Filling Federal Appellate Vacancies, Carl W. Tobias Jan 2009

Filling Federal Appellate Vacancies, Carl W. Tobias

Law Faculty Publications

Judicial selection for the United States Courts of Appeals has rarely been so controversial. Delay in nominating and analyzing candidates as well as fractious accusations, recriminations, and "paybacks" between Democrats and Republicans have vexed circuit appointments over two decades. Many judgeships remain empty for long periods, while one position has been vacant since 1994. Certain appellate tribunals have confronted acute difficulties. The U.S. Court of Appeals for the Sixth Circuit recently operated absent half its judicial complement across eight months, and numerous courts labored without one in three members at various junctures.

The Senate, which furnishes advice and consent, has …

In Fall 2008, The Paul Simon Public Policy Institute at Southern Illinois University Carbondale conducted its first statewide public opinion survey since 2004. Topics included the general direction of the country, the state, and respondents’ respective areas of the state; benchmark quality of life measures for education, public safety, the environment, and the economy; opinions on important public issues, such as a proposal to amend the Illinois Constitution to allow recall of statewide elected officials and the proposed Constitutional Convention; and opinions on judicial selection issues in the state. By far the most newsworthy section of the survey, released October …

Displacement, Kelly Manning Jan 2009

Displacement, Kelly Manning

School of Art, Art History, and Design: Theses and Student Creative Work

Displacement is the act by which fluid is forced to move by an object floating or submerged in it. During the course of a bath, the bather continuously affects the water he/she displaces, creating water distortions that visually contort and fragment the bather. Our human senses cannot fully digest all these nuances made from one simple splash. We are essentially blind to these beautiful milliseconds save through the use of a camera. In studying my photographic references, I have been able to discern different types of water formations. The complexity of rendering water is its own struggle. More than a …

Judges were unanimous in their decision that the team, Volation, stood far above the other seven teams competing, with a "risky" concept …

Interpixel Capacitive Coupling, Linpeng Cheng Jan 2009

Interpixel Capacitive Coupling, Linpeng Cheng

Theses

Interpixel coupling (IPC) is an electronic crosstalk where a pixel couples signal charges to its neighbors capacitively. It is a deterministic process, whereas diffusion crosstalk is stochastic. It will smooth normal image signal as well as Poisson noise. As a result, the conversion gain will be underestimated by the photon transfer method. However, the capacitive coupling has not received much attention until Andrew Moore and Gert Finger recently studied its potential effect on the measurement of responsive detective efficiency of image detector arrays in both theory and observation. This thesis continues to investigate this electronic effect. The potential impact of …

Wayne State University Associated BioMed Central Scholarship

Abstract

The Bcl-2 family of proteins is critical to the life and death of malignant B-lymphocytes. Interfering with their activity using small-molecule inhibitors (SMI) is being explored as a new therapeutic strategy for treating B-cell tumors. We evaluated the efficacy of TW-37, a non-peptidic SMI of Bcl-2 against a range spectrum of human B-cell lines, fresh patient samples and animal xenograft models. Multiple cytochemical and molecular approaches such as acridine orange/ethidium bromide assay for apoptosis, co-immunoprecipitation of complexes and western blot analysis, caspase luminescent activity assay and apoptotic DNA fragmentation assay were used to demonstrate the effect of TW-37 on …

Wayne State University Associated BioMed Central Scholarship

Abstract

Background

Tissue-engineered bone may be developed by seeding the cells capable of both osteogenesis and vascularization on biocompatible composite scaffolds. The current study investigated the performance of mice bone marrow-derived osteogenic cells and endothelial cells as seeded on hydroxyapatite (HA) and poly-ε-caprolactone (PCL) composite scaffolds.

Methods

Mononuclear cells were induced to osteoblasts and endothelial cells respectively, which were defined by the expression of osteocalcin, alkaline phosphatase (ALP), and deposits of calcium-containing crystal for osteoblasts, or by the expression of vascular endothelial growth factor receptor-2 (VEGFR-2) and von Willebrand factor (vWF), and the formation of a capillary network in Matrigel™ …

Surgical Smoke Evacuation Guidelines: Compliance Among Perioperative Nurses, Kay A. Ball Jan 2009

Surgical Smoke Evacuation Guidelines: Compliance Among Perioperative Nurses, Kay A. Ball

Theses and Dissertations

Smoke (plume) is produced when tissue is cut or coagulated with lasers or electrosurgery devices during surgery. Research has documented that surgical smoke creates a serious workplace hazard for over 500,000 healthcare workers. Toxic gases create an offensive odor, small particulate matter causes respiratory complications, and pathogens may be transmitted within the surgical smoke to the surgical team. Previous research notes that smoke evacuation recommendations are not being consistently followed by perioperative nurses.

