Driving Reform And Innovation Diffusion In Government: It Takes Guerilla Tactics To Slay A Gorilla, George K. Makiya

Key IT and business executives at all twenty six US Federal government departments and agencies were interviewed to assess constraints to Enterprise Architecture Programs congressionally mandated in 1996 to transform bureaucratic political institutions into efficient business enterprises. Results demonstrate the vital role of the individual in reform and innovation diffusion. Past empirical and longitudinal studies in reform and innovation diffusion have been conducted separately. This study synthesizes the twin diffusion phenomena. Our data show that "guerilla" tactics can overcome the "gorilla" forces of dominant culture and rigid institutional frameworks.

There is growing interest among scholars to understand the training experiences of international students in applied psychology. Few empirical studies have specifically investigated international doctoral students in counseling psychology. The purpose of the present study was to create an opportunity for the voices of Asian international students in U.S. doctoral counseling psychology programs could be expressed, and to convey their collective voices.

Twelve Asian international students, predominately women from East Asia, participated in two phone interviews. Participants were asked to illustrate their overall training experiences, share helpful and unhelpful aspects of their training, and identify recommendations for faculty and training …

The Ethnic Identity Of Returning Immigrants To A Pueblo In Yucatan, David Piacenti

This study seeks to understand: 1) motivations for leaving and, if applicable, racialized, segregated environment, which is represented by the returned cholo, whose "urban gangbanger" mentality confronts the traditional, rural ethnic identity. San Francisco also affects the overall perception of immigration and desire for permanent U.S. residence. Of the San Francisco cohort, 42% say immigration is "positive overall." Conversely, 62% of the Kalamazoo cohort says that immigration is "positive overall." Only 29% of the San Francisco cohort desire permanent residence in the U.S. while 54% of the Kalamazoo cohort desire permanent U.S. residence. Therefore, the suburban context of Kalamazoo may …

Race, Power, And (In)Equity Within Two-Way Immersion Settings, Martin Scanlan, Deborah Palmer

Two-way immersion schools provide a promising model for service delivery to students who are English language learners. With the goals of bilingualism, academic excellence, and cross cultural appreciation, these schools are designed to build bridges across linguistically heterogeneous student bodies. Yet while empirical evidence demonstrates that the two-way immersion model can be effective in these regards, we know little about how such schools address other dimensions of diversity, including race, ethnicity, class, and disability. This study contributes to filling this gap by critically analyzing these dimensions in the areas of recruitment and retention in two two-way immersion schools.

On April 19, 2009, for exactly two hours, I observed a twenty-four month old toddler at her home, with parents' consent, to fulfill an assignment for a Normal Language Development course. The assignment was to observe a child ranging between the infancy stages to three years old. After observing the child, students were instructed to complete a language analysis sample on every word or phrase that the child produced. This sample was conducted by writing down what the child said and comparing it to what linguistic and motor development researchers expected from a child at the approximate age level observed. …

Text Format, Text Comprehension, And Related Reader Variables, Jodi L. Nichols

This investigation explored relationships between format of text (electronic or print-based) and reading comprehension of adolescent readers. Also in question were potential influences on comprehension from related measures including academic placement of participants, gender, prior knowledge of the content, and overall reading ability. Influences were measured through an unaided text retell and a constructed-response assessment with traditional questioning. Participants' reading preferences and self-reported reading behaviors were also explored.;Findings from regression analyses revealed that format of the text was not a significant predictor of reading comprehension for seventh grade students, despite participants' self-reported preference to reading electronic text. Our society’s public school education system is reproducing, if not enhancing, social stratification and inequality. The United States spends less on the schools that have the largest population of low-income and minority children than on schools with children from the more affluent families, typically White children. It has been well established in the anthropological literature that reciprocity, in its various cultural forms, is simultaneously produced by and productive of social relationships; it both comments upon social relationships and plays a role in creating them. However, this has generally been demonstrated using positive forms of reciprocity. In this paper I examine how theft, as a form of negative reciprocity, fit with a wider set of positive reciprocal obligations among the Tacana in northeastern Bolivia in 2001-2002. In his article "Myth and History in the Poetry of Osundare" Christopher Anyokwu examines the interrelation of myth and history from an African perspective. Anyokwu analyzes the poetry of one of Africa's most prolific and decorated contemporary poets, Niyi Osundare. Osundare is a third-generation Nigerian poet whose work is based on Yoruba oral tradition and informed by Marxist ideology. Osundare's poetry demonstrates the so-called "return-to-roots" neo-traditionalist ethos in modern African writing. Osundare's attitude to myth, ritual, and other African animist categories is intriguingly complex, ambivalent, and giving rise to charges of ideological irresolution and culturo-epistemic bifurcation. In his article, "Playwriting in Three Major Nigerian Languages" Isaiah Ilo analyzes the frequency of playwriting in Hausa, Igbo, and Yoruba, the three major Nigerian languages, which together hold about a half of the country's estimated population of 140 million. Ilo uses a case study to contrast the importance of the languages, their evolution as literary languages, and their official status with a role in education. In his article "Indirect Discourse in German, Russian, and English" Henry Whittlesey Schroeder analyzes the different tenses of indirect discourse in these three languages. Indirect discourse in the eighteenth and early nineteenth century adopts a different time in English, German and Russian. English indirect discourse reports in the preterit; German indirect discourse hovers in the subjunctive; Russian indirect discourse speaks in the present. The transposition of English indirect discourse allows the character's discourse to surface in a tense identical to the narration. In her article "Innovation and Multimedia in the Poetry of cummings and Mayakovsky" Svetlana Nikitina discusses how e.e. cummings and Vladimir Mayakovsky foreshadowed the digital revolution of today in their multimedia experiments in poetry.
