Juveniles Who Commit Sex Offenses Against Minors., David Finkelhor, Richard Ormrod, Mark Chaffin

Crimes Against Children Research Center

Presents population-based epidemiological information about the characteristics of juvenile offenders who commit sex offenses against minors. The authors analyzed data from the National Incident-Based Reporting System (NIBRS) and provided topical statistics highlighting the fact that juveniles account for more than one-third (35.6 percent) of this type of offender. Findings may support the development of research-based interventions and policies to reduce sexual assault and child molestation as perpetrated by juvenile offenders.

Assessment Of Road Crossings For Improving Migratory Fish Passage In The Winnicut River Watershed, The Nature Conservancy

This report summarizes the results of a river continuity assessment focused on roadstream crossings. The Winnicut River is the site of a restoration project that removed a head-of-tide dam and resulted in the only free-flowing major tributary to the Great Bay Estuary. The river system currently supports a small annual run of river herring, and with the removal of the dam and ladder system, migratory fish will now have access to a total of 37 miles of potential upstream habitat.

An Investigation Of The Persuasive Effects Of Rhetorical Questions, Message Framing, And The Elm In Promoting Responsible Cell Phone Usage, Robert James Glenn Iii

This study evaluated persuasive messages that advocate support for a ban against cell phones while driving using Petty and Cacioppo's Elaboration Likelihood Model of persuasion as its theoretical framework. Seven hypotheses were tested using a 2 x 2 x 2 factorial design assessing the influence of need for cognition (high vs. low) in tandem with the variables of message framing (gain vs. loss statements) and message form (questions vs. statements) upon assessments of elaboration (ME), cognition message value (CMV), message effectiveness ratings (MEF), and attitude toward the prescribed behavior (ATPB).

Executive Summary:

Since 1998, the Juvenile Justice Delinquency Prevention (JJDP) Act has required all states that receive formula grant program funding to determine whether the proportion of minority youth in confinement exceeds their proportion of the population, and, if so, to develop corrective strategies. In 1992, Congress elevated this issue to a “core requirement” of the JJDP Act. In 2002, the Office of Juvenile Justice and Delinquency Prevention expanded the requirement to include the proportion of minorities at each key decision point, and not just at confinement. This allows a broader examination of how minority groups are treated in the …

Replacing The Exclusionary Rule: Fourth Amendment Violations As Direct Criminal Contempt, Ronald J. Rychlak

Chicago-Kent Law Review

The exclusionary rule, which bars from admission evidence obtained in violation of the Fourth Amendment's prohibition of unreasonable searches and seizures, is a bedrock of American law. It is highly controversial, but there seems to be no equally effective way to protect citizens' rights. This paper proposes that an admissibility standard be adopted that is in keeping with virtually every jurisdiction around the world other than the United States. Don't Bet On It: Casino's Contractual Duty To Stop Compulsive Gamblers From Gambling, Irina Slavina

To address the problem of compulsive gambling, most states with commercial casinos have enacted statewide self-exclusion programs—a mechanism by which patrons petition to be physically removed from a casino if they are discovered on the premises. The casinos in the remaining states voluntarily instituted facility-based programs to assist problem gamblers in fighting their addiction.

But besides having any intended effect, these programs provided gamblers with a new ground for lawsuits—breach of contract. This note argues that neither states nor individual casinos should be liable to self-excluded patrons for breach of contract, even if they enter a casino and lose money …

The Federal Highway Administration (FHWA) requires state transportation agencies to submit a biennial report on local highway finances. The purpose of these reports is to provide FHWA with the data it needs to capture the financing of highway activities at the local level. Based on this information, it can identify trends in revenue, expenditures, investments, and program development, and in turn make decisions about future investments. The „justice system‟ is a fundamental and far-reaching component of our system of democracy in Alberta. It is not one united system but an institutionalized process to address criminal and civil conflicts. It is made up of a complexity of organizations with overlapping provincial and federal jurisdictions. There are substantive and procedural laws with four broad divisions: civil, family, criminal and administrative. Many of these laws and the legal services associated with them, function to avoid conflict and legal problems. Admission policies and practices in higher education, including those in nursing programs, are diverse; yet administrators have traditionally relied upon preadmission academic achievement for selection of qualified students. As economic development proceeds special care must be taken to preserve and sustain our water resources. Monitoring the storm water from a watershed during a rainfall event can help quantify any changes in water quantity and quality. An accurate means of measuring flow is necessary for all watershed monitoring projects. This study was conducted to analyze the performance of stage, turbidity, and temperature measuring devices in a laboratory setting as well as on Honeycutt Creek in Clemson, South Carolina.

This study seeks to understand: 1) motivations for leaving and, if applicable, racialized, segregated environment, which is represented by the returned cholo, whose "urban gangbanger" mentality confronts the traditional, rural ethnic identity. San Francisco also affects the overall perception of immigration and desire for permanent U.S. residence. Of the San Francisco cohort, 42% say immigration is "positive overall." Conversely, 62% of the Kalamazoo cohort says that immigration is "positive overall." Only 29% of the San Francisco cohort desire permanent residence in the U.S. while 54% of the Kalamazoo cohort desire permanent U.S. residence. Therefore, the suburban context of Kalamazoo may …

This paper relates individuals’ characteristics to the probability of possessing firearms: a) inside the home; b) outside the home; and c) inside and outside the home. Extending the literature on the demand for firearms whose focus is on the first trait, we collected survey data on 2,045 random individuals of Brasília, Brazil, in 2002. The multinominal logit model yields several new results. First, while we do find that a person’s educational level negatively affects the likelihood that an individual will use arms only outside his or her home, education does not affect the probability of an individual possessing a gun …

Twenty percent of Americans report using one of the more than thirty thousand dietary supplement products generated by an estimated one thousand manufacturers, contributing to an industry exceeding twenty billion dollars globally. Fueled by increasing public interest in individual health, dietary supplement manufacturers in the United States (U.S.) continue to exploit the weaknesses in the way the Food and Drug Administration (FDA) regulates these products. Dietary supplement manufacturers perpetuate the perceived safety of supplements through the advertisement of structure-function claims, which many consumers mistakenly assume to be the same as FDA-regulated health claims.
