Changes voter approval requirement to 55% from two-thirds for local infrastructure bonds, property taxes to repay bonds where taxes exceed 1% of the property's assessed value, and certain local taxes where taxes are to be used only as voters specify. Allows 55% vote only when certain "accountability requirements" are satisfied. Prohibits state from taking local tax revenues and requires public hearings on fund use, independent audits, and citizens' oversight committees. Developing countries experience a disproportionate amount of health care inequities due to extreme poverty, lack of education, minimal resources and marginalization from health care services. Additionally, barriers such as access, availability and affordability prevent people from seeking care. Development of community based clinics can help to address the health disparities that the people of these countries often experience. Utilizing Madeleine Leininger's Culture Care Theory and the Sunrise Enabler provide a framework on which to develop clinics and health care programs in ways that are culturally congruent and acceptable. Military organizations, like the U.S. Army, traditionally are mission driven entities and organizational success is paramount in all military endeavors. The purpose of this research is to investigate the relationship between leadership practices of military professionals and the characteristics of Servant Leadership. The specific research question is: "How do military professionals practice Servant Leadership in the conduct of their lives as leaders?" The examination of this question will further ground Servant Leadership as a tangible leadership model in a large organization. I have always admired the aesthetics found in cigar labels – the intricate details, gentle curves, and bright colors seem to have a special story to tell. However, most of the time this story goes untold as labels are given a quick glance, then thrown away with the ashes. As a cigar smoker myself, my artistic pursuit has been to bring to life the stories of my cigar labels. I aim to reach out to those who readily identify with the subject matter, and provide them with a new perspective from which to view the labels most now simply toss …

The purpose of this consultation (to take place in Toronto, Canada on December 7, 2009) is to elicit the views of informed stakeholders in a review of reporting and disclosure requirements under Ontario securities legislation for corporate “social” performance. In particular, the Consultation paper considers whether existing reporting and disclosure requirements on corporate social performance are adequate. If change is advisable, the question becomes what regulatory or other measures merit consideration.
The Consultation is in response to a private member’s resolution introduced by the Honorable Laurel Broten (Etobicoke-Lakeshore), and passed unanimously by the Ontario Legislature (the “Resolution”). In part, the …

Since 1937 the Planned Parenthood Center of El Paso has provided low-cost reproductive health care, contraceptive advice, community educational materials, and other medical and social services to El Paso women. The Center was founded largely through the efforts of El Pasoan Betty Mary Goetting (1897 – 1980) and is affiliated with the Planned Parenthood League of Texas and the Planned Parenthood Federation of America. The Planned Parenthood of El Paso records date 1907 – 2000s, bulk 1947 – 1974. With a disproportionate percentage of black children growing up in fatherless homes in the U.S. and an increasing concern over the state of fatherhood nationally, investigation of fathering in the African American community is essential. The purpose of this study was to explore the experiences of nonresidential African American fathers and how their parenting beliefs and behaviors have been transmitted to them from their fathers and grandfathers. The theoretical framework of the study included the Responsible Fathering Conceptual Model and Family Systems Theory. Automatic Exposure Control And Estimation Of Effective System Noise In Diffuse Fluorescence Tomography, Dax L. Kepshire, Hamid Dehghani, Frederic Leblond, Brian W. Pogue

A diffuse fluorescence tomography system, based upon time-correlated single photon counting, is presented with an automated algorithm to allow dynamic range variation through exposure control. This automated exposure control allows the upper and lower detection levels of fluorophore to be extended by an order of magnitude beyond the previously published performance and benefits in a slight decrease in system effective noise. The effective noise level is used as a metric to characterize the system performance, integrating both model-mismatch and calibration bias errors into a single parameter. This effective error is near 7% of the reconstructed fluorescent yield value, when imaging …

Organizational Supports And Youth Life Skill Development: Adult Volunteers As Mentors, Managers And “Mediators”, Kate Fogarty, Bryan Terry, Dale Pracht, Joy Jordan
Journal of Youth Development
A statewide community club evaluation (youth self-report), empirically testing a logic model of factors influencing youth life skill development is described. Results supported that the way adult volunteers manage and mentor youth and explained how 4-H program features (e.g., youth sense of belonging, safety, and support) influence life skill development. Youth engagement in activities was also linked with life skills and organizational supports were linked with youth engagement in the model. Future directions based on the findings to be discussed include: (1) examining volunteer competencies to build upon in training; (2) use of SEM to understand the larger picture of …

Vitamin B6 Metabolism And Regulation Of Pyridoxal Kinase, Amit Gandhi

Pyridoxal 5'-phosphate (PLP) is the cofactor for over 140 vitamin B6 (PLP)-dependent enzymes that are involved in various metabolic and biosynthetic pathways. Pyridoxal kinase (PL kinase) and pyridoxine 5’-phosphate oxidase (PNP oxidase) are the two key enzymes that metabolize nutritional forms of vitamin B6, including pyridoxal (PL), pyridoxine (PN), and pyridoxamine (PM) to the active cofactor form, PLP. Disruption of the PLP metabolic pathway due to mutations in PNP oxidase or PL kinase result in PLP deficiency, which is implicated in several neurological pathologies. Several ingested compounds are also known to result in PLP deficiency with concomitant neurotoxic effects. How …

Technology is changing the face of both the sales and service domains. Honebein and Cammarano (2006) note that properly implemented self-service technologies serve dual purposes of decreasing firm overhead costs, while simultaneously engaging the customer in a way encourages the co-create of value for both parties. To get these benefits stakeholders must be willing to adopt and use the technologies that are available.
