Telecommunications Liberalisation In Africa: Proposed Regulatory Model For The Sadc Region, Z. N. Jobodwana Jan 2009

Telecommunications Liberalisation In Africa: Proposed Regulatory Model For The Sadc Region, Z. N. Jobodwana

Journal of Digital Forensics, Security and Law

The liberalisation of the telecommunication industry in Africa, and the further development of the region’s physical infrastructure was accompanied by the further development of Africa’s information, communication and technology infrastructure. Competition within the industry stimulated heavy economic investment in other sectors of the economy. The outcome of liberalisation also included the establishment of community-based structures that continue to enable communities to manage their own development and gain access to information and communication technologies (ICTs) in an unprecedented manner. The telecommunication infrastructure further stimulated the fast development of other related services, for example, ecommerce and mobile commerce (m-commerce), e-government, internet banking, …

Subcellular Localization Of Marine Bacterial Alkaline Phosphatases, H. Luo, Ronald Benner, R. A. Long, Jianjun Hu

Faculty Publications

Bacterial alkaline phosphatases (APases) are important enzymes in organophosphate utilization in the ocean. The subcellular localization of APases has significant ecological implications for marine biota but is largely unknown. The extensive metagenomic sequence databases from the Global Ocean Sampling Expedition provide an opportunity to address this question. A bioinformatics pipeline was developed to identify marine bacterial APases from the metagenomic databases, and a consensus classification algorithm was designed to predict their subcellular localizations. We identified 3,733 bacterial APase sequences (including PhoA, PhoD, and PhoX) and found that cytoplasmic (41%) and extracellular (30%) APases exceed their periplasmic (17%), outer membrane (12%), …

Prevention Of Elder Mistreatment In Nursing Homes: Competencies For Direct-Care Staff, Dana Dehart, Jennifer Webb, Carol Cornman

Faculty and Staff Publications

Existing training on elder mistreatment in nursing homes focuses on detection and reporting of abuse, with little training specifically targeted toward prevention of mistreatment before it occurs. We used qualitative interviews with nursing home staff, policymakers, and related professionals to identify training needs. Based on participant accounts, we drafted a number of competencies essential for caregiver training to prevent mistreatment in nursing homes. Competencies include those dealing with: definitions and policies; risks for mistreatment; communication and respect; and development of a cooperative working environment. Competencies are discussed along with illustrative examples, and implications for practice and policy are addressed.

Emotional Exhaustion And Workload Demands Of Kidney Transplant Social Workers, Joseph R. Merighi, Teri Browne, Sarah Keenan

Faculty and Staff Publications

This exploratory study examined training issues, emotional exhaustion and workload demands in U.S. kidney transplant socialworkers. Online survey data were obtained from 91 respondents who represented all 18 End-Stage Renal Disease networks.Findings indicated that the majority of the respondents’ employers provided resources for educational training and paid timeoff associated with these trainings. With regard to hours per week spent on specific job tasks, respondents indicated that pretransplantactivities were the most time-consuming, followed by post-transplant and inpatient work. Generally, emotionalexhaustion and workload demands were slightly lower than reported for dialysis social workers. Implications for social workpractice and research are discussed.

Replacing Fertilizer Nitrogen With Dried Distillers Grains Supplement To Yearling Steers Grazing Bromegrass Pastures: Economics And Modeling, Matthew A. Greenquist, Terry J. Klopfenstein, Walter H. Schacht, Galen E. Erickson Jan 2009

Replacing Fertilizer Nitrogen With Dried Distillers Grains Supplement To Yearling Steers Grazing Bromegrass Pastures: Economics And Modeling, Matthew A. Greenquist, Terry J. Klopfenstein, Walter H. Schacht, Galen E. Erickson

Nebraska Beef Cattle Reports

An economic analysis of a three-year study evaluated use of N fertilizer and dried distillers grains plus solubles (DDGS) supplementation to yearling steers grazing smooth bromegrass in eastern Nebraska (Nebraska Beef Report, 2009, pp. 26-28). Costs of gain tended to be lower for cattle on fertilized pastures. Grazing profitability was lowest for cattle on non-fertilized pastures, intermediate for cattle supplemented with DDGS, and highest for cattle on fertilized pastures. The weight advantage (9%) of steers supplemented with DDGS during the grazing period was maintained through the finishing period, leading to greater profitability. Profitability for steers supplemented with DDGS at the …

Effect Of Dietary Cation-Anion Difference On Feedlot Performance, Nitrogen Mass Balance And Manure Ph In Open Feedlot Pens, Matt K. Luebbe, Galen E. Erickson, Terry J. Klopfenstein, Matthew A. Greenquist, Joshua R. Benton Jan 2009

Effect Of Dietary Cation-Anion Difference On Feedlot Performance, Nitrogen Mass Balance And Manure Ph In Open Feedlot Pens, Matt K. Luebbe, Galen E. Erickson, Terry J. Klopfenstein, Matthew A. Greenquist, Joshua R. Benton

Nebraska Beef Cattle Reports

Two experiments were conducted to evaluate the effect of dietary cation-anion difference (DCAD) at two levels (-16 and +20 mEq) on feedlot performance and nutrient mass balance in open feedlots. Decreasing DCAD did not negatively impact cattle performance or carcass characteristics. Feeding negative DCAD diets resulted in lower manure pH in both the winter and summer experiments. Final soil core pH was reduced only in the winter experiment. Percentage of N lost was not influenced by DCAD in either experiment. The decrease in manure pH is likely not enough to reduce the amount of N lost in open feedlot pens.

