Constitutional Solipsism: Toward A Thick Doctrine Of Article Iii Duty; Or Why The Federal Circuits’ Nonprecedential Status Rules Are (Profoundly) Unconstitutional, Penelope J. Pether Oct 2009

Constitutional Solipsism: Toward A Thick Doctrine Of Article Iii Duty; Or Why The Federal Circuits’ Nonprecedential Status Rules Are (Profoundly) Unconstitutional, Penelope J. Pether

Working Paper Series

Constitutional Solipsism is the fourth in a series of articles on aspects of the private judging practices which have come to characterize the U.S. state and federal courts since the late 1950s. The first, Inequitable Injunctions: The Scandal of Private Judging in the U.S. Courts, 56 STAN. L. REV. 1435 (2004) gave a critical historical account of the development of the “practices of private judging” in U.S. Courts. Take a Letter, Your Honor: Outing the Judicial Epistemology of Hart v. Massanari, 62 WASH. & LEE L. REV. 1553 (2005), analyzed the development of a distinctive U.S. theory of precedent. Sorcerers, …

Planning For Climate Change Mitigation And Adaptation In North Central Texas: A Roundtable Discussion, Jeff Howard, Kent Hurst Oct 2009

Planning For Climate Change Mitigation And Adaptation In North Central Texas: A Roundtable Discussion, Jeff Howard, Kent Hurst

School of Urban and Public Affairs Publications - Archive

On July 16, 2009, the School of Urban and Public Affairs at the University of Texas at Arlington hosted a daylong roundtable on how “climate leader” municipalities of North Central Texas—and urban planners in those communities—are responding to the looming challenge of climate change. The organizers invited the planning directors in selected North Central Texas communities to send staff members to participate. The targeted municipalities were those who are members of Cities for Climate Protection (ICLEI Local Governments for Sustainability) or whose mayors have signed the Climate Protection Agreement (U.S. Conference of Mayors). Of the 17 such communities in the …

Differential Cross Sections For The Reactions Γp→Pη And Γp→Pη', M. Williams, Gerard P. Gilfoyle, Et. Al. Oct 2009

Differential Cross Sections For The Reactions Γp→Pη And Γp→Pη', M. Williams, Gerard P. Gilfoyle, Et. Al.

Physics Faculty Publications

High-statistics differential cross sections for the reactions γp → pη and γp → pη' have been measured using the CEBAF large acceptance spectrometer (CLAS) at Jefferson Lab for center-of-mass energies from near threshold up to 2.84 GeV. The η' results are the most precise to date and provide the largest energy and angular coverage. The η measurements extend the energy range of the world’s large-angle results by approximately 300 MeV. These new data, in particular the η' measurements, are likely to help constrain the analyses being performed to search for new baryon resonance states.

Terrain Constrained Stereo Correspondence, Gabrielle Inglis, Chris Roman Oct 2009

Terrain Constrained Stereo Correspondence, Gabrielle Inglis, Chris Roman

Graduate School of Oceanography Faculty Publications

There is a persistent need in the oceanographic community for accurate three dimensional reconstructions of seafloor structures. To meet this need underwater mapping techniques have expanded to include the use of stereo vision and high frequency multibeam sonar for mapping scenes 10's to 100's of square meters in size. Both techniques have relative advantages and disadvantages that depend on the task at hand and the desired accuracy. In this paper, we develop a method to constrain the often problematic stereo correspondence search to small sections of the image that correspond to estimated ranges along the epipolar lines calculated from coregistered …

Pulsed Power And Load-Pull Measurements For Microwave Transistors, Sivalingam Somasundaram Meena Oct 2009

Pulsed Power And Load-Pull Measurements For Microwave Transistors, Sivalingam Somasundaram Meena

USF Tampa Graduate Theses and Dissertations

A novel method is shown for fitting and/or validating electro-thermal models using pulsed I(V) measurements and pulsed I(V) simulations demonstrated using modifications of an available non-linear model for an LDMOS (Laterally Diffused Metal Oxide Semiconductor) device. After extracting the thermal time constant, good agreement is achieved between measured and simulated pulsed I(V) results under a wide range of different pulse conditions including DC, very short (<0.1%) duty cycles, and varied pulse widths between these extremes. A pulsed RF load-pull test bench was also assembled and demonstrated for a VDMOS (Vertically Diffused Metal Oxide Semiconductor) and an LDMOS power transistor. The basic technique should also be useful for GaAs and GaN transistors with suitable consideration for the complexity added by trapping mechanisms present in those types of transistors.

Handover Performance In The Mobile Wimax Netrworks, Yongxue Yu Oct 2009

Handover Performance In The Mobile Wimax Netrworks, Yongxue Yu

USF Tampa Graduate Theses and Dissertations

Mobile terminals allow users to access service while on the move. This unique feature has driven the rapid growth in the mobile network industry, changing it from a new technology into a massive industry in less than two decades.

In this thesis, an in-depth study of the handover effects of mobile WiMAX networks is carried out. The mobile WiMAX technology is first presented as literature study and then the technologies of handovers for previous generations are introduced in detail. Further, the hard handover of the mobile WiMAX is simulated by Network Simulator-2 (NS-2). In addition, the "ping-pang" effect of handover …

Measuring Low Fault Strain Rate With Synthetic Aperture Radar: Application To The Pacific-North America Plate Boundary, Noel Gourmelen Oct 2009

Measuring Low Fault Strain Rate With Synthetic Aperture Radar: Application To The Pacific-North America Plate Boundary, Noel Gourmelen

Open Access Dissertations

I use Synthetic Aperture Radar Interferometry (InSAR) to study the present deformation in the Western Basin and Range and Basin and Range - Sierra Nevada transition. I process 350 SAR data over 190·103 km2 for the period 1992 to 2002. Both stacking and time series processing were applied to produce precise (mm/yr) and high-resolution velocity map for the area. Two new processing techniques have been developed. The first technique solves for the long wavelength ambiguities of the InSAR derived velocity map that arise due to uncertainty in the orbital parameter of the satellite. The technique assimilates continuous GPS data into …
