Putting A Stop To Sprawl: State Intervention As A Tool For Growth Management, Lesley R. Attkisson
Putting A Stop To Sprawl: State Intervention As A Tool For Growth Management, Lesley R. Attkisson
Vanderbilt Law Review
"Sprawl is America's most lethal disease." Although such a statement appears exaggerated upon first consideration, both the scope of urban sprawl and its attendant consequences support the suggestion that sprawl threatens the vitality of the United States. For example, in California, sprawl has reached such a dangerous level that one of the nation's largest banks publicly warned of the potential devastation: "Sprawl has created enormous costs that California can no longer afford. Ironically, unchecked sprawl has shifted from an engine of California's growth to a force that now threatens to inhibit growth and degrade the quality of our life." The …

Multnomah County Youth Tobacco Access Report, Sara Avishan, Cameron Bremer, Mike Conley, Chad Dettlaff, Ben Fitzsimons, Ben Harper, Jennifer Jensen, Shawn Lenker, Dan Manders, Mateo Meazell
Asset Mapping: Community Geography Project
Multnomah County requested that the Summer 2009 Asset Mapping Capstone Group gather data relating to the proximity of tobacco advertising to Portland Public Schools. The group’s underlying objective was to create an accurate data set that may be used by Multnomah County public health officials to assess the possible effects of tobacco advertising on school-aged children with an eye to influencing policy. The data set was created using a number of tools in conjunction with primary data retrieved from field observation; great care was taken to ensure accuracy and objectivity. The findings, which may be used to inform future research, …

Global City, Megacity: Calixthe Beyala And The Limits Of The Urban Imaginary, Dawn Fulton
Global City, Megacity: Calixthe Beyala And The Limits Of The Urban Imaginary, Dawn Fulton
French Studies: Faculty Publications
Calixthe Beyala is well known for her ambivalent relationship with both France and Africa. Her novels, meanwhile, are often divided according to tone and geography, between the grim portrayal of West African settings and the relatively upbeat (and more popular) novels of migration to the French hexagon. This article compares two novels encompassing this apparent divide – Tu t'appelleras Tanga (1988) and Le petit prince de Belleville (1992) – with a focus on Beyala's vision of the urban landscape as an inscription of a bilateral history. These texts present contrasting portraits of urbanism that seem to confirm the dichotomies of …

Outsourcing And Insourcing Crime: The Political Economy Of Globalized Criminal Activity, Tomer Broude, Doron Teichman
Outsourcing And Insourcing Crime: The Political Economy Of Globalized Criminal Activity, Tomer Broude, Doron Teichman
Vanderbilt Law Review
Globalization is on the rise. The last few decades have been marked by dramatic reductions in transaction costs that have helped bring together local markets. Technological advances such as wireless telecommunications and the Internet have connected buyers and sellers of goods and services across the planet through transactions that were not even feasible, let alone cost-effective, as little as a decade ago. No less importantly, the systematic removal of regulatory barriers to international trade has facilitated economic globalization. At the forefront of international economic liberalization, the creation of the World Trade Organization ("WTO") in 1995 extended multilateral trading rules beyond …
A Homeowner’S Last Gasp: Looking At The Redemption Process In Hennepin County, Minnesota, Michael Samuelson
A Homeowner’S Last Gasp: Looking At The Redemption Process In Hennepin County, Minnesota, Michael Samuelson
Geography Honors Projects
While the causes of foreclosure are generally well understood, the outcomes of foreclosure have been poorly documented. Although rare, home redemptions – when foreclosed homeowners retain their home after it has been sold in a foreclosure auction – are a possible outcome. This paper explores the occurrence of foreclosure redemptions in Hennepin County, Minnesota in the year 2005, and examines how and why some homeowners were able to keep their house after being foreclosed upon. Using GIS data from the Hennepin County Sheriff’s Office and County Assessor, this paper analyzes the likelihood and spatial patterns of redemption.
To Die A Noble Death: Blood Sacrifice And The Legacy Of The Easter Rising And The Battle Of The Somme In Northern Ireland History, Anne L. Reeder
To Die A Noble Death: Blood Sacrifice And The Legacy Of The Easter Rising And The Battle Of The Somme In Northern Ireland History, Anne L. Reeder
History Honors Projects
In 1916, under the pressurized conditions of the Great War, two violent events transpired that altered the state of Anglo-Irish relations: the Easter Rising and the Battle of the Somme. These events were immediately transformed into examples of blood sacrifice for the two fundamentally opposed communities in Northern Ireland: Nationalists and Unionists. In 1969, Northern Ireland became embroiled in a civil war that lasted thirty years. The events of 1916 have been used to legitimize modern instances of violence. This paper argues, through the use of cultural texts, that such legitimization is the result of the creation of mythic histories.
The Effect Of Technology Education On Student's State Standardized Test Scores, Maurice Torrez Frazier
The Effect Of Technology Education On Student's State Standardized Test Scores, Maurice Torrez Frazier
STEMPS Theses & Dissertations
The intent of this dissertation was to determine if technology education program completers score higher on academic standards assessments than do students who do not enroll in technology education courses. Many states have developed academic standards for public school students to measure the quality of the educational system. States and local school systems adopted these standards and their accompanying tests to establish a level of academic competency for all of their students. One of the goals of technology education courses was to provide practical applications to reinforce the content of the core subject areas. The purpose of this study was …
Social Capital In Rural China: Its Impact On Economic Development, Grassroots Governance, And Democratic Participation, Min Xia
Graduate Program in International Studies Theses & Dissertations
Does social capital generate positive influences on economic development and democratic governance? This question has important theoretical and policy implications for the contemporary world, especially for the developing countries. The primary goals of this study are to investigate the stock of two types of social capital—bridging social capital and bonding social capital—in rural China, and furthermore to examine the impacts of these two types of social capital upon economic development, grassroots governance, and democratic participation in rural China.
In this study bridging social capital has been measured by the participation in inclusive social networks and general trust among villagers, and …
Characterization Of Antibiotic Resistance In Vibrio Cholerae Isolated From Ships' Ballast And Other Environmental Sources, Frank Kornegay Thomson Iii
Characterization Of Antibiotic Resistance In Vibrio Cholerae Isolated From Ships' Ballast And Other Environmental Sources, Frank Kornegay Thomson Iii
OES Theses and Dissertations
Ships' ballast has been implicated as a vector in the dispersal of invasive species into new environments. Numerous cases have been documented for the introduction of macroorganisms via ballasting operations, but what is less known is the role of ballast water and residuals in the spread of potentially harmful microbes, especially with reference to novel genotypes. Of particular interest are the genes encoding for various forms of antibiotic resistance, many of which are carried on mobile genetic elements. A four-year sampling effort has yielded over 300 putative isolates of Vibrio cholerae from ships' ballast tanks and various environmental sources, of …

