The Timeliness Of Accounting Disclosures In International Security Markets, C. Mitchell Conover, Robert E. Miller, Andrew Szakmary

In this study, we examine financial reporting lags, the incidence of late filing, and the relationship between reporting lags, firm performance and the degree of capital market scrutiny. We use a large sample of firms spanning 22 countries over an eleven-year period. A focal point of our analysis is whether the incidence of late filing, and the relations between reporting days and other variables, differ systematically between common and code law countries. Relative to U.S. firms, we report that the time taken and allowed for filing is usually longer in other countries and that the statutory requirement is more frequently …

White Settler / Big City: Mimicry In The Metropolis In Fergus Hume’S The Mystery Of A Hansom Cab, Mark Kipperman

This essay discusses Fergus Hume's 19th-century detective novel "The Mystery of a Hansom Cab." The primary focus is on the novel's setting, which features descriptions of British colonialism in Australia and New Zealand. The imagery of a frontier wilderness inhabited by scandalous adventurers, vicious convicts and corrupt rich people is discussed.

On The Movement Of Beluga Whales In Cook Inlet, Alaska: Simulations Of Tidal And Environmental Impacts Using A Hydrodynamic Inundation Model, Tal Ezer, Roderick Hobbs, Lie-Yauw Oey

The population of beluga whales in Cook Inlet, Alaska, is in decline, and since 2000 these whales have been under consideration for designation as "endangered" under the Endangered Species Act (and were placed on the list in October 2008, just before this article went to press). In order to study environmental and hydrodynamic impacts on the belugas' movements and survival in the unique habitat of the inlet, a three-dimensional ocean circulation and inundation model is combined with satellite-tracked beluga whale data. Model-wale data comparisons from two whale paths during a five-day period (september 17-21, 2000) covering 10 tidal cycles suggest …

Mixed Methods For Mixed Reality: Overcoming Methodological Challenges To Understand User Activities In Virtual Worlds, David F. Feldon, Yasmin B. Kafai

This paper examines the use of mixed methods for analyzing users’ avatar-related activities in a virtual world. Server logs recorded keystroke-level activity for 595 participants over a six-month period in Whyville.net, an informal science website. Participants also completed surveys and participated in interviews regarding their experiences. Additionally, the study included online ethnographic observations of Whyville and offline observations of a subset of 88 users in classroom and after-school settings during their participation. A mixed-methods analysis identified a major user emphasis on avatar appearance and customization that was invariant across user typologies. Implications for the use of mixed methods in online …

Status and Trends for Virginia Chesapeake Bay
The period prior to the implementation of the Chesapeake Bay Monitoring Program was characterized by a marked decline in the water quality of the Chesapeake Bay. The disappearance of submerged aquatic vegetation in certain regions of the Bay, declines in the abundance of some commercially and recreationally important species, increases in the incidence of low dissolved oxygen events, changes in the Bay's food web, and other ecological problems were related to deteriorating water quality (e.g. USEPA, 1982,1983;Officer et al.,1984; Orth and Moore, 1984). This communication focuses on a fundamental problem related to the recently introduced Reference-Dependent Regret Model (RDRM) [E. Kujawski, Syst Eng 8(2) (2005), 119-1371 for deterministic multi-criteria decision-making. Kujawski asserted that the RDRM model satisfies three properties. The first of these properties, referred to as the "independence of dominated alternatives," seems to be an intuitive one. According to this property, the RDRM model preserves the ranking of two alternatives Ai and Aj with ranking Ai > Aj when a new alternative dominated by Ai is introduced or an old alternative dominated by Aj is dropped. Manufactured nanoparticles of aluminum oxide (nano-alumina) have been widely used in the environment; however, their potential toxicity provides a growing concern for human health. The present study focuses on the hypothesis that nano-alumina can affect the blood-brain barrier and induce endothelial toxicity. In the first series of experiments, human brain microvascular endothelial cells (HBMEC) were exposed to alumina and control nanoparticles in dose- and time-responsive manners. Treatment with nano-alumina markedly reduced HBMEC viability, altered mitochondrial potential, increased cellular oxidation, and decreased tight junction protein expression as compared to control nanoparticles. Candor, Zeal, And The Substitution Of Judgment: Ethics And The Mentally Ill Criminal Defendant , John D. King

