The purpose of this article is to examine the institutionalization of a region of the United States of America: the Texas Lower Rio Grande Valley. It will use and build on theories of regional institutionalization, geography, and demography by Paasi, Harvey, Gilbert, and other theorists. This research asks how history, geography, and demography challenge the present and future regional institutionalization of the Texas Lower Rio Grande Valley. To answer this question, recent case studies on institutionalization and regional development in Canadian and U.S.–Mexican regions will be used to explain phenomena.

Due to continued fragmentation and gaps in mental health services and the increase in the prevalence of mental health problems for children, youth, and their families, these populations remain underserved. In 2003, the federal New Freedom Commission (Commission) responded by publishing policies to address these concerns. As directed in 2005, the Substance Abuse and Mental Health Services Administration (SAMHSA) funded planning incentive grants to states to transform their delivery of care.

The study reviewed the federal policy, specifically the recommendations of the Commission’s Subcommittee on Children and Families, and Washington State’s policy and implementation actions of its five-year SAMHSA incentive …

A Centered Index Of Spatial Concentration: Axiomatic Approach With An Application To Population And Capital Cities, Filipe R. Campante, Quoc-Anh Do

We construct an axiomatic index of spatial concentration around a center or capital point of interest, a concept with wide applicability from urban economics, economic geography and trade, to political economy and industrial organization. We propose basic axioms (decomposability and monotonicity) and refinement axioms (order preservation, convexity, and local monotonicity) for how the index should respond to changes in the underlying distribution. We obtain a unique class of functions satisfying all these properties, defined over any n-dimensional Euclidian space: the sum of a decreasing, isoelastic function of individual distances to the capital point of interest, with specific boundaries for the …

Characterizing continents is the business of fools, inviting the charge of essentialization, over-generalization, and caricature of nuanced and complex processes varying across space and over time. Likewise it can attract the criticism that to privilege the national or the regional understates the transnational dimensions of social change, and to take a territorialized view diverts attention from the networks that cut across space, linking distant actors and places. Israel's assault on Gaza in December 2008 brought one of the world's most long-standing and hotly debated issues to the fore: the conflict between Israel and Palestine. Despite numerous diplomatic efforts to negotiate peace, the hostilities between the two parties continue. One of the fundamental obstacles to peace has been the highly uneven development between Israel and Palestine, caused primarily by Israel's continuous dispossession of Palestinian rights to land, water and sovereignty. Pyrethroid Resistance In The Annual Bluegrass Weevil, Listronotus Maculicollis (Coleoptera: Curculionidae), From Southern New England Golf Courses, Darryl Ramoutar

The annual bluegrass weevil, Listronotus maculicollis Kirby (Coleoptera: Curculionidae), has emerged as a serious pest of Poa annua L. (Poales: Poaceae) (annual bluegrass), in the Northeastern US. In 2007, topical application bioassays of bifenthrin and λ-cyhalothrin conducted on field-collected populations of L. maculicollis Kirby from eight southern New England golf courses resulted in LD50 ranges of 1.80-244.67 ng/insect and 0.52-159.53 ng/insect for bifenthrin and λ-cyhalothrin respectively. These results revealed low to high levels of resistance to bifenthrin (6.1-135.9 fold) and λ-cyhalothrin (28.7-306.8 fold), possibly due to insecticide overuse. In Boumediene v. Bush, which grants non-citizens detained at Guantanamo Bay, Cuba, constitutional habeas corpus privileges the Supreme Court took notice that the United States maintains "de facto sovereignty" over that territory. As its sole precedential support, the Court cited a case that never mentions the term de facto sovereignty. What is this concept? How important is it to the Court's holding? Did the Court get the concept right given its longstanding usage and meaning in Supreme Court precedent? The legal transplant literature typically focuses on legal transplants through governmental channels (e.g., legislative or judiciary processes). This article however directs attention to a generally ignored phenomenon: legal transplants through private contracting in the globalization age. Private actors have transplanted a variety of private and public laws across jurisdictions through contracting for over a decade. This article argues that codes of vendor conduct in global supply chains are a vivid example for this type of legal transplantation. · This article examines success factors for a statewide initiative to reduce health disparities by establishing environmental policies to reduce asthma risk factors for school-aged children.

· Twelve local coalitions and a statewide network focused on schools, housing, and outdoor air policies.