Skirmishes On The Temporal Boundaries Of States, Meir Dan-Cohen
Skirmishes On The Temporal Boundaries Of States, Meir Dan-Cohen
Law and Contemporary Problems
Dan-Cohen shares his views on group conflicts and how wrongdoers--individuals and groups--get past their wrongdoing. He points out that on the individual level the wrongdoer uses apology and remorse to try to redefine herself as a person in such a way that others no longer continue to hold her responsible for her prior bad conduct. In the process of forgiveness, the wrongdoer's personal identity is redefined in such a way that the reactive attitudes of the victim terminate. He asserts that a similar redefinition occurs when the wrongdoing is committed by a nation. He describes this process as one in …

Comment On Meir Dan-Cohen, Skirmishes On The Temporal Boundaries Of States, John C. P. Goldberg
Law and Contemporary Problems
Goldberg praises Meir Dan-Cohen's creative thinking about state wrongdoing but argues that it is ultimately unclear how a nation gets relieved of responsibility for its past harms. Equally unclear is why as a normative matter nations should be permitted to obtain temporal shifts. Dyadic conflicts that redefine the wrongdoer might be easier to envision because the victim is empowered to redraw the boundary of the wrongdoer. When a nation commits wrong, the justification for redrawing its boundaries often must come from somewhere other than a single victim's forgiveness.
Persistent Nonviolent Conflict With No Reconciliation: The Flemish And Walloons In Belgium, Robert Mnookin, Alain Verbeke
Persistent Nonviolent Conflict With No Reconciliation: The Flemish And Walloons In Belgium, Robert Mnookin, Alain Verbeke
Law and Contemporary Problems
Mnookin and Verbeke describe the nonviolent but very serious conflict in Belgium between the Flemish (Dutch) of the North and the Walloons (French) of the South. The Flemish economy is more prosperous than the Walloon economy, and the Flemish constitute a majority of the Belgian population. Nevertheless, the Walloons enjoy a financial subsidy from the Flemish and share equally in the political power of the nation due to antimajoritarian restrictions built into the government structure. Even though significant and persistent, this conflict remains nonviolent due to several factors, including largely separate geography, language and social structure; a low-stakes conflict; relatively …

Book Review: F. Todd Smith, Dominance To Disappearance: The Indians Of Texas And The Near Southwest, Charles A. Flowerday
Genocide Studies and Prevention: An International Journal
In Dominance to Disappearance: The Indians of Texas and the Near Southwest, 1786–1859, F.Todd Smith does an exemplary job of documenting the origins, migrations, and deprivations—as well as the depredations—of the Indians of Texas and western Louisiana. In doing so, he does a thorough and outstanding job of meticulously amassing and narrating his voluminous compilation of detail. Smith, an associate professor of history at the University of North Texas, has written extensively on Texas Indians.1