The purpose of this study is to determine key indicators that are associated with compliance with smoke evacuation recommendations by perioperative nurses. The Diffusion of Innovation theory …

Identification And Characterization Of Prevotella Intermedia 17 Toll-Like Receptor 2 Ligands, Jamie Feng-Hsia Yuan Jan 2009

Identification And Characterization Of Prevotella Intermedia 17 Toll-Like Receptor 2 Ligands, Jamie Feng-Hsia Yuan

Theses and Dissertations

Periodontal disease is one of the most prevalent human diseases affecting millions of individuals. Bacteria are the trigger of the host response that then results in initiation and progression of periodontal disease. The interactions between the host and the bacteria, although very complex and intricate, are not well understood. Species of gram-negative anaerobic bacteria implicated in the development of periodontal disease include Porphyromonas gingivalis and Prevotella intermedia. The goal of our study was to identify P. intermedia surface proteins interacting with TLR2 receptor. Using Cy5-labeled surface proteins we identified multiple proteins using our capture assay. The interaction of three …

The Bird, Katherine Ann Kisicki Jan 2009

The Bird, Katherine Ann Kisicki

Theses and Dissertations

I have always approached my paintings with confidence. Mark making has always been my strength, particularly in drawing, and I feel this comes through in my gestural use of the paint. I also believe I approach paintings in a trial and error manner, where experimentation has precedence over concept. To remain in the moment and focused on what I am doing at that moment is a fundamental base of both my process and, interestingly what the resulting image translates to the viewer. To know this, and to remain suspended in this moment requires a foundation of trust within my capabilities …

Media To Medium: Representations Of Violence, War & Women In Pop Culture, Althea Georgelas Jan 2009

Media To Medium: Representations Of Violence, War & Women In Pop Culture, Althea Georgelas

Theses and Dissertations

My work is inspired by the mass Media and how it affects the world around me. I am interested in how violence, war and women are represented in popular culture and how this has trickled down into social behavior. I also wonder how much entertainment media reflects deep social ideals. I define mass media as the viral proliferation of ideas using television, cinema, video gaming and the Internet. I am concerned about the social and psychological affects of violent media and how it impacts the lives of women and girls. This is of particular interest to me because I am …

Finding The Win In Wicked Problems: Lessons From Evaluating Public Policy Advocacy, John Sherman, Gayle Peterson Jan 2009

Finding The Win In Wicked Problems: Lessons From Evaluating Public Policy Advocacy, John Sherman, Gayle Peterson

The Foundation Review

· Many of the social issues private foundations and other philanthropies attempt to address — poverty, homelessness, global climate change — are wicked problems. That is, they defy easy definition, lack permanent solutions, and have multiple stakeholders.

· The wicked problems framework helps make explicit the challenging nature of the issue to be addressed, requires an inclusive style of leadership that seeks stakeholder involvement, and demands candid exchange among stakeholders about the nature of the problem and effectiveness of efforts to address it.

· A wicked problems framework provides a set of criteria and questions for evaluators of advocacy efforts …

· Based on a study of advocacy grantees and a study of advocacy grantmakers, the authors conclude that supporting evaluation and capacity building, providing multi-year funding commitments and core support, and creating custom reporting requirements and timelines are strategies that funders can …

Tools To Support Public Policy Grantmaking, Martha Campbell, Julia Coffman Jan 2009

Tools To Support Public Policy Grantmaking, Martha Campbell, Julia Coffman

The Foundation Review

· This article provides guidance on how foundations can frame, focus, and advance efforts to achieve public policy reforms.

· Five essential steps for developing public policy strategy are described: choosing the public policy goal, understanding the challenges, identifying influential audiences, determining how far those audiences must move, and deciding how to move them.

· Two tools developed specifically to support foundations during the strategy development process are presented.