This Article explores the tension between autonomy and paternalism that characterizes the attorney-client relationship when a criminal defense attorney represents a mentally impaired client. Specifically, the Article analyzes the ethical frameworks that constrain the discretion of the attorney in this situation and proposes a new paradigm for ethical decisionmaking when an attorney represents a marginally competent client.
The criminal defense attorney is both a zealous advocate for her client and an officer of the legal system. In representing a marginally competent client, the initial ethical dilemma facing the attorney is whether she has an obligation to alert the court to …

This Comment sheds light on the “opt-out” provision of the Vaccine Act. It namely discusses the effect of short-form petitions and their impact on subsequent civil action, by examining consequences flowing from the Omnibus Autism Proceeding. In short, it argues that the Vaccine Court erred with its decision to permit short-form petitions by overlooking that procedure’s long-term implications on vaccine plaintiffs. In addition, this Comment lays out a scenario to illustrate the potential pitfalls of a hasty exit from the OAP and offers some guidance to plaintiffs to avoid this outcome. Tax Shelter Malpractice Cases And Their Implications For Tax Compliance , Jay A. Soled

In malpractice lawsuits, taxpayers prevailed in courtrooms, around arbitration tables, and in settlement negotiations against peddlers of abusive tax shelters. This analysis illustrates how the tax shelter malpractice experience embodies many virtues that yield tax compliance. From these virtues emerge several important lessons on how to curb aggressive tax planning. Evident from these virtues and lessons is that malpractice litigation is a powerful tool in the sphere of tax compliance, and, where possible, reforms should be instituted to further promote its use.

The Equivariant Chow Rings Of Quot Schemes, T. Braden, Linda Chen, F. Sottile

We give a presentation for the (integral) torus-equivariant Chow ring of the quot scheme, a smooth compactification of the space of rational curves of degree d in the Grassmannian. For this presentation, we refine Evain's extension of the method of Goresky, Kottwitz, and MacPherson to express the torus-equivariant Chow ring in terms of the torus-fixed points and explicit relations coming from the geometry of families of torus-invariant curves. As part of this calculation, we give a complete description of the torus-invariant curves on the quot scheme and show that each family is a product of projective spaces.

This essay examines the role of political parties in different forms of government. In the three Southeast Asian countries, the different governments have distinctive methods of utilizing the parties according to their needs. The more democratic the country usually the less control the government has on the parties. The more reliant the government on its party, the more systematic its control over it. Consequently, the stronger control of government the less likely the parties would be able to reach democracy.

This article presents the main issues relating to the goals of modern Polish competition law. It examines the relationship between the subject-matter of competition law, its function and its goals. It identifies various goals of competition law as well as their acceptance in the legal doctrine and jurisprudence. The study shows that the goals of Polish competition law have always been limited to enhancing efficiency and consumer welfare, with this latter term being understood in a post-Chicago-school fashions, rather than accordingly to its Chicago-school origin. This article presents the main difficulties surrounding private enforcement of antitrust law in Poland, currently the key implementation problem in the field of antitrust law. Whereas the basic standards concerning the public pillar of antitrust enforcement have already been established, either in the European Community (EC) or in its Member States, the private pillar of antitrust enforcement has not yet been fully developed. The fact that private enforcement of antitrust law is possible, and in fact equal, to public enforcement is not yet commonly recognized. This article presents the difficulties associated with the implementation of the regulatory goal of promoting investment and innovation within the area of sector specific regulation in telecoms. The encouragement of efficient investment is one of the major goals reflected in the EC and domestic legal rules on telecoms access as well as price- and rate of return regulation. The law and the interplay of the interests of incumbents and alternative operators create a fertile soil for the emergence of various regulatory concepts of stimulating investment and facility-based competition. The Sacrament of Penance in the Australian Catholic Church is experiencing a pastoral decline. Concurrently, in the secular world, increasingly people are demanding and experiencing rituals of communal apology for social sin. Secular communal apologies (and rituals of forgiveness) appear to be speaking to people in a way that existing liturgical rituals in the church are not. There are no communal rituals for the acknowledgement of social sin currently included in the Rite of Penance. This is a lacuna in the church’s ritual complex that needs to be addressed. This dissertation will analyse several recent communal apologies for social sin …
