Methods Of Safety Improvements At Coordinated Signals, Wei Li, Andrew P. Tarko

In this research, the safety impact of arterial signal coordination is investigated. Based on the findings, procedures are proposed to incorporate safety considerations into signal coordination design. In addition, a software tool is developed to facilitate the use of the research findings. Signal coordination has been extensively employed as a tool to optimize an arterial system’s mobility performance, commonly measured by the total number of vehicle stops and the time of delays. Although vehicle crashes at signalized intersections have long been recognized as a major safety threat, studies to date have been limited locally to non-coordinated signals or the noncoordinated …

This paper examines the career of Grace Onyango in a bid to recover the history of independent Kenya’s most prominent female politician. For African nations “independence” from colonial rule seemed a long-awaited time that would re-establish and/ or introduce democracy. In 1962 Uganda embraced “independence” from colonial rule with both arms. However, practices of poor governance, increased political instability and economic uncertainties slowly and steadily eroded women’s hard work which sustained the nation during the regimes of Idi Amin (1971-79) and Obote II (1980-84). When Uganda finally returned to democratic systems of government, quotas were reserved for women without any acknowledgement of women’s previous participation both in private and public spaces. In pre-colonial Kenya, women shared power and ownership, and conducted many important social and cultural ceremonies, in particular initiation. But with Britain’s colonial takeover of Kenya at the beginning of the twentieth century, and the steadily growing power of colonial rulers and growing status of missionaries, came a total restructuring of society’s gendered norms. By the 1920s, Christianity had created a divide among Kikuyu-speaking people in colonial Kenya over several issues. Women’s history in South Africa is replete with examples of exclusion, discrimination, and marginalization. The transition to democracy in 1994 and inclusion of gender equality in the post-apartheid constitution in 1996 were seen as steps in the right direction towards addressing women’s oppression and creating gender equity in accessing housing finance. The subsequent formulation of policies and institutions meant to achieve gender equality put women’s concerns in the public domain. However women’s access to capital and housing finance in particular remain challenges in accessing improved housing. Paul van der Veur is the executive producer/editor of the four part video series, Acceptance: Living With HIV/AIDS. As a former Peace Corp volunteer, Paul is involved in many facets of international programs. Paul recently returned from a 5-month trip to Namibia where he interviewed women living with HIV/AIDS in a four-part series production, Acceptance: Living With HIV/AIDS. The paper analyzes Nella Larsen’s Passing (1929) through the lens of the theory of melancholy from Freud to Butler. Examining the dynamic relationship between Irene Redfield and Clare Kendry, two protagonists of Larsen’s novella, I attempt to demonstrate that under the surface of clearly expressed racial tensions, focused upon the dilemma of passing, there is a more deeply hidden problem - the one of gender identity and sexual desire.

Can Public Debt Enhance Democracy?, Clayton P. Gillette

This Essay draws on historical and current examples to examine the extent to which public creditors can enhance democracy by monitoring public officials in a manner that compensates for the failures of the government debtor's constituents to monitor public officials. Creditors and constituents may share significant interests, depending on the structure of security arrangements for public debt and the identity of the debtors. Where interests overlap, the capacity of creditors to overcome collective action problems suffered by constituents may transform creditors into surrogates for constituents. Whether creditors are willing to play this role, however, may depend on the existence of …

Hani is a language in the Loloish family, spoken primarily in Yunnan Province of southwest China. This thesis presents a description of constituent order and participant reference in written Hani narrative discourse. The primary data source for this thesis consists of three narratives, which are included in the appendices.

Constituent order in Hani is largely constrained by the principle of natural information flow. In order to conform to this principle, some constituents may appear in two or more different positions in the clause, depending on the information structure of the assertion being made. This thesis describes the tonal patterns and alternations present in the Mpyemo language (Bantu A.86c – ISO code mcx), with special attention to the verbal system. Rules and autosegmental representations are used to clarify and provide a formal analysis. A tone raising rule causes the underlying two-tone system to display three phonetic levels at the surface. This thesis explores nominalized verbs and verbs in the imperative. In addition, inflected verbs are described, although only a limited set of inflectional morphemes are treated. This thesis is based on a collection of narratives told by Gujar women in northern Pakistan. It majors on the structure of subordinate clauses, the discourse functions of relative clauses and conjunctive participial clauses, and the function of the most common connectives: tɛ, fir, bas and ǰī.

The position of the relative pronoun indicates whether a relative clause is referring to an activated or a new participant. Relative clauses that appear superfluous indicate that the referent has a significant role to play in the subsequent discourse.

Conjunctive participial clauses may convey information of the same storyline status …

School District Enrollment Forecast Reports

The Tigard-Tualatin School District (TTSD) enrolled 12,595 students in Fall 2008, an increase of 135 students (1.1 percent) from Fall 2007. Growth was concentrated in elementary and middle grades, with increases of 99 students (1.7 percent) in grades K-5 and 36 students (1.3 percent) in grades 6-8. District-wide enrollment in high school grades 9-12 was unchanged from Fall 2007. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC).
