Crib Dock Permit And Construction Standards In The Upper Great Lakes, Brian J. Hoxie Jan 2009

Crib Dock Permit And Construction Standards In The Upper Great Lakes, Brian J. Hoxie

Master's Theses and Doctoral Dissertations

This study explored the permitting, design, and construction of crib docks in the Les Cheneaux and Drummond Island region of Michigan. It employed an exploratory two-phase mixed-methods research design: first to qualitatively explore and define the problem, and then to quantitatively evaluate a convenience sample of crib docks to determine appropriate permit and construction norms that meet functional requirements while addressing ecological and waterway concerns. The variables considered included siting, design, superstructure, and ground anchorage.

The qualitative findings demonstrated that the USACE and MDEQ are the approving agencies for crib docks and oppose new crib dock construction permits, because they …

Renegotiation Of Public Employee Pension Contracts. Initiative Constitutional Amendment. Jan 2009

Renegotiation Of Public Employee Pension Contracts. Initiative Constitutional Amendment.

Initiatives

Eliminates certain state constitutional restrictions on renegotiating public employee pension contracts. Allows vested pension benefits to be reduced for existing and prospective public-sector retirees. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local government: Possible reduction in pension costs for state and local governments, depending on future actions by state and local governments and courts. Any such reduction likely would be largely or entirely offset by negotiated increases in other costs, such as employee salaries and wages. (08-0018, Amdt. #1S.)

The Cost Of Crime: Could The State Reduce Future Crime And Save Money By Expanding Education And Treatment Programs ?, Stephanie Martin, Steve Colt Jan 2009

The Cost Of Crime: Could The State Reduce Future Crime And Save Money By Expanding Education And Treatment Programs ?, Stephanie Martin, Steve Colt

ISER Reports

Alaska’s prison population is among the fastest-growing in the U.S., with five times more inmates in 2007 than in 1981. Spending for the state justice system has nearly doubled since 1981—but the crime rate has dropped only about 30%. Here’s the dilemma for the state, given the pattern shown in Figure 1: what can it do to hold down the number of inmates and stem the rising costs—while at the same time keeping the public safe and using tax dollars effectively? Senator Hollis French asked ISER to project growth in the number of Alaska inmates and the associated costs—and then …

2009 Alaska’S Construction Spending Forecast, Oliver Scott Goldsmith, Mary Killorin Jan 2009

2009 Alaska’S Construction Spending Forecast, Oliver Scott Goldsmith, Mary Killorin

ISER Reports

Construction spending “on the street” in Alaska in 2009 will be $7.1 billion, down 3% from 2008.1,2,3 Lower construction spending, combined with higher material and labor costs, will result in a modest reduction in the level of construction employment in 2009. Although this will be the fourth year of decline, the level remains considerably above the long-term average. Excluding the oil and gas sector—which accounts for 43% of the total—construction spending will be $4.1 billion—down 1% from 2008. Private-sector construction spending will follow the slowdown in the Alaska economy. Excluding oil and gas, we expect private spending to be $1.3 …

A Benefit-Cost Evaluation Of Smart Transit Features At Small Scale Transit Operations, Cornelius Nuworsoo, Edward Sullivan, Xudong Jia, Neil Hockaday, Bruce Chapman

City and Regional Planning

This study evaluates the benefits and costs of smart transit technologies at San Luis Obispo Transit, a small transit operation. In 2001, the California Department of Transportation test-deployed its new program entitled “Efficient Deployment of Advanced Public Transportation Systems (EDAPTS)”. The purpose of the field study was to make low-cost, Intelligent Transportation System (ITS) technologies readily available to small and medium size transit properties. The system developed applies digital communications links, open source designs, solar powered real-time arrival signs, and innovative data links to improve transit service and safety at a total investment of $150,000 (2007 dollars). An evaluation was …
