The following report outlines the planning process, the agenda, and the outcomes of the 2009 Portland National Youth Summit. The purpose of the Youth Summit was to invite systems-experienced youth (e.g., those who have been involved with the services such as mental health, child welfare, and/or juvenile justice systems) together to create a “Call to Action” that outlines positive solutions to improve the mental health services they receive. Stigma And The Cycle Of Avoidance: Why Young People Fail To Seek Help For Their Mental Distress, Lucy Biddle, L. Kris Gowen

Illness behavior is the set of purposeful actions taken by someone when faced with being unhealthy. According to Dingwall,3 the three stages of illness behavior are: evaluating symptoms, deciding to act, and monitoring the effects of the chosen actions. Although presented in a linear fashion, these stages are in fact cyclical, as reassessment occurs when symptoms change or unsuccessful actions require new approaches.

However, it is common that people never act, or delay acting, on their symptoms; this is especially true for people experiencing mental distress. Young people in particular are unlikely to seek professional care for mental health concerns—it …

Bridge foundations must be designed based on acceptable risks of failure. To secure rapid implementation of Load Resistance Factor Design (LRFD) principles for foundation design, the American Association of State Highway and Transportation Officials (AASHTO) and the Federal Highway Administration (FHWA) are requiring their use through AASHTO code. The Bridge Section of the Oregon Department of Transportation (ODOT) has responsibility for satisfactory design of all the bridge structures across the state’s highway system. Left unused, these empty spaces can pose difficult challenges for their owners and surrounding neighborhoods; however, the uncertain futures of vacant sites also present unique opportunities for a variety of temporary uses. The City of Portland and Multnomah County are developing new plans and policies to meet greenhouse gas reduction goals of 80% below 1990 levels by 2050. To meet these new steep reduction targets, actions will be needed at every level of society. While neighborhoods have historically received little attention as a means of addressing climate change, they are ideally suited to bring people together to bridge the gap between individual actions and higher level government policies. Building The Evidence Base For Family Drug Treatment Courts: Results From Recent Outcome Studies, Beth L. Green, Carrie Jeanne Furrer, Sonia D. Worsel, Scott W. M. Burrus, Michael W. Finigan

Results from at least four studies of FDTCs found evidence for their effectiveness in assisting and supporting parents in entering, remaining in, and completing substance abuse treatment so they could be reunited with their children; however, different program models achieved different outcome patterns. The Pima County (Arizona) study found positive effects for treatment completion, family reunification, and reduced times to permanent placement. Two other programs showed consistent positive treatment and child welfare outcomes. Neither of these two sites produced reduced time to permanent placements. The two most successful sites were longstanding FDTCs whose models aligned closely with the core program …

Three Times A Study: Business Students And The Library, Heidi Senior, Kerry Wu, Diane M. Martin, Margaret Mellinger

Revisiting a study performed 30 years ago, researchers at three institutions surveyed undergraduate and graduate students in marketing courses to determine their attitudes toward and knowledge of library services and collections. Results found that 21st-century students are more likely to believe in the importance of library research, to have had library instruction, and to use Web sites and Internet search engines to begin their research. However, they are less likely to read business periodicals. Faced with a list of information sources, they are generally able to pick out a useful resource, although not always the most efficient. Effects On L1 During Early Acquisition Of L2: Speech Changes In Spanish At First English Contact, Christina E. Gildersleeve-Neumann, Elizabeth D. Peña, Barbara L. Davis, Ellen S. Kester

Speech and Hearing Sciences Faculty Publications and Presentations

Spanish phonological development was examined in six sequential bilingual children at the point of contact with English and eight months later. We explored effects of the English vowel and consonant inventory on Spanish. Children showed a significant increase in consonant cluster accuracy and in vowel errors. These emerging sequential bilingual children showed effects of English on their first language, Spanish. Cross-linguistic transfer did not affect all properties of the phonology equally. Negative transfer may occur in specific areas where the second language is more complex, requiring reorganization of the existing system, as in the transition from the Spanish five-vowel to …

In But Not Of, Of But Not In: On Taste, Hipness, And White Embodiment, Robin James

The status of the body figures paradoxically in the interrelated discourses of whiteness, aesthetic taste, and hipness. While Richard Dyer’s analysis of whiteness argues that white identity is “in but not of the body,” Carolyn Korsmeyer’s and Julia Kristeva’s feminist analyses of aesthetic “taste” demonstrate that this faculty is traditionally conceived as something “of” but not “in” the body. While taste directly distances whiteness from embodiment, hipness negatively affirms this same distance: the hipster proves his elite status within white culture by positioning himself as, in the words of James Chance’s song title, “Almost Black.” The notion of hip contributes …

This paper undertakes four tasks. It examines a tradition of cinematic and narrative representation that we might call “the narrative of moral gentrification.” It insists on the importance of excavating the racialist and often racist images, motifs, and myths that constitute this tradition. It recommends a form of philosophical aesthetics, located at the intersection of aesthetics, ethical perfectionism, and critical race theory, as a resource for doing this work. And it insists on the importance of subjecting problematic or qualitatively inferior expressive objects to critical scrutiny for the sake of developing proper iconographies and archives of white supremacist expressive culture.

The range of the aesthetic has expanded to cover not only a wider range of objects and situations of daily life but also to encompass the negative. This includes terrorism, whose aesthetic impact is central to its use as a political tactic. The complex of positive and negative aesthetic values in terrorism are explored, introducing the concept of the sublime as a negative category to illuminate the analysis and the distinctive aesthetic of terrorism.

Musical formalism, which strictly limits the type of thing any description of the music can tell us, is ill-equipped to account for contemporary performance practice. If performative interpretations are in a position to tell us something about musical works—that is if performance is a kind of description, as Peter Kivy argues—then we have to loosen the restrictions on notions of musical relevance to make sense of performance. I argue that musical formalism, which strictly limits the type of thing any description of the music can tell us, is inconsistent with Kivy's quite compelling account of performance. Appeals to the actual author's intention in order to legitimate an interpretation of a work of literary narrative fiction have generally been considered extraneous in Anglo-American philosophy of literature since Wimsatt and Beardsley's well-known manifesto from the 1940s. For over sixty years now so-called anti-intentionalists have argued that the author's intentions – plans, aims, and purposes considering her work – are highly irrelevant to interpretation. In this paper, I shall argue that the relevance of the actual author's intentions varies in different approaches to fiction, and suggest that fictions are legitimately interpreted intentionally as conversations in a certain kind of …

This mixed-methods study combined pragmatism, sociocultural perspectives, and systems thinking concepts to investigate students' engagement, thinking, and learning in science in an urban, K-8 arts, science, and technology magnet school. A grant-funded school-university partnership supported the implementation of an inquiry-based science curriculum, contextualized in the local environment through field experiences.
