Medicare Advantage (MA) plans are now paid $11 billion a year and $150 billion over 10 years more than costs in fee-for-service (FFS) Medicare. In the past two years there have been discussions about reducing MA payments to the level of FFS costs and using the savings to offset the costs of new Federal initiatives such as health care reform. These discussions have included a number of options on the specific new approach to pay plans including: average FFS costs in each county; a blend of local county FFS costs and national FFS average costs; and a regional system based …

The floor density required for optimal growth performance of different avian species and varieties is highly variable. Little is known of the required floor density for optimum performance of the French guinea fowl (Numida meleagris) broiler. The objective of this study was to assess the effect of varying floor densities on growth performance and carcass characteristics of the French guinea broiler. In 3 replicates, 687 one-day-old French guinea keets were weighed individually and randomly assigned to floor pens covered with pine wood shavings at 69, 60, 53, and 47 birds/pen, equivalent to densities of 15.6, 13.6, 12, and 10.7 birds/m2, …

The aim of the present study was primarily to evaluate the medicinal uses of the plants known to some western Kordofan tribes and to encourage preservation of their culture, conservation and sustainable utilization of the plant wealth. The present study revealed a record of 49 plant species belonging to 26 families which are used in the folk medicine of West Kordofan, Sudan. It is believed to be a form of healthcare in many aspects of curing practices. The plants were arranged alphabetically by their family name followed by species name, local name, parts used, mode of preparation and medicinal uses. …

Integrative Physiology and Athletic Training Faculty Publications

Exercise increases mRNA for genes involved in mitochondrial biogenesis and oxidative enzyme capacity. However, little is known about how these genes respond to consecutive bouts of prolonged exercise. We examined the effects of 3 h of intensive cycling performed on three consecutive days on the mRNA associated with mitochondrial biogenesis in trained human subjects. Forty trained cyclists were tested for VO2max (54.7 ± 1.1 ml kg−1 min−1). The subjects cycled at 57% wattsmax for 3 h using their own bicycles on CompuTrainer™ Pro Model trainers (RacerMate, Seattle, WA) on three consecutive days. Muscle biopsies were …

It is difficult to formulate meaningful competition policy when there is a fierce debate over the current competitiveness of the media industry. After addressing the importance of the marketplace of ideas in our democracy, our article examines the current state of the media industry, including the response of traditional media to audience declines, the growth of new media, the impact of media consolidation (including its impact on minority and women ownership), and the role of the Internet. In response to recent calls for liberalizing cross-ownership rules to protect traditional media, our article outlines why conventional antitrust policy is difficult to …

The purpose of this study was to see if there is a co relational relationship between an individual’s smoking habits and the smoking habits of his/her family. There were hopes of finding a relationship between people’s habits and whether their smoking relative is biologically related or not. The hypothesis seeks to find a relationship between an individual’s smoking habits and the smoking habits of their family. There were seventy-eight undergraduate students from Lindenwood University surveyed and only eight were smokers. On Some Discrete Distributions And Their Applications With Real Life Data, Shipra Banik, B. M. Golam Kibria

Journal of Modern Applied Statistical Methods

This article reviews some useful discrete models and compares their performance in terms of the high frequency of zeroes, which is observed in many discrete data (e.g., motor crash, earthquake, strike data, etc.). A simulation study is conducted to determine how commonly used discrete models (such as the binomial, Poisson, negative binomial, zero-inflated and zero-truncated models) behave if excess zeroes are present in the data. Results indicate that the negative binomial model and the ZIP model are better able to capture the effect of excess zeroes. Some real-life environmental data are used to illustrate the performance of the proposed models.

The National Aeronautics and Space Administration was established in 1958 and began operating a formal education program in 1993. The purpose of this study was to analyze the education program from 1993 - 2009 by examining strategic plan documents produced by the NASA education office and interviewing NASA education officials who served during that time period. Constant changes in education leadership at NASA resulted in changes in direction in the education program and the documents produced by each administration reflected both small and some significant changes in program direction. Over the last half century, major world events have prompted higher education institutions to develop internationalization plans. In order engage faculty in internationalization, higher education scholars and practitioners have recommended that internationalization plans include allocated resources, such as budgets for academic exchanges, faculty development workshops, and international curricular development and research grants (Olson, Green, & Hill, 2006; Paige, 2005; Siaya & Hayward, 2003). Yet, a frequently cited obstacle to faculty engagement in internationalization plans is lack of funding (Backman, 1984; Bond, 2003; Ellingboe, 1998; Green & Olson, 2003; Steers & Ungsen, 1992; Woolston, 1983). Guatemala was among the world’s leaders in deforestation during the 1990s at a rate of 2% per annum. Much of Guatemala’s recent forest loss has occurred in the emerging agricultural frontiers of the Maya Biosphere Reserve (MBR), the heart of the largest contiguous tropical forest in Central America—La Selva Maya. This paper presents data from 241 heads of households and 219 partners of household heads from a geographically stratified sample of eight (of 28) communities in the Sierra de Lacandón National Park (SLNP), the most ecologically biodiverse region in La Selva Maya and a core conservation zone of the MBR. …

Those charged with drafting and enforcing our environmental laws have had to work with little or no information about whether or not these programs are actually working properly. There are a host of reasons for this, many of them, having to do with availability of data that can be examined empirically. This rejoinder to Irwin et al. is written to address several concerns regarding “Myth #4: Personal Appearance Limitations” in their recent article. Constraints to leisure are complex and become more complicated when race, culture, family socialization, and hair are combined. Despite the data-driven evidence which they argue refutes “Myth 4” there are several practical concerns that are raised toward better understanding the responses of African American females in the study. A “time tax” is a government policy or practice that forces one citizen to pay more in time to vote compared with her fellow citizens. While few have noticed the scope of the problem, data indicate that, due primarily to long lines, hundreds of thousands if not millions of voters are routinely unable to vote in national elections as a result of the time tax, and that the problem disproportionately affects minority voters and voters in the South.
