The Public Interest, Spectrum Markets And The American Experience With Radio Regulation: Historical And Comparative Lessons For The European Union, Michael R. Fein Ph.D. Jan 2009

The Public Interest, Spectrum Markets And The American Experience With Radio Regulation: Historical And Comparative Lessons For The European Union, Michael R. Fein Ph.D.

Humanities Department Faculty Publications & Research

This chapter reflects on radio spectrum management in the United States, with the aim of identifying useful historical and comparative lessons for European Union policy makers as they contemplate the adoption of pan-European market mechanisms to allocate radio frequencies. It explores the history of American radio regulation and the impact of conflicting interpretations of that history on contemporary policy debates surrounding the liberalization of spectrum markets. The public interest theory of policy making has long been critiqued as inappropriate to spectrum management by economists following the lead of Ronald Coase. But the American experience with radio regulation suggests that economic …

Ninth-Grade Interventions And The Impact On High School Graduation Rates, Shannon Mcbrady Jan 2009

Ninth-Grade Interventions And The Impact On High School Graduation Rates, Shannon Mcbrady

Master's Theses and Doctoral Dissertations

There is a need to become economically sensible when deciding on new school initiatives and reforms. This is partly due to increasing accountability and tightening school budgets. Hertzog & Morgan (1999) found the freshman year sets the tone for a student‟s entire high school career. Yet, frequently, ninth-graders struggle to feel connected to school and therefore experience failure. Often times this period of failure is related to the developmental process the ninth-grader experiences. Many ninth-graders struggle in various areas including behavioral growth, social pressures, and adjusting to the rigidity of high school (Mizelle & Irvin, 2000). Researchers have found that …

Gestalt Sessions With Adolescent College Students: A Vignette Of Gestalt Practice In The Philippines, Emmanuel V. Hernani

CNU Journal of Higher Education

This paper tackles the current Gestalt practice in the country through the students’ developmental activity program participated in by adolescent college students.. The Gestalt therapy cultural milieus are also described through the vignette of extra curricular students’ activities in the various academic institutions in Cebu, Philippines. This paper also attempts to introduce the Philippines as one of the many countries in Asia that study, adhere to, practice and advocate Gestalt Therapy—in a very beautiful gestalt way.

Quantitative Evaluation On Indigent Criminal Defense Funding, Ralph E. Mckinney, Lawrence P. Shao

Management Faculty Research

This article takes a quantitative approach to build upon McKinney and Shao's (2008) qualitative contribution concerning resource a/location of indigent criminal defense programs. By compating public funds of multiple societies over time, we are able to add important knowledge surrounding property rights valuations using a new concept called GDP Indexed Purchasing Power Parity. The findings of this study show that GDP-PPP provides for better indigent criminal defense analysis than per capita figures.

Reasons For Urban Trail Use Predict Levels Of Trail-Related Physical Activity, Genevieve Dunton, Donna Spruijt-Metz, Jennifer Wolch, Chih-Ping Chou, Michael Jerrett, Jason Byrne, Susan Weaver, Kim D. Reynolds Jan 2009

Reasons For Urban Trail Use Predict Levels Of Trail-Related Physical Activity, Genevieve Dunton, Donna Spruijt-Metz, Jennifer Wolch, Chih-Ping Chou, Michael Jerrett, Jason Byrne, Susan Weaver, Kim D. Reynolds

CGU Faculty Publications and Research

Background:

Efforts to increase community levels of physical activity through the development of multiuse urban trails could be strengthened by information about factors predicting trail use. This study examined whether reasons for trail use predict levels of physical activity on urban trails.

Methods:

Adults (N = 335) living within a 1-mile buffer zone of urban trails in Chicago, Dallas, and Los Angeles completed a self-report measure assessing demographics, reason for trail use, and physical activity on the trail. Accelerometers measured total daily moderate-to-vigorous physical activity (MVPA). Environmental features of the urban trail were assessed with the Systematic Pedestrian and Cyclist …

Bats And Bell Holes: The Microclimatic Impact Of Bat Roosting, Using A Case Study From Runaway Bay Caves, Jamaica, Joyce Lundberg, Donald A. Mcfarlane Jan 2009

Bats And Bell Holes: The Microclimatic Impact Of Bat Roosting, Using A Case Study From Runaway Bay Caves, Jamaica, Joyce Lundberg, Donald A. Mcfarlane

WM Keck Science Faculty Papers

The microclimatic effect of bats roosting in bell holes (blind vertical cylindrical cavities in cave roofs) in Runaway Bay Caves, Jamaica, was measured and the potential impact of their metabolism on dissolution modelled. Rock temperature measurements showed that bell holes with bats get significantly hotter than those without bats during bat roosting periods (by an average of 1.1 °C). The relationship is clearest for bell holes with more than about 300 g aggregate bat body mass and for bell holes that are moderately wide and deep, of W:D ratio between 0.8 and 1.6. Measurement of temperature decay after abandonment showed …

A Note On The Thermal Ecology And Foraging Behaviour Of The Egyptian Fruit Bat, Rousettus Aegyptiacus, At Mt. Elgon, Kenya, Donald A. Mcfarlane, Joyce Lundberg

WM Keck Science Faculty Papers

The Egyptian fruit bat, Rousettus aegyptiacus, is an abundant and widely distributed African pteropid (Nowak, 1999). The species is unusual amongst pteropids in being an obligate cave-dweller (Kwiecinski & Griffiths, 1999), sometimes reaching colony sizes in the thousands (Kingdon, 1974). In the caves of Mt. Elgon National Park, western Kenya (1° 08′N, 34° 39′E), precision temperature loggers placed in major Rousettus roosts and intervening passages have allowed us to precisely monitor bat emergence and return times.