Department of Educational Psychology: Faculty Publications
We investigated factors that influence choice of colorectal cancer (CRC) screening test and assessed the most- and leastpreferred options among fecal occult blood testing (FOBT), flexible sigmoidoscopy, colonoscopy, and double contrast barium enema among adults with varied race, gender, and geographic region demographics. Mixed methods data collection consisted of 10 focus group interviews and a survey of the 93 focus group participants. Participants were ≥50 years of age and reported not having been screened for colorectal cancer in the last ten years. Analyses examined differences by race, gender, and geographic location. Participants had modest knowledge about CRC and there were …
Writing The Convent In New France: The Colonialist Rhetoric Of Canadian Nuns, Thomas M. Carr Jr.
Writing The Convent In New France: The Colonialist Rhetoric Of Canadian Nuns, Thomas M. Carr Jr.
French Language and Literature Papers
Most writing by women that has survived from before the fall of New France—perhaps most writing by women during that period—was done by nuns in the seven communities founded before 1763: the Ursulines, the Hôtel-Dieu, and the Hôpital-Général in Québec; the Ursulines of Trois-Rivières; the Hôtel-Dieu and two uncloistered institutes, the Congrégation de Notre-Dame and Sisters of Charity of Marguerite d’Youville in Montreal.
While the nuns wrote above all to promote the spiritual vitality of their communities, they also provide a unique female perspective on the colonial milieu. Marie Guyart, Catherine Simon de Longpré, and Marguerite Bourgeoys are the best …

Why Museums Matter: A Tale Of Pinworms (Oxyuroidea: Heteroxynematidae) Among Pikas (Ochotona Princeps And O. Collaris) In The American West [Critical Comment], Eric P. Hoberg, Patricia A. Pilitt, Kurt Galbreath
Harold W. Manter Laboratory of Parasitology: Faculty Publications
Permanent and well-supported museum or natural history collections provide a solid foundation for the process of systematics research through creation of an empirical record which validates our understanding of the biosphere. We explore the role of museums in ongoing studies of the complex helminth fauna characteristic of pikas (Ochotona spp.) in the American west. These studies address the taxonomy for pinworms of the Labiostomatinae and the problems associated with the absence of adequate type series and vouchers and with misidentifications in original descriptions. We demonstrate that the types for Labiostomum (Labiostomum) coloradensis are identical to some specimens …
A Tale Of Two Maps: The Limits Of Universalism In Comparative Judicial Review, Adam M. Dodek
A Tale Of Two Maps: The Limits Of Universalism In Comparative Judicial Review, Adam M. Dodek
Osgoode Hall Law Journal
For most of the twentieth century, the dominant paradigm in comparative public law was particularism. This was accompanied by a strong skepticism towards universalist features and possibilities in public law and, especially, constitutional law. With the rise of judicial review after World War I--and especially in Eastern Europe after the collapse of the Soviet Union--comparative judicial review has begun to flourish. However, comparative scholarship on judicial review overemphasizes the centrality of "the question of legitimacy" of judicial review in a democratic polity. This has been a result of the mistaken extrapolation of the American debate over judicial review to other …

Elizabeth Bayley Seton, Teacher: A Legacy Of Charity Education, Alice Ann M. O'Neill S.C., Ph.D.
Vincentian Studies
Elizabeth Seton was a teacher for almost her entire life. A major portion of her experience as a teacher came as she instructed her own children. The combination of roles as mother and teacher expanded as she opened St. Joseph’s Academy in Emmitsburg, where she acted as a mother to her students and was the religious mother of the Sisters of Charity. St. Joseph’s admitted poor and wealthy girls; although they were not formally admitted, free and enslaved black students also received some education there. The curricula and organization of the school are described. Long quotations from Elizabeth’s writings offer …
Is It Windy Enough For You? The Potential For Wind Energy To Generate Electricity, Income, And Energy Security In Rural East-Central Nebraska, Roy M. Zach
Student Work
Citizens living in the Columbus, Nebraska area once met all of their local electric power needs via the Columbus and Monroe hydropower facilities. Today, this area imports significant quantities of electricity via high voltage power transmission lines, thereby creating dependencies on areas far away. The purpose of this study was to examine the potential for wind power within this area of Nebraska—in order to generate electricity, income, and energy security at a more local level. A thorough analysis of the local wind resource, and its comparison to the local electric power demand, demonstrates the economic feasibility of producing electricity from …

Using Gis To Locate Areas For Growing Quality Coffee In Honduras, Ellen Mickle
Using Gis To Locate Areas For Growing Quality Coffee In Honduras, Ellen Mickle
Department of Environmental Studies: Undergraduate Student Theses
Abstract Small-scale coffee producers worldwide remain vulnerable to price fluctuations after the 1999-2003 coffee crisis. One way to increase small-scale farmer economic resilience is to produce a more expensive product, such as quality coffee. There is growing demand in coffee-producing and coffee-importing countries for user-friendly tools that facilitate the marketing of quality coffee. The purpose of this study is to develop a prototypical quality coffee marketing tool in the form of a GIS model that identifies regions for producing quality coffee in a country not usually associated with quality coffee, Honduras. Maps of areas for growing quality coffee were produced …
