Development Ethics is a field of applied ethics that deals with the ethical questions involved in international development work. This study highlights one basic question that a development ethicist might tackle: Do we, a wealthy nation, have an obligation to help poor nations? To respond to this question, I consider and respond to Gairett Hardin’s Lifeboat Ethics analogy to argue that we do have this obligation. To further demonstrate that we do have an obligation to the poor, I highlight three different moral theories: Utilitarianism, Kantian Ethics, and Care Ethics. The purpose of this study was to investigate the continuity/discontinuity between the Testaments with the Warrior Messiah motif as a test. The intertestamental writings (IW) were also included with their interpretive role to assess the continuity. The approach of "canonical biblical theology" was adopted as the methodology.

The findings of chapter 2 on the OT show: the core messianic ideas already existed from the beginning, rather than gradual developments; earlier biblical material forms the background of the later ones, and not the surrounding ANE texts; the nature of the warfare is universal and cosmic; the divine Warrior fights the antagonistic …

Despite the growing population in the colonies throughout the eighteenth century, decreasing numbers of men chose to train for the ministry. New England Congregational clergy not only declined in number; the status, authority and influence enjoyed by their seventeenth-century forbears had drastically declined as well. Early in the century, ministerial authority was bolstered by the clergy’s educational and financial superiority, a virtual monopoly over religious sacraments and the force of localism in small covenanted communities. But the social impact of explosive population growth, a series of currency crises, and warfare throughout the eighteenth century eroded conditions supporting ministerial hegemony.

Information security is an important and urgent priority in the computer systems of corporations, governments, and private users. Malevolent software, such as computer viruses and worms, constantly threatens the confidentiality, integrity, and availability of digital information. Virus detection software announces the presence of a virus in a program by issuing a virus alert. A virus alert presents two conflicting legal issues. Over the past two decades frequency synthesizer has progressed from a relatively crystal bank synthesizer to multi-loop phase locked loops. But in recent years direct digital synthesizers (DDS) have witnessed an increase in demand over their analog counterparts. The DDS offers a wide range of advantages over phase locked loops such as high frequency range, fast switching response, and sub-hertz frequency resolution. However, the conventional DDS suffers limitations due to its architecture involving digital-to-analog converter (DAC) and read-only-memory (ROM) with respect to high clock speeds.

The purpose of this research was to investigate the feasibility of using broadband electronic warfare (EW) receivers for Global Position System (GPS) tracking. These are pulse-oriented receivers, typically with input bandwidths of 1 Ghz or larger, and so by definition do not have the same characteristics and processing of continuous wave (CW) receivers like GPS devices, FM radios, etc. For example, the spectral output of the Fast Fourier Transform (FFT) used in broadband signal processing updates on the frequency of the FFT input sample size, versus a CW receiver which updates on a more continuous basis.

This is a review of Paul Verkuil's new book: Outsourcing Sovereignty: Why Privatization Threatens Democracy and What we Can Do About It. The book consists of a wide-ranging and well-documented critique of what Verkuil views as excessive reliance on private contractors to perform a variety of inherently governmental tasks, with particular emphasis on military and other national security functions. Verkuil discusses in detail numerous ways in which the U.S. might reduce the scope and severity of the severe problems that excessive reliance on poorly-supervised contractors is now having.