The major caves of Mt. Elgon National Park consist of geophagically modified tunnels and collapse chambers cut into Miocene-aged pyroclastic strata (Lundberg & …

Reconceptualizing The 2006 Qdr Threat Categories, Robert J. Bunker Jan 2009

Reconceptualizing The 2006 Qdr Threat Categories, Robert J. Bunker

CGU Faculty Publications and Research

Projections of the future national-security environment are always laden with uncertainty and ambiguity. However, they help to serve an early-warning function concerning emergent threats and the nationalist capabilities that will be required to respond to them. With this in mind, I would like to offer a reconceptualization of the 2006 Quadrennial Defense Review, or QDR, threat categories by viewing these threat potentials through a modified perceptual lens.

Dimensions Of Social Axioms And Alternative Country-Clustering Methods, Aikaterini Gari, Kostas Mylonas, Penny Panagiotopoulou

Papers from the International Association for Cross-Cultural Psychology Conferences

Social Axioms are defined as general beliefs that represent one’s view about how the world functions and how two entities are related “in the universe”. The Social Axiom dimensions as proposed by Leung & Bond are Social Cynicism, Social Complexity, Reward for Application, Fate Control, and Religiosity. The first aim of this study was to investigate how the Social Axiom dimensions are identified in Greece and in five more countries (N=1,375) that differ broadly in their ecological and religion characteristics (Hong-Kong, USA, UK, Spain, and India). The second aim was to enhance factor equivalence levels by forming homogeneous subsets of …

Birds Of The Great Plains: Frontmatter, Contents, Preface, Introduction, Paul A. Johnsgard Jan 2009

Birds Of The Great Plains: Frontmatter, Contents, Preface, Introduction, Paul A. Johnsgard

Birds of the Great Plains (Revised Edition, 2009) by Paul Johnsgard

Nebraska and its adjoining states represent a nearly unique ornithological situation. Although they are almost entirely grassland, the plains states are variably dissected by river-bottom forests that provide natural passageways for forest-adapted species to enter the plains and sometimes to cross them. Although eastern and western bird faunas tend to be separated by the plains, they often mingle to some degree, resulting in competition and sometimes hybridization. The central Great Plains thus are exceedingly interesting from ecological, evolutionary, and zoogeographic perspectives, and the plains bird fauna is significant both for what is present and for what has been variably excluded. …

From The Suburbs To The House: The Metropolitan–Rural Population And The Success Of Women Candidates, Elizabeth A. Stiles, Larry Schwab Jan 2009

From The Suburbs To The House: The Metropolitan–Rural Population And The Success Of Women Candidates, Elizabeth A. Stiles, Larry Schwab

Political Science

We analyze the voting behavior of metropolitan and rural residents in relation to women’s legislative representation. Examining election data on the U.S. House and all lower state houses, we find that the greater the metropolitan population in a legislative district, the more likely it is to be represented by a woman. We extrapolate from these findings that the modern increase in women’s representation can be attributed in part to the rural-to-suburban shift in population and legislative seats.

A Policy Evaluation Of Hawaii's Coral Reef Management Strategies, Jennifer Linney Jan 2009

A Policy Evaluation Of Hawaii's Coral Reef Management Strategies, Jennifer Linney

Capstone Projects and Master's Theses

Coral reefs playa critically important rale in both the human and natural world. They are among the most biologically rich systems on earth and are of significant economic value to humans. They act as an important base for fisheries and provide food, jobs, and income to billions of people worldwide. These delicate systems are increasingly threatened by several factors including overexploitation pollution, habitat loss, coral bleaching, and global climate change. The rapid decline and loss of the ancient and complex ecosystems had triggered major concern all over the world. Hawaiian coral reefs have experienced an increasing exposure to anthropogenic threats …

Canada (En)Counters Terrorism: Us-Canada Relations And Counter-Terrorism Policy, Veronica Kitchen, Karthika Sasikumar Jan 2009

Canada (En)Counters Terrorism: Us-Canada Relations And Counter-Terrorism Policy, Veronica Kitchen, Karthika Sasikumar

Faculty Publications

This paper examines the role of identity in shaping counter-terrorism policy in Canada. We show that identity functions in three ways: constitutively by defining the range of choices a state is likely to consider; strategically by being a resource to buttress arguments based in economic or sovereignty interests; and heuristically by using identity as a marker for risk. This three-faceted explanation helps explain why, despite close economic, social, and political links between Canada and the United States which might lead us to expect Canada to follow American counter-terrorism policy, Canadian counter-terrorism policy often diverges from the American lead.
