A growing interest, on both popular and scholarly levels, in the study and preservation of historic roads in the United States has highlighted the need for supporting documentation and likewise spurred the production of related bibliographic tools and guides. Building on earlier contributions, this listing of primary resources documenting the history and development of Route 66 in New Mexico reflects the expanding interest in the subject and--it is hoped--offers historians and others a wider range of materials on which to base their research and writing.

The authors have been using this syllabus for more than a dozen years to teach a 35-hour workshop entitled How to write a manuscript in the biomedical scientists' to graduate and undergraduate students in Biochemistry and Molecular Biology, Chemistry and Nutrition in the U.S., and to PhD-basic scientists and clinical faculty at teaching hospitals in Nigeria, Turkey, India and Taiwan. This is an exploratory study that examines the relationship between selected components of ecommerce readiness and dimensions of Davis’ (1989) Technology Acceptance Model. Building upon the notion that there exists some linkage between ecommerce readiness and technology Acceptance, this study seeks to examine these linkages in e-businesses within Barbados. Three relationships are proposed – a relationship between technology acceptance and the existing e-Readiness infrastructure, a relationship between technology acceptance and current telecommunications access, and a relationship between technology acceptance and education. In this chapter, we study the problem of selecting documents so as to extract terrorist event information from a collection of documents. We represent an event by its entity and relation instances. Very often, these entity and relation instances have to be extracted from multiple documents. We therefore define an information extraction (IE) task as selecting documents and extracting from which entity and relation instances relevant to a user-specified event (aka domain specific event entity and relation extraction). "Bulk metallic glasses are a new material set that possess interesting and exceptional engineering properties. Their study has been a major focus of research in metallurgy since the early 1990s, and recently their properties have led to application in specialized applications. Limitations including material cost, maximum attainable cast diameters, and high density have prevented the widespread use of these materials. In particular, the high density of most bulk metallic glasses has significantly reduced their appeal to the aerospace community. "In the first article of this thesis, the charge delivery in the power distribution network for printed circuit board has been analyzed in the time-domain. Performing all the simulations and analyzing the PDN physics and modeling, I contributed to a better understanding of the time-domain decoupling mechanism. The second paper studies the noise coupling sing a segmentation approach combined with a via-to-antipad capacitance model and a plane-pair cavity model. Building equivalent circuit models as well as analyzing design strategies, I contributed to a new approach for the PDN analysis in multilayer PCBs. The third article discusses how to estimate the …

"Components of the critical infrastructure of any system are natural targets for attack. Any inherent weakness of such components can potentially expose the entire system to vulnerability. The Domain Name System (DNS) is one component of the proper functioning of the Internet. In October 2006, Andrew Fire and Craig Mello won the Nobel Prize in Physiology or Medicine for discovering a process known as RNA interference in the soil nematode Caenorhaditis elegans. More commonly known as RNAi, this process has great therapeutic significance for humans because of its ability to specifically and efficiently regulate gene expression. The capacity to easily regulate gene expression will tremendously impact our ability to combat a wide variety of disorders ranging from cancer to infectious diseases. While the mechanism of RNAi was first published within the last decade, three RNAi-based human therapies are already in clinical trails.

Informal money transfers present a significant challenge to combating the financing of terrorist organizations worldwide. Although the U.S. and other governments have implemented measures to restrict terrorist financing, these measures were designed to regulate formal financial institutions. Accordingly, those seeking to avoid detection have turned to other methods of transferring money, such as commodities trades, hawala, and digital currencies. Many terrorist operations do not require large sums of money, making the detection and prevention of even modest transfers important. For example, the September 11 Commission estimated the cost of carrying out the 1998 U.S. embassy bombings, which killed 224 people …

Human T-cell Leukemia Virus Type 1 (HTLV-1) is a transforming retrovirus that gives rise to Adult T-cell Leukemia (ATL) and a variety of other subneoplastic conditions such as HTLV-Associated Myelopathy/Tropical Spastic Paraperesis (HAM/TSP). In ATL, the transformation and immortalization of T-lymphocytes has been attributed to the expression and activity of a single HTLV-1 viral protein, namely the trans-activating protein Tax. Although the exact mechanism of Tax-mediated transformation is uncertain, current studies support a model in which Tax induces genomic instability in the host cell through interference with DNA repair mechanisms, dysregulation of cell cycle progression, transcriptional activation of cellular …