On Tuesday November 20th, 2007 the United States Supreme Court granted certiorari in a case involving the District of Columbia's ban on handguns. The statute had been successfully challenged in the United States Court of Appeals for the District of Columbia Circuit on the grounds that it violated the Second Amendment's guarantee of "the right of the people to keep and bear arms." With its decision to grant certiorari, the Supreme Court entered a constitutional controversy from which it had been largely absent for nearly seventy years, the meaning and scope of the Second Amendment. Since 1946, the United States has had an uneasy relationship with the International Court of Justice (ICJ or World Court or Court). This chapter addresses certain salient aspects of that relationship. Following an introductory Part I, Part II briefly sets forth three "antinomies" (i.e. equally rational but conflicting principles) in U.S. foreign relations that have had important ramifications for the U.S. relationship with the Court from the outset. This paper is an examination of British foreign policy under the guidance of George Canning. As foreign minister from 1822-1827, Canning pursued a conservative and traditionally British policy. Canning was loved by liberals across Europe for achieving several liberal goals. Yet Canning himself was not interested in promoting liberalism, he sought only to further the interests of Britain. Canning worked to disentangle Britain from the Congress System, and pursue goals in the British national interest. Gun control in the United States generally has meant some type of supply regulation. Supply restrictions ranging from one-gun-a-month schemes to flat gun bans cannot work without a willingness and ability to reduce total inventory to levels approaching zero ("the supply-side ideal"). This is an impossible feat in a country that already has 300 million guns tightly held by people who think they are uniquely important tools. The average defiance ratio in places that have attempted gun confiscation and registration is 2.6 illegal guns for every legal one. In many countries defiance is far higher. This Comment discusses the landscape that newly unionized employees face in negotiating a contract with an employer, argues that the EFCA will lead parties to fall back on interest arbitration to award them a contract, examines why federal judicial policy surrounding arbitration of disputes under a pre-existing collective bargaining agreement and existing standards for judicial review of administrative decisions are, inadequate tools, and examines Canadian law and state law concerning judicial review of interest arbitration decisions.

Talk of networks and "network theory" has become almost ubiquitous in the field of counterterrorism. Terrorist organizations are networks. Terrorists have been empowered by the Internet, ethnic diasporas, and cell phones—networks all. Many of the putative targets of terrorists—electrical grids, oil pipelines, and transportation systems, to name a few—are themselves networks. And, perhaps less often mentioned, terrorists are increasingly hampered by national and international laws that foster cooperation and coordination among states—a network of laws.

From "smart mobs" to "net wars," from narco-trafficking to the Internet, network theory has provided insights into decentralized social organizations and their coordinated action. Both …

Organophosphates (OPs) react with acetylcholinesterases (AChEs) to form a covalent bond at a specific serine residue in the active gorge, thereby providing a highly precise modification of this enzyme and an opportunity to explore protein structure, function and mechanism. The goal of this study is: 1) to show how covalent modification of AChEs by chromophore-linked OPs can be used to probe the active and peripheral sites of the protein and its local environment; 2) to differentiate AChE stereoselectivity with asymmetric phosphonothiolates.

Metamorphic viruses modify their own code to produce viral copies which are syntactically different from their parents. The viral copies have the same functionality as the parent but may have different signatures. This makes signature-based virus scanners unreliable for detecting metamorphic viruses. But statistical pattern analysis tool such as Hidden Markov Models (HMMs) can detect metamorphic viruses. Virus writers use many different code obfuscation techniques to generate metamorphic viruses. In this project we develop a metamorphic engine using code obfuscation techniques. Our metamorphic engine is designed to produce highly diverse morphed copies of the base virus. This catalog accompanied the exhibit of documents which focus on 400 years of scholarly communication, showing how scientists have used print culture to document their activities, disseminate information, and share discoveries. The increasing professionalization of science can be seen in examples of publishing from the early 16th century to the present day. In the late medieval and early modem periods, science and the dissemination of scientific research was generally an informal, gentlemanly pursuit. In the 18th and 19th centuries, it changed into an increasingly rigorous and organized practice, with growing standards for verification, inclusion, and publication.

Simulation Of Thermal Transport In Open-Cell Metal Foams: Effect Of Periodic Unit Cell Structure, S. Krishnan, S V. Garimella, J. Y. Murthy

Direct simulation of thermal transport in open-cell metal foams is conducted using different periodic unit-cell geometries. The periodic unit-cell structures are constructed by assuming the pore space to be spherical and subtracting the pore space from a unit cube of the metal. Different types of packing arrangement for spheres are considered—body centered cubic, face centered cubic, and the A15 lattice (similar to a Weaire-Phelan unit cell)—which give rise to different foam structures. Effective thermal conductivity, pressure drop, and Nusselt number are computed by imposing periodic boundary conditions for aluminum foams saturated with air or water.