Sulfur In Distillers Grains, Sarah Vanness, Terry J. Klopfenstein, Galen E. Erickson, Kip Karges Jan 2009

Sulfur In Distillers Grains, Sarah Vanness, Terry J. Klopfenstein, Galen E. Erickson, Kip Karges

Nebraska Beef Cattle Reports

Data were compiled from 4,143 cattle on byproduct feeding experiments. Incidence of polioencephalomalacia was small (0.14%) in diets containing 0.46% or less sulfur (S). Incidences of polioencephalomalacia increased when cattle were fed diets above 0.46% S and especially above 0.56%. Phosphoric acid successfully replaced sulfuric acid in ethanol fermentation, but the amount and cost of phosphoric acid likely limit the economic feasibility of its use.

Defensive Mechanism: A Father's Right To Defend The Unborn, Lawrence Estrada Jan 2009

Defensive Mechanism: A Father's Right To Defend The Unborn, Lawrence Estrada

Cardozo Journal of Equal Rights & Social Justice

The note examines the Michigan Court of Appeals' decision in Kurr, which recognized a father's right to defend his unborn children under the defense of others doctrine, citing Michigan's fetal homicide law. This ruling extends legal protections to fetuses while maintaining exceptions for lawful abortions, reflecting broader shifts in legal and public policy toward fetal protection. The decision highlights the tension between protecting unborn life and preserving women's reproductive rights, emphasizing the narrow application of the defense to avoid undermining abortion rights established by Roe v. Wade.

Lesbians, Gays, And People Living With Hiv: Facing And Fighting Barriers To Assisted Reproduction, Bebe J. Anderson Jan 2009

Lesbians, Gays, And People Living With Hiv: Facing And Fighting Barriers To Assisted Reproduction, Bebe J. Anderson

Cardozo Journal of Equal Rights & Social Justice

Numerous discriminatory barriers limit the ability of gays, lesbians, and people living with HIV to participate in assisted reproduction. Many of these barriers are created by laws and regulations, such as state laws criminalizing sperm donation by people living with HIV, and insurance regulations that are interpreted to limit infertility coverage to persons who have engaged in unprotected heterosexual intercourse that has not resulted in pregnancy. Other barriers are rooted in policies or practices of individual entities or individuals. For example, a gay man in Florida and a lesbian in California denied fertility services due to their sexual orientation have …

Gardasil A Year Later: Cervical Cancer As A Model For Inequality Of Access To Health Services, Micah Globerson Jan 2009

Gardasil A Year Later: Cervical Cancer As A Model For Inequality Of Access To Health Services, Micah Globerson

Cardozo Journal of Equal Rights & Social Justice

This article updates a prior feminist legal analysis of Gardasil, the vaccine against Human Papillomavirus ("HPV"), in light of new developments. Recent discoveries confirming that HPV poses threats to men led Merck & Co. ("Merck") to apply for FDA approval to market Gardasil to males. These developments have renewed focus on the recurring question of whether making Gardasil vaccination a prerequisite for boys' school participation will arouse the same public condemnation that resulted from the prior mandate targeting girls. Another new development involves a vaccine panel recommendation by the Centers for Disease Control ("CDC") that inadvertently resulted in a policy …

The Role Of Litigation In Combating Obesity Among Poor Urban Minority Youth: A Critical Analysis Of Pelman V. Mcdonald's Corp., Ashley B. Antler Jan 2009

The Role Of Litigation In Combating Obesity Among Poor Urban Minority Youth: A Critical Analysis Of Pelman V. Mcdonald's Corp., Ashley B. Antler

Cardozo Journal of Equal Rights & Social Justice

The note argues that litigation, particularly when focused on low-income urban minority youth, could serve as a strategic tool to address childhood obesity by reframing the issue and catalyzing policy and industry change. It critiques the Pelman v. McDonald's Corp. lawsuit for failing to address the socioeconomic and racial disparities underlying obesity rates, thereby missing an opportunity to advance meaningful solutions. The analysis suggests that public health litigation, when strategically framed, can complement broader advocacy efforts and push for environmental changes to combat the obesity epidemic.