The author begins by providing a conceptual framework for indigenous people generally and then focuses on indigenous people in South Africa. Mr. Carver then discusses the culture and customs of the Xhosa, one of the main ethnic groups from the Republic of South Africa. He then discusses the Truth and Reconciliation Commission (TRC), set up in South Africa after the fall of the apartheid regime, which was meant to rebuild a society divided by racial and ethnic lines. This article gives a chronological account of the events pre-dating the uprising of January 1, 1994 and the Zapatista struggle through the years. The author examines these events in light of indigenous self-determination, taking into consideration conditions within Mexico, to defend the course of action taken by the EZLN as a means of creating a space for themselves within Mexican society. The author argues the current state of federal Mexican law and international law do not leave Indigenous Peoples, including the EZLN, viable options for resolving injustices committed against them. Old Blood, Bad Blood, And Youngblood: Due Process, Lost Evidence, And The Limits Of Bad Faith, Norman C. Bay

Under the law of lost evidence, absent a showing of bad faith, no due process violation occurs when the police lose potentially exculpatory evidence. This is so even though the evidence may be critical to the defense and even though post-conviction DNA testing has exonerated more than 200 individuals. Ironically, the case that developed that rule of law, Arizona v. Youngblood, is founded on the conviction of an innocent man. This Article critically examines Youngblood and provides a conceptual framework for examining the constitutional right of access to evidence. This Article proposes a novel way to tax wealth transfers. Specifically, it suggests that we divide all assets transferred by gift or bequest into two classes--illiquid assets and liquid assets. The recipient should include those assets in income but be allowed two options. With respect to illiquid assets, the recipient should be able to avoid immediate income inclusion if he takes the property with an income-tax basis of zero. With respect to liquid assets, the recipient should be allowed a full income-tax deduction if he rolls the gift or bequest into a deductible IRA. The combination of these simple rules …

This Article examines segregation and affirmative action in a different context-that of gender. Title IX of the Education Amendments of 1972 ("Title IX") l° prohibits discrimination on the basis of gender in education programs or activities that receive federal financial assistance. The regulations implementing Title IX, however, explicitly permit recipients of federal funding to offer single-sex schools, classes, and extracurricular activities. The regulations also permit recipients to "take affirmative action to overcome the effects of conditions which resulted in limited participation therein by persons of a particular sex.” This Article discusses whether and to what extent the affirmative action provision …

This essay examines how the turban has transformed from a sacred piece of attire for Sikhs to a target for discriminatory conduct and an object of marginalization after 9/11. Part I provides an introduction to Sikhism, which originated in 17th century South Asia, and discusses the religious significance of the Sikh turban. Part II examines incidents of discrimination in several contexts involving turbaned Sikhs in America. Part III analyzes the debate surrounding assimilation that has been taking place in the West, which implicates conspicuous articles of faith, including the Sikh turban. This article critiques Sex Offender Registration and Notification Act [SORNA] and places it in the context of the broader scheme of public safety and criminal jurisdiction on Indian reservations. Part I briefly explains the jurisdictional background of criminal law and regulatory authority on Indian lands. Part II discusses the particular development of federal and tribal sex offender registration and notification laws. Part III explains how SORNA engages Indian tribes and other registration jurisdictions as a prelude to discussion of the obstacles of effective implementation on Indian lands. This Article places Bryan v. Itasca County in historical context and gives credit where credit is due. From the perspective of three decades, it describes the litigation and its ramifications, and highlights the work of the legal services attorneys who brought Indian tribes this landmark victory. Part I briefly describes the litigation through the state supreme court. Part II discusses, in much greater detail, the appeal to the U.S. Supreme Court. This Article examines the correlation between the Court's perception and its resolution of the constitutional issues, most dramatically exhibited in Atkins. Part II of this Article briefly examines the history of discrimination against persons with mental retardation. Part III of this Article traces the history of the Court's decisions involving persons with mental retardation, giving special attention to the way in which the Justices' opinions reveal their apparent understanding of mental retardation and the relationship between individuals who have the disability and the law.5 Finally, Part IV addresses the Atkins opinion itself, with emphasis on the Court's understanding of mental …
