Most modern states today are, at least to some degree, culturally diverse.Trade, tourism, international dialogue among scholars, scientists, and artists,and the movement of skilled labor—as well as migration—have ensured thatfew countries do not contain within them significant numbers of people fromalien cultures. The one cultural minority found almost everywhere is the international frequent flyer. Many societies today are multicultural because theyare open to a diversity of peoples who come and go and, sometimes, stay.

The Oil Drilling Model And Iterative Deepening Genetic Annealing Algorithm For The Traveling Salesman Problem, Hoong Chuin Lau, Fei Xiao

In this work, we liken the solving of combinatorial optimization problems under a prescribed computational budget as hunting for oil in an unexplored ground. Using this generic model, we instantiate an iterative deepening genetic annealing (IDGA) algorithm, which is a variant of memetic algorithms. Computational results on the traveling salesman problem show that IDGA is more effective than standard genetic algorithms or simulated annealing algorithms or a straightforward hybrid of them. Our model is readily applicable to solve other combinatorial optimization problems.

Searchable encryption schemes allow users to perform keyword based searches on an encrypted database. Almost all existing such schemes only consider the scenario where a single user acts as both the data owner and the querier. However, most databases in practice do not just serve one user; instead, they support search and write operations by multiple users. In this paper, we systematically study searchable encryption in a practical multi-user setting. Our results include a set of security notions for multi-user searchable encryption as well as a construction which is provably secure under the newly introduced security notions.

Multi-Echelon Repairable Item Inventory System With Limited Repair Capacity Under Nonstationary Demands, Hoong Chuin Lau, Huawei Song

Classical multi-echelon repairable item inventory models are based either on steady-state analysis or infinite repair capacity, which may not work well in situations when the demand is nonstationary, or repair capacity is limited. In this paper, we propose an analytical model for evaluating system performance that works well under limited repair capacity and nonstationary demands. Following the METRIC methodology, we then develop an optimisation algorithm to solve the corrective maintenance problem in military logistics. Experimental results show that our approach yields good solutions efficiently. This work has also resulted in a software that has been field-tested by a military organisation.

In this chapter, we study the problem of selecting documents so as to extract terrorist event information from a collection of documents. We represent an event by its entity and relation instances. Very often, these entity and relation instances have to be extracted from multiple documents. We therefore define an information extraction (IE) task as selecting documents and extracting from which entity and relation instances relevant to a user-specified event (aka domain specific event entity and relation extraction). Sanctions Against Belarus: Normative Unintended, Clara Portela

The goals pursued by the EU vis-à-vis Belarus through its sanctions policies are unequivocally normative. The EU refers to the ‘violations of international electoral standards’ in the 2006 presidential elections and the ‘crackdown on civil society and democratic opposition’ as the primary reasons for the imposition of sanctions. The EU sanctions strategy against Belarus has followed an incrementalist logic, unfolding in parallel to the evolution of the Belarusian state towards authoritarianism.

In this work, I develop a new volatility measure; the volatility implied by price changes in option contracts and their underlyings. I refer to this as implied price change volatility. First, I examine the time series behavior of implied price change volatility and investigate possible moneyness and maturity effects. I compare these characteristics to those of the usual implied volatility measure and the historical volatility of the S&P 500 index. The function of the PsbO and the PsbR protein in Arabidopsis thaliana were studied. The Arabidopsis mutant psbo1 contains a point mutation in the psbO-1 gene leading to defective expression of the PsbO-1 protein. Functional studies demonstrated both the reducing-side and oxidizing-side of Photosystem II are significantly altered. Using the psbo1 mutant plant as a transgenic host, two plant lines were produced, which contained an N-terminally His6-tagged PsbO-1 protein. Photosystem II closure kinetics demonstrated that the defective double reduction of QB and the delayed exchange of QBH2 with the plastoquinone pool in the psbo1 mutant were effectively restored to the …

Spotlight On Construction: St. Simons' Library Welcomed 70th Anniversary In New Facility

The article announces the grand opening event of the St. Simons Public Library in Georgia in January 2007. The library also celebrated its 70th anniversary on March 16. According to Libby Hogan, chair of the library's board of directors, they have 1,200 extra square feet of space in the renovated building. St. Simons joined the Three Rivers Public Library System (TRRLS) and PINES (Public Information Network for Electronic Services), bringing its patrons access to more than 8.5 million items owned by other PINES member libraries. The library currently has approximately 35,000 volumes, according to manager Maureen Hersey.

The scarcity of wireless spectrum reflects a costly failure of regulation. In practice, large swaths of spectrum are vastly underused or used for low value activities, but the regulatory system prevents innovative users from gaining access to such spectrum through marketplace transactions. In calling for the propertyzing of swaths of spectrum as a replacement for the current command-and-control system, many scholars have wrongfully assumed the simplicity of how such a regime would work in practice. Through federal regulations, metropolitan planning organizations (MPOs) are mandated to perform public outreach and impact assessment. Although there are some established parameters, the quality and effectiveness of public outreach efforts vary widely, and in many instances information dissemination becomes the central focus of public outreach efforts. However, information dissemination, although essential, is not as effective as a two-way process of public involvement in which members of the public may provide feedback to shape agency initiatives. Background: This study developed a multi-temporal analysis on the relationship between West Nile Virus (WNV) dissemination and environmental variables by using an integrated approach of remote sensing, GIS, and statistical techniques. WNV mosquito cases in seven months (April-October) of the six years (2002–2007) were collected in Indianapolis, USA. Epidemic curves were plotted to identify the temporal outbreaks of WNV. Spatial-temporal analysis and k-mean cluster analysis were further applied to determine the high-risk areas. Finally, the relationship between environmental variables and WNV outbreaks were examined by using Discriminant Analysis.

Background: A sharp rise in the malaria mortality rate has been observed recently in western Kenya. Malaria is transmitted by mosquito vectors. Malaria control strategies can be more successful if the distribution and abundance of mosquito vectors is predicted. However, how mosquito vectors are distributed in space remain poor understood, and this question is rarely studied using spatial methods. Medical errors are a prominent problem in health care systems in many countries, including the U.S. One source of medical errors is communication and collaboration between health care team members. Many medical, nursing, and allied health care programs have implemented interprofessional health carecourses to improve communication between future team members. Chiral Ionic Liquids:  Synthesis, Properties, And Enantiomeric Recognition, Shaofang Yu, Sergey V. Lindeman, Chieu D. Tran

We have synthesized a series of structurally novel chiral ionic liquids which have a either chiral cation, chiral anion, or both. Cations are an imidazolium group, while anions are based on a borate ion with spiral structure and chiral substituents. Both (or all) stereoisomeric forms of each compound in the series can be readily synthesized in optically pure form by a simple one-step process from commercially available reagents. In addition to the ease of preparation, most of the chiral ILs in this series are liquid at room temperature with a solid to liquid transformation temperature as low as −70 °C …

Open Adoption, Inheritance, And The "Uncleing" Principle, E. Gary Spitko

This article critiques current inheritance law relating to adopted children in light of the purposes of modern adoption law and the increasing prevalence of open adoptions. The article proposes an uncling principle to determine intestate inheritance rights in cases of open adoption in which a birth parent has maintained a qualifying functional relationship with the adopted-out child subsequent to the adoption. When applicable, the uncling principle would treat the adopted-out child and her birth parent as potential heirs of one another. Unlike the presently dominant all-or-nothing approach to inheritance rights arising from adoption, however, the proposal would not under any …