Production And Application Of Antibodies Produced Against The Flagella And Hemolysin Of Vibrio Parahaemolyticus, Shreya Datta

LSU Doctoral Dissertations

Vibrio parahaemolyticus is a marine bacterium which is the leading cause of bacterial gastroenteritis due to consumption of raw or undercooked bivalve molluscan shellfish in United States and is considered an important seafood-borne pathogen throughout the world. The conventional methods for enumerating this bacteria from seafood is laborious and time consuming, hence the objective of our study was to develop antibody based method which would be sensitive, user-friendly and less time consuming to detect and enumerate Vibrio parahaemolyticus from oysters. In order to condense time and material two rapid and specific antibody based test methods were developed. In the first …

Integrated Data-Driven Techniques For Environmental Pollution Monitoring, Swathi Pakalapati Jan 2009

Integrated Data-Driven Techniques For Environmental Pollution Monitoring, Swathi Pakalapati

LSU Doctoral Dissertations

The adverse health e_x000B_ffects of tropospheric ozone around urban zones indicate a substantial risk for many segments of the population. This necessitates the short term forecast in order to take evasive action on days conducive to ozone formation. Therefore it is important to study the ozone formation mechanisms and predict the ozone levels in a geographic region. Multivariate statistical techniques provide a very e_x000B_ffective framework for the classifi_x000C_cation and monitoring of systems with multiple variables. Cluster analysis, sequence analysis and hidden Markov models (HMMs) are statistical methods which have been used in a wide range of studies to model the …

A Divided-Attention Timed Stepping Accuracy Task As A Procedural Learning Intervention Improves Balance And Functional Performance In Healthy Older Adults, Susan Joy Leach Jan 2009

A Divided-Attention Timed Stepping Accuracy Task As A Procedural Learning Intervention Improves Balance And Functional Performance In Healthy Older Adults, Susan Joy Leach

LSU Doctoral Dissertations

For both healthy individuals and individuals at high risk of falling, certain environments, such as a dual-task situation, require more resources than others to prevent a loss of balance. Stepping assessment tasks can be used to predict falls, and it has been suggested that impaired voluntary stepping may be a contributing factor to falls (Lord & Fitzpatrick, 2001). In this research, a stepping task was used not as an assessment, but as a therapeutic intervention. The purpose of this research was to determine how training with a task that provides a procedural learning environment can affect balance and functional outcomes. …

Tumor Necrosis Factor Induced Oxidative Stress In The Central Nervous System Contributes To Sympathoexcitation In Heart Failure, Anuradha Guggilam Jan 2009

Tumor Necrosis Factor Induced Oxidative Stress In The Central Nervous System Contributes To Sympathoexcitation In Heart Failure, Anuradha Guggilam

LSU Doctoral Dissertations

Despite advanced therapeutic strategies for post-myocardial infarction (MI) patients, many ultimately develop congestive heart failure (CHF), rendering the disease a major cause of death in the United States. MI is associated with an acute increase in sympathetic nervous system activity, becoming persistent in CHF patients. Increased pro-inflammatory cytokines (PICs) following MI are implicated in the pathogenesis of CHF. The increase in tumor necrosis factor (TNF), a primary PIC, correlates closely with heart disease severity. Moreover, central PIC production increases post-MI, and can affect the brain’s cardiovascular regulatory regions that control sympathoexcitation. Therefore, understanding how PICs modulate sympathoexcitation is important for …

The Anatomy Of Anatomia: Dissection And The Organization Of Knowledge In British Literature, 1500-1800, Matthew Scott Landers Jan 2009

The Anatomy Of Anatomia: Dissection And The Organization Of Knowledge In British Literature, 1500-1800, Matthew Scott Landers

LSU Doctoral Dissertations

This dissertation develops a conceptual history of human anatomy, both as a discipline and as an epistemological model. Building on recent scholarship in the history of science, I argue that the basic organization of anatomical inquiry inspired a number of literary productions during the seventeenth and eighteenth centuries. This project counters important critical trends of the last five decades, which have focused on the ambiguous characterization of an anatomical genre without providing sufficient medical context. I argue that intellectual history reveals a persistent epistemological analogy between the body and textual arrangements of human knowledge. By examining this analogical structure, it …

Characterizing The Epidemiology Of Isospora Amphiboluri In Captive Bearded Dragons (Pogona Vitticeps), Michael Robison Walden Jan 2009

Characterizing The Epidemiology Of Isospora Amphiboluri In Captive Bearded Dragons (Pogona Vitticeps), Michael Robison Walden

LSU Doctoral Dissertations

First described in 1967, Isospora amphiboluri has become recognized as an important pathogen of bearded dragons. To date, no cross-sectional, pathogenesis, or treatment study has been performed to shed light on the epidemiology or treatment of I.amphiboluri. Two large breeding populations of bearded dragons were examined for the presence of I. amphiboluri oocysts using sucrose flotation and fecal direct saline smears. Parasites were more likely to be identified on fecal flotation (p= 0.03). A previously unidentified Eimeria species was examined and described as a new species for which we suggest the name Eimeria pogonae. To develop an understanding of the …
