A Study Into The Use Of Business Process Reengineering In Re-Designing Procurement Processes Within The Southern Health Board, Treasa Dempsey

Prior to undertaking the implementation of an integrated finance and procurement information system, the Southern Health Board (now know as the Health Service Executive - Southern Area) undertook a Business Process Reengineering project to redesign, standardise, streamline, and document their procurement processes. This study examines how useful Business Process Reengineering can be in a public sector environment, using the project undertaken in the Southern Health Board, as a case study. The literature on BPR, in conjunction with the material from the BPR project, and interviews from relevant project team members, is examined. The case study demonstrates that it may be …

Human monocytic ehrlichiosis (Ehrlichia chaffeensis), HME, is a tick-transmitted, rickettsial disease that has recently increased substantially in the USA from 142 reported cases in 2001 to 506 reported cases in 2005 [1,2]. There have been increasing surveys of tick populations over the past 10 years that have in turn supported the development of models for tick-borne disease transmission. Resulting HME models [3] suggest the importance of metapopulation structures, landscape environment parameters and periodic climatic effects in predicting the dynamics of HME transmission and the efficacy of control efforts, such as the reduction of the tick population through acaricide …

Phytoplankton Blooms: Their Occurence And Composition Within Virginia's Tidal Tributaries, Harold G. Marshall, Todd A. Egerton

Sporadic algal bloom development within a 10 year monitoring program in Virginia tidal tributaries of Chesapeake Bay is reviewed. These blooms were common events, characteristically producing a color signature to the surface water, typically short lived, occurring mainly from spring into autumn throughout different salinity regions of these rivers, and were produced primarily by dinoflagellates. The abundance threshold levels that would identify bloom status from a non-bloom presence were species specific, varied with the taxon's cell size, and ranged from ca. 10 to 10(4) cells mL(-1). Dc Electrokinetic Transport Of Cylindrical Cells In Straight Microchannels, Ye Ai, Ali Beskok, David T. Gauthier, Sang W. Joo, Shizhi Qian

Electrokinetic transport of cylindrical cells under dc electric fields in a straight microfluidic channel is experimentally and numerically investigated with emphasis on the dielectrophoretic (DEP) effect on their orientation variations. A two-dimensional multiphysics model, composed of the Navier-Stokes equations for the fluid flow and the Laplace equation for the electric potential defined in an arbitrary Lagrangian-Eulerian framework, is employed to capture the transient electrokinetic motion of cylindrical cells. The numerical predictions of the particle transport are in quantitative agreement with the obtained experimental results, suggesting that the DEP effect should be taken into account to study the electrokinetic transport of …

Optimization And Characterization Of Lab-On-A-Chip Elements: Microfluidic Chambers And Microneedles, Puneet Khanna

In this work, MEMS based fabrication is used to engineer multifaceted enhancements to microfluidic systems such as lab-on-a-chip devices. Two specific elements of microfluidic systems are the focus of this study: microfluidic chambers and microneedles. Microfluidic chambers, which are back-end passive elements, via proposed material and structural modifications, are shown to exhibit reduced non-specific DNA binding and enable increased cell lysis efficiency. Microneedles, which are front-end interfacing elements, have been fabricated in silicon and in silicon dioxide varieties. The geometry of silicon microneedles has been varied via DRIE processing to yield sharpened tips. Sharpening of microneedle tips provides reduced skin …

We review existing knowledge about older consumers and decision making. We develop a conceptual framework that incorporates the notion of fit between individual characteristics, task demands and the contextual environment. When the fit is high, older consumers use their considerable knowledge and experience to compensate for the impact of any age-related changes in abilities and resources. When the fit is relatively low, older consumers feel increased need to adapt their decision making processes. We discuss these consumer adaptations and propose a number of research questions related to the processes underlying them in order to contribute to a better understanding of …

You Can Steal Her Virginity But Not Her Doll: The Nineteenth Century Campaign To Raise The Legal Age Of Sexual Consent, J. Shoshanna Ehrlich

The article examines the 19th-century campaign to raise the age of sexual consent, driven by reformers who sought to protect young girls from exploitation and encode moral values into law. They argued that girls lacked the maturity to consent to sex and that losing virginity was a significant life-altering event. The campaign reflects both protective intentions and efforts to control female sexuality, particularly among working-class girls.

The use of shackles to restrain a pregnant woman during the birthing process is a barbaric practice that needlessly inflicts excruciating pain and humiliation. It is widely condemned by members of the international community, including leading medical and public health associations. Although human rights advocates have effected significant policy change in the past ten years to eliminate the use of shackles on women in labor, it remains routine practice in many American prisons and jails. The Women's Right To Participate In The Game Of Baseball, David Fintz

The note argues that women have historically been excluded from participating in baseball due to gender discrimination, which violates the Equal Protection Clause of the Fourteenth Amendment and Title IX. It critiques the narrow interpretation of state action in cases like Magill v. Avonworth Baseball Conference and advocates for broadening this doctrine to include youth organizations. The author proposes legal reforms, such as amending Little League charters, to ensure girls' inclusion in baseball programs. By addressing these legal barriers, the article suggests that girls can achieve greater opportunities in baseball, following the success of female athletes in other sports.

Evaluation Of Glyphosate-Tolerant And Conventional Alfalfa Weed Control Systems During The First Year Of Establishment, Robert Wilson Jr., Paul Burgener

A field trial was conducted for 3 yr (2005 through 2007) near Scottsbluff, NE, to examine weed control, crop safety, forage production, and economics of glyphosate-tolerant and conventional alfalfa establishment systems. Glyphosate applied to alfalfa at the unifoliate growth stage provided 67% weed control and was similar to imazamox applied at the two-trifoliate leaf stage. Delaying glyphosate application until alfalfa had reached the two-trifoliate growth stage improved weed control to 83%, and weed control was similar to imazamox plus 2,4-DB and imazethapyr plus 2,4-DB. Imazamox and imazethapyr caused minor crop injury, and the addition of bromoxynil or 2,4-DB to both …

Greening Demand: Energy Consumption And U.S. Climate Policy, Noah M. Sachs

The search for greener, less polluting energy supplies has dominated discussions of u.s. climate change strategy, but we often overlook cheaper and faster greenhouse gas emissions reductions achievable through energy efficiency and conservation. In this article, I outline a decade-long "greening demand" agenda to reduce the amount of energy consumed in the United States. The federal government should aim to reduce U.S. energy consumption by fifteen percent by 2016 and twenty percent by 2020 to achieve needed reductions in greenhouse gas emissions.
