COAMFT) programs completed an online survey that assessed their training experiences, beliefs about systemic practice and perceptions of confidence. Quantitative findings revealed that students who reported greater research expectations in their program, obtained more …