· Multiple types and levels of policy advocacy were encouraged by the Initiative so that issues at the local level linked to larger issues across the state, and conversely state-level policies supported local endeavors.

Carboniferous plant fossils have been reported from the Appalachian Basin since the middle part of the nineteenth century. The lack of easy access to European literature and comparative specimens resulted in a body of work characterized by overly diagrammatic figures and confusing lists of junior synonyms with limited figures. This report provides 41 photographic plates of Carboniferous plant fossils from the Appalachian Basin. Comparative range charts are used to summarize the similarity of the fossil macrofloras of the Appalachian region with those of other parts of Euramerica, although each paleoregion has a small number of endemic species. Fire is an inherently spatial process that is tightly coupled to spatial patterns in climate and topography. This is particularly true in the dry western United States, where confounded by the legacy of fire suppression and the trend in global warming, large high severity fires are increasingly frequent. Recent work has integrated space and time analyses of fire regimes through the application of geographic information science (GIS). GIS was developed for spatial studies, and it can be effective in multi-dimensional interpretations of fire ecology in many vegetated ecosystems. The turn of the twenty first century witnessed important shifts in punishment practices. The most shocking is mass incarceration – the exponential rise in prisoners in state and federal penitentiaries and in county jails beginning in 1973. It is tempting to view these developments as evidence of something new that emerged in the 1970s – of a new culture of control, a new penology, or a new turn to biopower. But it would be a mistake to place too much emphasis on the 1970s since most of the recent trends have antecedents and parallels in the early twentieth century. It …

Executions, Deterrence And Homicide: A Tale Of Two Cities, Franklin Zimring, Jeffrey Fagan, David T. Johnson

We compare homicide rates in two quite similar cities with vastly different execution risks. Singapore had an execution rate close to 1 per million per year until an explosive twentyfold increase in 1994-95 and 1996-97 to a level that we show was probably the highest in the world. Then over the next 11 years, Singapore executions dropped by about 95%. Hong Kong, by contrast,has no executions all during the last generation and abolished capital punishment in 1993. Homicide levels and trends are remarkably similar in these two cities over the 35 years after 1973, with neither the surge in Singapore …

Potential Export Of Unattached Benthic Macroalgae To The Deep Sea Through Wind Driven Langmuir Circulation, H. M. Dierssen, Richard C. Zimmerman, Lisa A. Drake, David J. Burdige

Carbon export to the deep sea is conventionally attributed to the sinking of open ocean phytoplankton. Here, we report a Langmuir supercell event driven by high winds across the shallow Great Bahama Bank that organized benthic non-attached macroalgae, Colpomenia sp., into visible windrows on the seafloor. Ocean color satellite imagery obtained before and after the windrows revealed a 588 km2 patch that rapidly shifted from highly productive macroalgae to bare sand. We assess a number of possible fates for this macroalgae and contend that this event potentially transported negatively buoyant macroalgae to the deep Tongue of the Ocean …

This thesis examines the role of interpretation in legal encounter in Lexington, Kentucky. Through an analysis of legal and interpretation practices, this study seeks to ascertain how these practices may affect non-native or low-proficiency English speakers’ (LLPs) experiences with both federal and local laws and legal spaces. This place-based study involves in-depth qualitative research. The lives of Palestinian refugee women are complex and layered, embedded in the constraints and dictates of a patriarchal class system within a conservative culture that has been shaped by resistance to the Israeli military occupation since 1948. Over six decades of Israeli military occupation, ongoing national resistance, poverty and a maledominated society are a few of the forces that continue to shape the lives of refugee women today. This study examines the use of regional cultural icons, like hillbillies, nineteenth century pioneer caricatures, and rural/wilderness landscapes, in paintings from an Appalachian tourist center. These icons, produced by the public media’s portrayal of the Appalachian region over several generations, contribute to a sense of cultural difference associated with people of Appalachia. The retail sector in India is experiencing a shift from an industry dominated by small grocers serving the needs of local markets to one characterized by chain retailers, both national and international. The purpose of this study was to investigate the need to change FAA policy governing commercial pilot training and experience by soliciting the expertise from chief pilots and directors of flight operations who were members of the National Air Transportation Association (NATA). A descriptive survey questionnaire was specifically developed for this study to investigate attitudes and beliefs about the adequacy of a commercial pilot new hire's previous flight experience. The study found that a substantial number of aviation professionals believe that a new hire's previous pilot-in-command (PIC) experience in a single-pilot environment is inadequate.
